A number of studies indicate that there's no conclusive evidence supporting the notion that homework improves academic performance, especially in primary education . In fact, research suggests that for younger students, the correlation between homework and academic achievement is weak or even negative .

Too much homework can often lead to increased stress and decreased enthusiasm for learning. This issue becomes particularly pressing when considering the common 'more is better' approach to homework, where the quantity of work given to students often outweighs the quality and effectiveness of the tasks. For instance, spending countless hours memorizing facts for a history test may not necessarily translate to better understanding or long-term retention of the subject matter.

However, it's worth noting that homework isn't completely devoid of benefits. It can help foster self-discipline, time management skills, and the ability to work independently. But, these positive outcomes are usually more pronounced in older students and when homework assignments are thoughtfully designed and not excessive in volume.

When discussing the merits and drawbacks of homework, it's critical to consider the nature of the assignments. Routine, repetitive tasks often associated with 'drill-and-practice' homework, such as completing rows of arithmetic problems or copying definitions from a textbook, rarely lead to meaningful learning. On the other hand, assignments that encourage students to apply what they've learned in class, solve problems, or engage creatively with the material can be more beneficial.

This is especially true when students are burdened with large volumes of homework, leaving them with little time to relax or pursue other activities. Nonetheless, advocates of homework might argue that it can be a platform for parental involvement in a child's education. While this may be true, the involvement should not transform into parental control or cause friction due to differing expectations and pressures.

Homework proponents might point out that disciplined time management could allow students to balance both work and play. However, given the demanding nature of many homework assignments, achieving this balance is often easier said than done.

Negative impact on sleep

Children often stay up late to complete assignments, reducing the amount of sleep they get. Even the quality of sleep can be affected. The stress and anxiety from a heavy workload can lead to difficulty falling asleep or restless nights. And let's not forget that students often need to wake up early for school, compounding the negative effects of late-night homework sessions.

On the other hand, some argue that homework can teach children time management skills, suggesting that effective organization could help prevent late-night work. However, when schools assign excessive amounts of homework, even the best time management might not prevent encroachment on sleep time.

Homework can exacerbate existing educational inequalities. Not all students have access to a conducive learning environment at home, necessary resources, or support from educated family members. For these students, homework can become a source of stress and disadvantage rather than an opportunity to reinforce learning.

Homework defenders might claim that it can also promote independent learning. True, when thoughtfully designed, homework can encourage this. But, voluminous or repetitive tasks tend to promote compliance over creativity.

Diminished interest in learning

Overburdening students with homework can diminish their interest in learning. After long hours in school followed by more academic tasks at home, learning can begin to feel like a chore. This can lead to a decline in intrinsic motivation and an unhealthy association of learning with stress and exhaustion.

In theory, homework can deepen interest in a subject, especially when it involves projects or research. Yet, an excess of homework, particularly routine tasks, might achieve the opposite, turning learning into a source of stress rather than enjoyment.

Inability to pursue personal interests

Homework can limit students' ability to pursue personal interests. Hobbies, personal projects, and leisure activities are crucial for personal development and well-being. With heavy homework loads, students may struggle to find time for these activities, missing out on opportunities to discover new interests and talents.

Supporters of homework might argue that it teaches students to manage their time effectively. However, even with good time management, an overload of homework can crowd out time for personal interests.

Excessive workload

Why I Think All Schools Should Abolish Homework

H ow long is your child’s workweek? Thirty hours? Forty? Would it surprise you to learn that some elementary school kids have workweeks comparable to adults’ schedules? For most children, mandatory homework assignments push their workweek far beyond the school day and deep into what any other laborers would consider overtime. Even without sports or music or other school-sponsored extracurriculars, the daily homework slog keeps many students on the clock as long as lawyers, teachers, medical residents, truck drivers and other overworked adults. Is it any wonder that,deprived of the labor protections that we provide adults, our kids are suffering an epidemic of disengagement, anxiety and depression ?

With my youngest child just months away from finishing high school, I’m remembering all the needless misery and missed opportunities all three of my kids suffered because of their endless assignments. When my daughters were in middle school, I would urge them into bed before midnight and then find them clandestinely studying under the covers with a flashlight. We cut back on their activities but still found ourselves stuck in a system on overdrive, returning home from hectic days at 6 p.m. only to face hours more of homework. Now, even as a senior with a moderate course load, my son, Zak, has spent many weekends studying, finding little time for the exercise and fresh air essential to his well-being. Week after week, and without any extracurriculars, Zak logs a lot more than the 40 hours adults traditionally work each week — and with no recognition from his “bosses” that it’s too much. I can’t count the number of shared evenings, weekend outings and dinners that our family has missed and will never get back.

How much after-school time should our schools really own?

In the midst of the madness last fall, Zak said to me, “I feel like I’m working towards my death. The constant demands on my time since 5th grade are just going to continue through graduation, into college, and then into my job. It’s like I’m on an endless treadmill with no time for living.”

My spirit crumbled along with his.

Like Zak, many people are now questioning the point of putting so much demand on children and teens that they become thinly stretched and overworked. Studies have long shown that there is no academic benefit to high school homework that consumes more than a modest number of hours each week. In a study of high schoolers conducted by the Organization for Economic Cooperation and Development (OECD), researchers concluded that “after around four hours of homework per week, the additional time invested in homework has a negligible impact on performance.”

In elementary school, where we often assign overtime even to the youngest children, studies have shown there’s no academic benefit to any amount of homework at all.

Our unquestioned acceptance of homework also flies in the face of all we know about human health, brain function and learning. Brain scientists know that rest and exercise are essential to good health and real learning . Even top adult professionals in specialized fields take care to limit their work to concentrated periods of focus. A landmark study of how humans develop expertise found that elite musicians, scientists and athletes do their most productive work only about four hours per day .

Yet we continue to overwork our children, depriving them of the chance to cultivate health and learn deeply, burdening them with an imbalance of sedentary, academic tasks. American high school students , in fact, do more homework each week than their peers in the average country in the OECD, a 2014 report found.

It’s time for an uprising.

Already, small rebellions are starting. High schools in Ridgewood, N.J. , and Fairfax County, Va., among others, have banned homework over school breaks. The entire second grade at Taylor Elementary School in Arlington, Va., abolished homework this academic year. Burton Valley Elementary School in Lafayette, Calif., has eliminated homework in grades K through 4. Henry West Laboratory School , a public K-8 school in Coral Gables, Fla., eliminated mandatory, graded homework for optional assignments. One Lexington, Mass., elementary school is piloting a homework-free year, replacing it with reading for pleasure.

Across the Atlantic, students in Spain launched a national strike against excessive assignments in November. And a second-grade teacher in Texas, made headlines this fall when she quit sending home extra work , instead urging families to “spend your evenings doing things that are proven to correlate with student success. Eat dinner as a family, read together, play outside and get your child to bed early.”

It is time that we call loudly for a clear and simple change: a workweek limit for children, counting time on the clock before and after the final bell. Why should schools extend their authority far beyond the boundaries of campus, dictating activities in our homes in the hours that belong to families? An all-out ban on after-school assignments would be optimal. Short of that, we can at least sensibly agree on a cap limiting kids to a 40-hour workweek — and fewer hours for younger children.

Resistance even to this reasonable limit will be rife. Mike Miller, an English teacher at Thomas Jefferson High School for Science and Technology in Alexandria, Va., found this out firsthand when he spearheaded a homework committee to rethink the usual approach. He had read the education research and found a forgotten policy on the county books limiting homework to two hours a night, total, including all classes. “I thought it would be a slam dunk” to put the two-hour cap firmly in place, Miller said.

But immediately, people started balking. “There was a lot of fear in the community,” Miller said. “It’s like jumping off a high dive with your kids’ future. If we reduce homework to two hours or less, is my kid really going to be okay?” In the end, the committee only agreed to a homework ban over school breaks.

Miller’s response is a great model for us all. He decided to limit assignments in his own class to 20 minutes a night (the most allowed for a student with six classes to hit the two-hour max). His students didn’t suddenly fail. Their test scores remained stable. And they started using their more breathable schedule to do more creative, thoughtful work.

That’s the way we will get to a sane work schedule for kids: by simultaneously pursuing changes big and small. Even as we collaboratively press for policy changes at the district or individual school level, all teachers can act now, as individuals, to ease the strain on overworked kids.

As parents and students, we can also organize to make homework the exception rather than the rule. We can insist that every family, teacher and student be allowed to opt out of assignments without penalty to make room for important activities, and we can seek changes that shift practice exercises and assignments into the actual school day.

We’ll know our work is done only when Zak and every other child can clock out, eat dinner, sleep well and stay healthy — the very things needed to engage and learn deeply. That’s the basic standard the law applies to working adults. Let’s do the same for our kids.

The homework debate has strong arguments on both sides. Commonly-cited reasons why homework should be banned include the idea that it is often counterproductive, stifles students’ creativity, and limits their freedom outside the classroom.

Students already have up to 7 hours of schoolwork to complete 5 days a week; adding more contributes to increased anxiety, burnout, and overall poor performance.

But arguments for homework include the fact it does increase student grades (Cooper, Robinson & Patall, 2006), it instils discipline, and it helps to reinforce what was learned into long-term memory.

The following are common arguments for banning homework – note that this is an article written to stimulate debate points on the topic, so it only presents one perspective. For the other side of the argument, it’s worth checking out my article on the 27 pros and cons of homework .

Reasons Why Homework Should Be Banned

1. it contributes to increased anxiety.

If there’s one word that describes middle-school and high-school students, it’s anxiety. In my homework statistics article , I cite research showing that 74% of students cite homework as a source of stress.

They have so much to juggle, from the novelty of adolescence to the realization that they must soon start preparing for college and their life after (Pressman et al., 2015).

It’s a lot to manage, and adding homework that reduces their free time and makes them even more restricted is downright harmful. The natural outcome of this dogpile of pressure is anxiety, and many students often feel overwhelmed, both by the hours and hours of coursework in a day and the extensive homework they are assigned (Galloway, Conner & Pope, 2013).

Because teachers often don’t communicate with one another over curricula, major assignments can overlap such that students have to tackle numerous large projects at once, which contributes to severe anxiety over good grades.

In response to this, some students check out of school entirely, letting their academic future go to waste. While, of course, it’s not fair to strawman and say that homework is to blame for all these cases, it may indeed by a contributing factor.

2. It Offers Less Social Time

Homework cuts out free time. Children already spend the better part of their day learning in a school environment, and when they come home, they need to socialize.

Whether it’s family or friends, a social balance is important. Depending on the coursework they’re assigned, homework can detrimentally affect students’ social life, which feed back into more of our first gripe about homework: its anxiety-inducing nature.

Furthermore, social time is extremely important for children to grow up well-balanced and confident. If a child is highly intelligent (book smart) but lacks to social skills we might call street smarts , they may struggle in adulthood.

3. It Detracts from Play Time

Play is extremely important for children’s physical, social, and cognitive development . In fact, children naturally learn through play .

So, when children get home from school, they need a few hours to play. They’re actually learning when playing! If playing with friends, they’re learning social skills; but playing alone also stimulates creative and analytical thinking skills.

Play is also a different type of learning than the learning that commonly happens at school. So, allowing children to play at home gives their brain a break from ‘school learning’ and lets them learn through active and even relaxing methods.

4. It Discourages Physical Exercise and Contributes to Obesity

Exercise is an important part of life for everyone, but especially for children. Developing a positive self-image and disciplining oneself is an important skill to learn, one that becomes much more difficult when homework is in the picture.

Homework can demand a lot of attention that kids could be spending exercising or socializing. These two important life pursuits can be left by the wayside, leaving students feeling confused, depressed, and anxious about the future.

Physical exercise should be considered a key feature of a child’s holistic development. It helps keep children healthy, can reduce anxiety, and support healthy immune systems. It also helps with physical development such as supporting fine and gross motor skills .

In fact, some scholars (Ren et al., 2017) have even identified excessive homework as a contributing factor for childhood obesity.

5. It Disrupts Sleep Patterns

Everyone knows the trope of a college student staying up late to finish their homework or cram for a test.

While it would be unfair to credit homework exclusively for an unhealthy sleep schedule, the constant pressure to finish assignments on time often yields one of two results.

Students can either burn the midnight oil to make sure their homework is done, or they can check out of school entirely and ignore their academic interests. Neither is an acceptable way to live.

This point is particularly pertinent to teenagers. They are not lazy; teens need 12-13 hours of sleep every day because their bodies are changing so dramatically.

To pile additional homework on them that interferes with the circadian rhythm is not just unhelpful—it may be downright harmful (Yeo et al., 2020).

6. It Involves Less Guidance

If there’s one thing that’s beneficial about the in-person learning experience, it’s the ability to raise one’s hand and let the teacher know when something is unclear or difficult to understand.

That handheld process isn’t available for homework; in fact, homework matters little in the grand scheme of learning. It’s just busywork that’s supposed to help students consolidate their knowledge.

In reality, homework becomes something that students resent and can fill them with feelings of frustration—something that would be much more readily addressed if the same content was covered in-person with a teacher to guide the student through the assignment.

7. It’s Regularly Rote Learning

In most subjects, homework isn’t reflective of the skills students need to learn to thrive in the workforce. Instead, it often simply involves rote learning (repetition of tasks) that is not seen as the best way to learn.

A main goal of education is to train up vocational professionals with defined skills. But more often than not, homework winds up as a bland set of word problems that have no basis in the real world.

Walking through real-world examples under the guidance of a teacher is much more beneficial to student learning.

8. It Can Detract from a Love of Learning

If you know what it’s like to doze off during a boring class or meeting, then you can relate to the difficulty students have paying attention in class.

That motivation starts to dwindle when students must complete assignments on their own time, often under immense pressure.

It’s not a healthy way to inspire kids to learn about different subjects and develop a love of learning.

Students already need to sit through hours and hours of class on end in-person. This learning time should be used more effectively to eliminate the need for home.

When children finally get out of class at the end of the day, they need to socialize and exercise, not spend even longer staring at a book to complete a bunch of unhelpful practice questions.

9. It Convolutes the Subject

Another important consideration about homework is that it can often be counterproductive.

That’s because teachers don’t always use the full curriculum material for their teaching, and they may choose to develop their own homework rather than to use the resources offered by the curriculum provider.

This homework can often be off-subject, extremely niche, or unhelpful in explaining a subject that students are studying.

Students who don’t understand a subject and don’t have resources to rely on will eventually give up. That risk becomes even more prevalent when you factor in the scope, complexity, and type of assignment.

Students need to be taught in a safe environment where they can feel free to ask questions and learn at their own pace. Of course, there’s no fairytale way to perfect this ideal, but what is clear is that homework is not beneficial to the learning environment for many students.

10. It’s Not What Kids Want

Lastly, homework should be banned because it’s generally not what students want. From elementary to college level, most students harbor some sort of resentment towards homework.

It might be easy to dismiss this to say that the students “aren’t living in the real world.” The truth of the matter is that the real world is a lot more nuanced, creative, and diverse than the repetitive, broad, and often stagnant homework.

It’s easy to understand why most students wish that more time in school had been spent on learning how to live rather than trying to figure out how many apples Johnny had. Subjects like car maintenance, entrepreneurship, computer skills, socialization, networking, tax filing, finances, and survival are touched on at best and ignored at worst.

It’s not enough for students to be able to regurgitate information on a piece of paper; in the end, the education system should teach them how to be self-sufficient, something that might be much easier to do if resources were divested from homework and poured into more beneficial subject material.

Consider these 11 Additional Reasons

  • Decreases time with parents – Homework may prevent parents and children from spending quality time together.
  • Hidden costs – Families often feel pressure to purchase internet and other resources to help their children to complete their homework.
  • Is inequitable – some children have parents to help them while others don’t. Similarly, some children have internet access to help while others don’t (see: Kralovec & Buell, 2001).
  • Easy to cheat – Unsupervised homework time makes it easy for children to simply cheat on their work so they can get on with play time!
  • Lack of downtime – Children need time where they aren’t doing anything. Time that is unstructured helps them to develop hobbies and interests .
  • Detracts from reading – Children could be spending their time reading books and developing their imaginations rather than working on repetitive homework tasks.
  • Take up parental time – Parents, who have just spent all day working, are increasingly expected to spend their time doing ‘teaching’ with their children at home.
  • Discourages club membership – If children are too busy with homework, they may not be able to join clubs and sporting groups that can help them make friends and develop extracurricular skills.
  • Makes it hard for college students to make a living – In college, where homework is extensive, students often can’t juggle homework with their weekend and night-time jobs. As a result, it pushes them further into student poverty.
  • Contributes to poor work-life culture – From early ages, we’re sending a message to children that they should take their work home with them. This can spill over into the workplace, where they’ll be expected to continue working for their company even after the workday ends.
  • Can reinforce faulty learning – When children learn in isolation during homework time, they may end up practicing their work completely wrong! They need intermittent support to make sure their practice is taking them down the right path.

Students may need to demonstrate their understanding of a topic to progress; that, at least, is a reflection of the real world. What’s not helpful is when students are peppered day and night with information that they need to regurgitate on a piece of paper.

For positive outcomes to come from homework, parents and teachers need to work together. It depends a lot on the type of homework provided as well as the age of the student and the need to balance homework with time to do other things in your life.

Homework, a task students complete outside of school hours, sparks a widespread debate. Many argue it should be abolished. Today, with evolving educational methods, the relevance of homework is a hot topic. Its impact on students’ well-being and learning experience is under scrutiny.

Arguments in Favour Of Homework Should be Abolished

Argument 1: positive effects of abolishing homework on student mental health.

One primary reason why abolishing homework would benefit students’ mental health is the reduction of stress and anxiety. From dioramas to book reports, from algebraic word problems to research projects, whether students should be given homework, as well as the type and amount of homework, has been debated for over a century. [ 1 ]

While we are unsure who invented homework, we do know that the word “homework” dates back to ancient Rome. Pliny the Younger asked his followers to practice their speeches at home. Memorization exercises as homework continued through the Middle Ages and Enlightenment by monks and other scholars. [ 45 ]

In the 19th century, German students of the Volksschulen or “People’s Schools” were given assignments to complete outside of the school day. This concept of homework quickly spread across Europe and was brought to the United States by Horace Mann , who encountered the idea in Prussia. [ 45 ]

In the early 1900s, progressive education theorists, championed by the magazine Ladies’ Home Journal , decried homework’s negative impact on children’s physical and mental health, leading California to ban homework for students under 15 from 1901 until 1917. In the 1930s, homework was portrayed as child labor, which was newly illegal, but the prevailing argument was that kids needed time to do household chores. [ 1 ] [ 2 ] [ 45 ] [ 46 ]

Public opinion swayed again in favor of homework in the 1950s due to concerns about keeping up with the Soviet Union’s technological advances during the Cold War . And, in 1986, the US government included homework as an educational quality boosting tool. [ 3 ] [ 45 ]

A 2014 study found kindergarteners to fifth graders averaged 2.9 hours of homework per week, sixth to eighth graders 3.2 hours per teacher, and ninth to twelfth graders 3.5 hours per teacher. A 2014-2019 study found that teens spent about an hour a day on homework. [ 4 ] [ 44 ]

Beginning in 2020, the COVID-19 pandemic complicated the very idea of homework as students were schooling remotely and many were doing all school work from home. Washington Post journalist Valerie Strauss asked, “Does homework work when kids are learning all day at home?” While students were mostly back in school buildings in fall 2021, the question remains of how effective homework is as an educational tool. [ 47 ]

Is Homework Beneficial?

Pro 1 Homework improves student achievement. Studies have shown that homework improved student achievement in terms of improved grades, test results, and the likelihood to attend college. Research published in the High School Journal indicated that students who spent between 31 and 90 minutes each day on homework “scored about 40 points higher on the SAT-Mathematics subtest than their peers, who reported spending no time on homework each day, on average.” [ 6 ] Students in classes that were assigned homework outperformed 69% of students who didn’t have homework on both standardized tests and grades. A majority of studies on homework’s impact – 64% in one meta-study and 72% in another – showed that take-home assignments were effective at improving academic achievement. [ 7 ] [ 8 ] Research by the Institute for the Study of Labor (IZA) concluded that increased homework led to better GPAs and higher probability of college attendance for high school boys. Pro 2 Homework helps to reinforce classroom learning, while developing good study habits and life skills. Students typically retain only 50% of the information teachers provide in class, and they need to apply that information in order to truly learn it. Abby Freireich and Brian Platzer, co-founders of Teachers Who Tutor NYC, explained, “at-home assignments help students learn the material taught in class. Students require independent practice to internalize new concepts… [And] these assignments can provide valuable data for teachers about how well students understand the curriculum.” [ 11 ] [ 49 ] Elementary school students who were taught “strategies to organize and complete homework,” such as prioritizing homework activities, collecting study materials, note-taking, and following directions, showed increased grades and more positive comments on report cards. [ 17 ] Research by the City University of New York noted that “students who engage in self-regulatory processes while completing homework,” such as goal-setting, time management, and remaining focused, “are generally more motivated and are higher achievers than those who do not use these processes.” [ 18 ] Homework also helps students develop key skills that they’ll use throughout their lives: accountability, autonomy, discipline, time management, self-direction, critical thinking, and independent problem-solving. Pro 3 Homework allows parents to be involved with children’s learning. Thanks to take-home assignments, parents are able to track what their children are learning at school as well as their academic strengths and weaknesses. [ 12 ] Data from a nationwide sample of elementary school students show that parental involvement in homework can improve class performance, especially among economically disadvantaged African-American and Hispanic students. [ 20 ] Research from Johns Hopkins University found that an interactive homework process known as TIPS (Teachers Involve Parents in Schoolwork) improves student achievement: “Students in the TIPS group earned significantly higher report card grades after 18 weeks (1 TIPS assignment per week) than did non-TIPS students.” [ 21 ] Homework can also help clue parents in to the existence of any learning disabilities their children may have, allowing them to get help and adjust learning strategies as needed. A poll of California high school students found that 59% thought they had too much homework. 82% of respondents said that they were “often or always stressed by schoolwork.” High-achieving high school students said too much homework leads to sleep deprivation and other health problems such as headaches, exhaustion, weight loss, and stomach problems. Con 2 Homework exacerbates the digital divide or homework gap. Kiara Taylor, financial expert, defined the digital divide as “the gap between demographics and regions that have access to modern information and communications technology and those that don’t. Though the term now encompasses the technical and financial ability to utilize available technology—along with access (or a lack of access) to the Internet—the gap it refers to is constantly shifting with the development of technology.” For students, this is often called the homework gap. [ 50 ] [ 51 ] 30% (about 15 to 16 million) public school students either did not have an adequate internet connection or an appropriate device, or both, for distance learning. Completing homework for these students is more complicated (having to find a safe place with an internet connection, or borrowing a laptop, for example) or impossible. [ 51 ] A Hispanic Heritage Foundation study found that 96.5% of students across the country needed to use the internet for homework, and nearly half reported they were sometimes unable to complete their homework due to lack of access to the internet or a computer, which often resulted in lower grades. Con 3 Homework does not help younger students, and may not help high school students. We’ve known for a while that homework does not help elementary students. A 2006 study found that “homework had no association with achievement gains” when measured by standardized tests results or grades. [ 7 ] Fourth grade students who did no homework got roughly the same score on the National Assessment of Educational Progress (NAEP) math exam as those who did 30 minutes of homework a night. Students who did 45 minutes or more of homework a night actually did worse. Should homework be banned?

Social media has sparked into life about whether children should be given homework - should students be freed from this daily chore? Dr Gerald Letendre, a professor of education at Pennsylvania State University, investigates.

We’ve all done it: pretended to leave an essay at home, or stayed up until 2am to finish a piece of coursework we’ve been ignoring for weeks. Homework, for some people, is seen as a chore that’s ‘wrecking kids’ or ‘killing parents’, while others think it is an essential part of a well-rounded education. The problem is far from new: public debates about homework have been raging since at least the early-1900s, and recently spilled over into a Twitter feud between Gary Lineker and Piers Morgan.

Ironically, the conversation surrounding homework often ignores the scientific ‘homework’ that researchers have carried out. Many detailed studies have been conducted, and can guide parents, teachers and administrators to make sensible decisions about how much work should be completed by students outside of the classroom.

So why does homework stir up such strong emotions? One reason is that, by its very nature, it is an intrusion of schoolwork into family life. I carried out a study in 2005, and found that the amount of time that children and adolescents spend in school, from nursery right up to the end of compulsory education, has greatly increased over the last century . This means that more of a child’s time is taken up with education, so family time is reduced. This increases pressure on the boundary between the family and the school.

Plus, the amount of homework that students receive appears to be increasing, especially in the early years when parents are keen for their children to play with friends and spend time with the family.

Finally, success in school has become increasingly important to success in life. Parents can use homework to promote, or exercise control over, their child’s academic trajectory, and hopefully ensure their future educational success. But this often leaves parents conflicted – they want their children to be successful in school, but they don’t want them to be stressed or upset because of an unmanageable workload.

However, the issue isn’t simply down to the opinions of parents, children and their teachers – governments also like to get involved. In the autumn of 2012, French president François Hollande hit world headlines after making a comment about banning homework, ostensibly because it promoted inequality. The Chinese government has also toyed with a ban, because of concerns about excessive academic pressure being put on children.

The problem is, some politicians and national administrators regard regulatory policy in education as a solution for a wide array of social, economic and political issues, perhaps without considering the consequences for students and parents.

Does homework work?

Homework seems to generally have a positive effect for high school students, according to an extensive range of empirical literature. For example, Duke University’s Prof Harris Cooper carried out a meta-analysis using data from US schools, covering a period from 1987 to 2003. He found that homework offered a general beneficial impact on test scores and improvements in attitude, with a greater effect seen in older students. But dig deeper into the issue and a complex set of factors quickly emerges, related to how much homework students do, and exactly how they feel about it.

In 2009, Prof Ulrich Trautwein and his team at the University of Tübingen found that in order to establish whether homework is having any effect, researchers must take into account the differences both between and within classes . For example, a teacher may assign a good deal of homework to a lower-level class, producing an association between more homework and lower levels of achievement. Yet, within the same class, individual students may vary significantly in how much homework improves their baseline performance. Plus, there is the fact that some students are simply more efficient at completing their homework than others, and it becomes quite difficult to pinpoint just what type of homework, and how much of it, will affect overall academic performance.

Gender is also a major factor. For example, a study of US high school students carried out by Prof Gary Natriello in the 1980s revealed that girls devote more time to homework than boys, while a follow-up study found that US girls tend to spend more time on mathematics homework than boys. Another study, this time of African-American students in the US, found that eighth grade (ages 13-14) girls were more likely to successfully manage both their tasks and emotions around schoolwork, and were more likely to finish homework.

So why do girls seem to respond more positively to homework? One possible answer proposed by Eunsook Hong of the University of Nevada in 2011 is that teachers tend to rate girls’ habits and attitudes towards work more favourably than boys’. This perception could potentially set up a positive feedback loop between teacher expectations and the children’s capacity for academic work based on gender, resulting in girls outperforming boys. All of this makes it particularly difficult to determine the extent to which homework is helping, though it is clear that simply increasing the time spent on assignments does not directly correspond to a universal increase in learning.

Can homework cause damage?

The lack of empirical data supporting homework in the early years of education, along with an emerging trend to assign more work to this age range, appears to be fuelling parental concerns about potential negative effects. But, aside from anecdotes of increased tension in the household, is there any evidence of this? Can doing too much homework actually damage children?

Evidence suggests extreme amounts of homework can indeed have serious effects on students’ health and well-being. A Chinese study carried out in 2010 found a link between excessive homework and sleep disruption: children who had less homework had better routines and more stable sleep schedules. A Canadian study carried out in 2015 by Isabelle Michaud found that high levels of homework were associated with a greater risk of obesity among boys, if they were already feeling stressed about school in general.

It is also worth noting that too much homework can create negative effects that may undermine any positives. These negative consequences may not only affect the child, but also could also pile on the stress for the whole family, according to a recent study by Robert Pressman of the New England Centre for Pediatric Psychology. Parents were particularly affected when their perception of their own capacity to assist their children decreased.

What then, is the tipping point, and when does homework simply become too much for parents and children? Guidelines typically suggest that children in the first grade (six years old) should have no more that 10 minutes per night, and that this amount should increase by 10 minutes per school year. However, cultural norms may greatly affect what constitutes too much.

A study of children aged between 8 and 10 in Quebec defined high levels of homework as more than 30 minutes a night, but a study in China of children aged 5 to 11 deemed that two or more hours per night was excessive. It is therefore difficult to create a clear standard for what constitutes as too much homework, because cultural differences, school-related stress, and negative emotions within the family all appear to interact with how homework affects children.

Should we stop setting homework?

In my opinion, even though there are potential risks of negative effects, homework should not be banned. Small amounts, assigned with specific learning goals in mind and with proper parental support, can help to improve students’ performance. While some studies have generally found little evidence that homework has a positive effect on young children overall, a 2008 study by Norwegian researcher Marte Rønning found that even some very young children do receive some benefit. So simply banning homework would mean that any particularly gifted or motivated pupils would not be able to benefit from increased study. However, at the earliest ages, very little homework should be assigned. The decisions about how much and what type are best left to teachers and parents.

As a parent, it is important to clarify what goals your child’s teacher has for homework assignments. Teachers can assign work for different reasons – as an academic drill to foster better study habits, and unfortunately, as a punishment. The goals for each assignment should be made clear, and should encourage positive engagement with academic routines.

Parents should inform the teachers of how long the homework is taking, as teachers often incorrectly estimate the amount of time needed to complete an assignment, and how it is affecting household routines. For young children, positive teacher support and feedback is critical in establishing a student’s positive perception of homework and other academic routines. Teachers and parents need to be vigilant and ensure that homework routines do not start to generate patterns of negative interaction that erode students’ motivation.

Likewise, any positive effects of homework are dependent on several complex interactive factors, including the child’s personal motivation, the type of assignment, parental support and teacher goals. Creating an overarching policy to address every single situation is not realistic, and so homework policies tend to be fixated on the time the homework takes to complete. But rather than focusing on this, everyone would be better off if schools worked on fostering stronger communication between parents, teachers and students, allowing them to respond more sensitively to the child’s emotional and academic needs.

Why (Most) Homework Should Be Banned

The 30-minute rule is there to justify giving a lot of homework

There are plenty of reasons why (most) homework should be banned. I’ll start out with some general facts and look at homework in general, then go into some detail about our school.

Stanford conducted a study surveying over 4,300 students in 10 high performing high schools in California. More than 70% of the students said they were “often or always stressed over schoolwork,” with 56% claiming that homework was the main stressor. But here’s the kicker: Less than 1% said homework was not a stressor. 

The researchers then asked the students if they had exhibited symptoms of stress like headaches, exhaustion, sleep deprivation, weight loss, and stomach problems. More than 80% of the students reported at least one stress related symptom recently and 44% claimed they experienced 3 or more symptoms. The study also found that students who spend a lot of time working on homework experience more stress, physical health problems, and a lack of balance in their lives. The study claimed that any more than 2 hours of homework per night was counterproductive, and that the students who spent too much time on homework were more likely to not participate in activities and hobbies, and stop seeing friends and family. 

A smaller NYU study claimed that students at elite high schools are susceptible to chronic stress, emotional exhaustion, and alcohol and drug abuse. About half of the students said they received at least 3 hours of homework a night on top of being pressured to take college level classes and participate in extracurricular activities (sound familiar?). The study claims that many of the students felt they were being worked as hard as adults, and they said that their workload seemed inappropriate for their development level. The study reported that the students felt that they had little time for relaxing and hobbies. More than two thirds of students said they used alcohol or drugs, primarily marijuana, to cope with the stress.

Back to the Stanford study for a second; many of the students claimed that the homework was “pointless” or “mindless.” The study argues that homework should have a purpose and benefit, which should be to cultivate learning. One of the main reasons is that school feels like a full-time job at this point. We, as in BC High students, are in school from 8:25 till 2:40; most of us have some sort of extracurricular activity on top of that, and most of us have significant commutes, which means we are getting home much later. On top of a rigorous day at school, an afterschool activity, and a commute, we have to deal with a varying amount of homework every night. Sometimes it is 2 hours, sometimes 3, sometimes even 4. I will give you an example of a day in my life last year to provide a specific example, because we are not a one size fits all community. 

I live in Middleboro and Bridgewater, so I ride the train to school which takes 50 minutes to an hour. A spring day last year would start by waking up at 5:30 and then leaving my house to get to the train at 6:30-6:35, getting on the train at 6:50, getting off the train at 7:50, and arriving at the school before classes started at 8:20. I would go through the school day and stay after for track practice. After track, I would most likely get on the train at 5:00 and get home at 6:15. I would eat dinner, shower, and then start my homework around 7:30-8, and usually I would finish somewhere between 10:30ish to 11:30ish. Can you see how that can be misconstrued as a full-time job?

Some of you might be thinking (especially any teacher reading this), why didn’t you use the 30-minute rule? Well, because most (and I mean MOST) of the time the 30-minute rule is an ineffective rule that justifies giving students a lot of homework. If you use the 30-minute rule and don’t finish a homework assignment, it still has to be completed sometime, and you’ll be behind in class. It is only effective when a teacher plans for the 30-minute rule and tells you to stop at 30 minutes to get an idea of how long an assignment takes their students. The 30-minute rule is there to justify giving a lot of homework because if you say in class that the homework took a long time, you will probably be told about the 30-minute rule. But if you used the 30-minute rule, you would have an unfinished homework assignment which means, depending on the class, you would be lost and behind, and you would still have to do it at some point. If you should have to justify giving a lot of homework, then it is probably too much.

Homework is a vital and valuable part of education. There are only a few hours in each school day – not enough time to cover properly all the subjects children need to study. Setting homework extends study beyond school hours, allowing a wider and deeper education. It also makes the best use of teachers, who can spend lesson time teaching rather than just supervising individual work that could be done at home. Tasks such as reading, writing essays, researching, doing maths problems, etc. are best done at home, away from the distractions of other students.

Homework is almost always done when a child is already tired from a long day at school. As a result few students are at their best when they sit down in the evening to yet more work. Homework ends up being done in a hurry, by students fighting fatigue, and poor quality work is produced. Worse still, students who have been up late trying to finish off their homework, then come tired into school the next day, and so are less ready to learn. Really, what is the point?

Having homework also allows students to really fix in their heads work they have done in school. Doing tasks linked to recent lessons helps students strengthen their understanding and become more confident in using new knowledge and skills. For younger children this could be practising reading or multiplication tables. For older ones it might be writing up an experiment, revising for a test, reading in preparation for the next topic, etc.

Setting homework does little to develop good study skills. It is hard to check whether the homework students produce is really their own. Some students have always copied off others or got their parents to help them. But today there is so much material available on the internet that teachers can never be sure. It would be better to have a mixture of activities in the classroom which help students to develop a whole range of skills, including independent learning.

Homework prepares students to work more independently, as they will have to at college and in the workplace. Everyone needs to develop skills in personal organisation, working to deadlines, being able to research, etc. If students are always “spoon-fed” topics at school they will never develop study skills and self-discipline for the future.

Homework produces large amount of pointless work of little educational value, but marking it ties up much of teachers’ time. This leaves teachers tired and with little time to prepare more effective, inspiring lessons. The heavy workload also puts young graduates off becoming teachers, and so reduces the talent pool from which schools can recruit.

Teachers accept that marking student work is an important part of their job. Well planned homework should not take so long to mark that the rest of their job suffers, and it can inform their understanding of their students, helping them design new activities to engage and stretch them. As for recruitment, although teachers do often work in the evenings, they are not alone in this and they get long holidays to compensate.

Homework puts students off learning. Studies have shown that many children find doing homework very stressful, boring and tiring. Often teachers underestimate how long a task will take, or set an unrealistic deadline. Sometimes because a teacher has not explained something new well in class, the homework task is impossible. So children end up paying with their free time for the failings of their teachers. They also suffer punishments if work is done badly or late. After years of bad homework experiences, it is no wonder that many children come to dislike education and switch off, or drop out too early.

If homework puts students off learning, then it has been badly planned by the teacher. The best homework tasks engage and stretch students, encouraging them to think for themselves and follow through ideas which interest them. Over time, well planned homework can help students develop good habits, such as reading for pleasure or creative writing.

Homework takes a lot of time up. Being young is not just about doing school work. It should also about being physically active, exploring the environment through play, doing creative things like music and art, and playing a part in the community. It is also important for young people to build bonds with others, especially family and friends, but homework often squeezes the time available for all these things.

Again, just because some teachers are bad at setting homework that is not a reason to scrap it altogether. Homework needs to be well designed and should not take up all of students’ spare time. Recent American surveys found that most students in the USA spent no more than an hour a night on homework. That suggests there does not seem to be a terrible problem with the amount being set.

Homework is a class issue. In school everyone is equal, but at home some people have advantages because of their family background. Middle-class families with books and computers will be able to help their children much more than poorer ones can. This can mean working class children end up with worse grades and more punishments for undone or badly done homework. On the other hand pushy parents may even end up doing their kids’ homework for them – cheating. And homework is one of the most common causes of family arguments.

Education is a partnership between the child, the school and the home. Homework is one of the main ways in which the student’s family can be involved with their learning. Many parents value the chance to see what their child is studying and to support them in it. And schools need parents’ support in encouraging students to read at home, to help with the practising of tables, and to give them opportunities to research new topics.

Teachers don’t understand the students’ pain and struggle they are going through, they just assign some exercises, look at the solution and present it the next day.

Students spend up to a third of their day working hard at school; they deserve to have a break. Not only do students deserve to have a break, but they also deserve to have time for themselves to indulge in extracurricular activities like, sports, music, and swimming, etc. So homework must be banned

I am a 5th grade student. Simply put, I absolutely HATE homework! It is stressful and leaves me no time to independently read! (I love to read) I did some research, and found that countries/states with no homework don’t do bad, but actually do good. Finland has banned homework, yet it is deemed the “happiest country” and comes at the top of exams. Ban homework!!!

In my opinion, homework should not be banned entirely. The workload should be lessened. Often times, the amount of work children have to do can deprive them of sleep, which can lead to many negative side effects such as depression. Often times, the children at the schools I’ve been to have had to drink coffee or other caffeinated beverages to get through the day, and needed melatonin to sleep, just to wake up 4 hours later. This is mainly due to the homework weighing down on them. Homework should still be assigned in schools, but the amount of homework given to students should be lessened.

Because first it’s hard to see if a student homework is really done by himself. Second many people copy other friend work and get many helps from their families. It would be much better to have a mixture of work (activities) in the class which will help the student to develop skills which includes learning independently. Also, there is evidence, did you know that an estimated of 17 percent of kids don’t do their homework. And an estimated 20 percent of kids copy their homework from other students. Moreover, did you know that over 70% of kids don’t like to do their homework.  Even a famous Author named Justin Coulson does want homework to be banned. He said, “They spend enough time in class.”

i think either classwork or homework should be banned cause in my country you have to do like atleast 4 homeworks ( do note that i am in 6th) and on average per day you hae to do 6 homeworks plus whatever extra work your teacher gives you ( unless they are nice like my eng teacher ). schoolwork consumes 6 HOURS of my screen time plus 2 or 1 hour of hw screentime. i am a lucky kid cause i can do 11 homeworks in 1 day but that is just not fair. my hobbie is ti play games and stream that but parents say that it takes up 3 hours of my time. one question i ask you, doesnt school take up doeble the fricking time schoo – 6hours + 1 hour of hw + 1 hour of extraa work. games = 3 hours ( at max ) + 1 hour of tv ( i watch like once in a week ) now you only tell me what is affecting my health more, school or games ? i wake up late at 830 thinking that today is a good day but all of a sudden school f@#ks with me and screws me up.

Homework is practice. But too much is no good. At the same time, it every student of mine has 30 minutes of homework from each lesson he attends in a day, it adds up to 3 thirds of his school day, leaving little room to explore other interests. I also believe that teachers need to add value to the cirriculum by adding things that are left out, like how to learn, using imagination and teaching budgeting, house work and other subjects deemed unsuitable for class environment.

International comparisons of students that are older have noticed no good relationship between the amount of homework set and average test scores. Also countries that have more homework have worse results on tests! So if you get worse results on your test, what’s the point?

Homework shouldn’t take so long as to hardly spend any family quality time together. I am currently a sophomore and I have to deal with homework on a day to day basis, plus the additional packet I must complete every week. It is not hard but it is very time consuming and I barely spend time with anymore. I am to the point of bring too and I’m constanly having suicidal thoughts. I can’t do this anymore.

I know its hard and i know it sucks, but hang in there. You’ve got only got a few more years left but at the same time you don’t have to look at this as a completely terrible time, life is a journey not a destination. What that means is that you should not expect the future to hold bliss. Every single moment is one which you can enjoy. Happiness is a state, be open to it and it will come. So what do you wanna do Now? do you have a hobby? Maybe you wanna read that book. you do that! Hang out with some pals? Go right ahead. Learn something new? what are you waiting for?! Live life in the Now, the best way you know how. That will automatically benefit your future as well. Now, a lot of people say, work hard. I say work efficiently. Try and get your homework done in as little time as possible, with effective output. Using methods of effective work: I highly recommend watching Thomas Frank on you tube for this.

I think homework is a bad learning tool for multiple reasons: A)If the student can do the homework than it was a large waste of time. B) if the student cannot do the homework, they would ask thier parents for help, therefore makeing the homework usless for the fact that the parent did the homework. C) if the student cannot do the homework and does not do it, that will lower thier grades without learning what the right the right thing to do, therefore makeing the homework usless.

Homework is a class issue. In school everyone is equal, but at home some people have advantages because of their family background. Middle-class families with books and computers will be able to help their children much more than poorer ones can. This can mean working class children end up with worse grades and more punishments for undone or badly done homework. Why would we be thinking the same?

If the kids didn’t get the topic by the end of class then they should have homework, but if they did understand it, then what it the point of having it. That just takes up their time to spend time with friends or family. Why should kids get homework on weekends as well? The weekends are the days when kids actually get to do something besides school, they get to have fun or rest. And they should be aloud to do that. The kids go to school to learn and do good quality work, but when they do work at home they just do sloppy work and don’t get a lot of the questions right. And that is because they have other things to do. Homework should be band.

Homework can cause actual pain. Yes, that´s right. Lugging around that 10-20 pound book bag everyday can cause severe back, shoulder, and neck pains, and could even possibly lead to something worse. Every time I bring home my book bag from school, it weighs around 15 pounds with all of the homework inside of it. Please NO MORE HOMEWORK

Most schools now do homework on computers provided by the school, or they have block schedules, that way the student doesn’t have to carry as much around with them. Homework is normally a few papers, and maybe a book. If you really have that much pain, only take the things for the classes you need that day. Also, be sure to be using a backpack with two straps and not a messenger bag.

Undoubtedly, homework hinders learning. There are only 3 outcomes possible when doing homework: A) You do the homework, proving you were able to do it in the first place and the work was therefore unnecessary B)You do the homework even though you were unable to do so, thus learning to solve the problem the wrong way. C) You do not do the homework because you were unable, and therefore did not learn anything.

I disagree with this point, especially with point b. There is a textbook and the internet for a reason. A student can find out how to do it. Resources exist. Therefore, your point C becomes the student’s problem. Now to attack A. If the person already knows the topic, he or she still needs practice. For example, practice reduces occurrence of mistakes. My test scores have significantly improved once I started doing homework, even though I already and always knew the concept. Also, the voting system is biased, as all pro homework stuff have negative votes.

Nobody knows what the point of homework is

The homework wars are back.

As the Covid-19 pandemic began and students logged into their remote classrooms, all work, in effect, became homework. But whether or not students could complete it at home varied. For some, schoolwork became public-library work or McDonald’s-parking-lot work.

Luis Torres, the principal of PS 55, a predominantly low-income community elementary school in the south Bronx, told me that his school secured Chromebooks for students early in the pandemic only to learn that some lived in shelters that blocked wifi for security reasons. Others, who lived in housing projects with poor internet reception, did their schoolwork in laundromats.

According to a 2021 Pew survey , 25 percent of lower-income parents said their children, at some point, were unable to complete their schoolwork because they couldn’t access a computer at home; that number for upper-income parents was 2 percent.

The issues with remote learning in March 2020 were new. But they highlighted a divide that had been there all along in another form: homework. And even long after schools have resumed in-person classes, the pandemic’s effects on homework have lingered.

Over the past three years, in response to concerns about equity, schools across the country, including in Sacramento, Los Angeles , San Diego , and Clark County, Nevada , made permanent changes to their homework policies that restricted how much homework could be given and how it could be graded after in-person learning resumed.

Three years into the pandemic, as districts and teachers reckon with Covid-era overhauls of teaching and learning, schools are still reconsidering the purpose and place of homework. Whether relaxing homework expectations helps level the playing field between students or harms them by decreasing rigor is a divisive issue without conclusive evidence on either side, echoing other debates in education like the elimination of standardized test scores from some colleges’ admissions processes.

I first began to wonder if the homework abolition movement made sense after speaking with teachers in some Massachusetts public schools, who argued that rather than help disadvantaged kids, stringent homework restrictions communicated an attitude of low expectations. One, an English teacher, said she felt the school had “just given up” on trying to get the students to do work; another argued that restrictions that prohibit teachers from assigning take-home work that doesn’t begin in class made it difficult to get through the foreign-language curriculum. Teachers in other districts have raised formal concerns about homework abolition’s ability to close gaps among students rather than widening them.

Many education experts share this view. Harris Cooper, a professor emeritus of psychology at Duke who has studied homework efficacy, likened homework abolition to “playing to the lowest common denominator.”

But as I learned after talking to a variety of stakeholders — from homework researchers to policymakers to parents of schoolchildren — whether to abolish homework probably isn’t the right question. More important is what kind of work students are sent home with and where they can complete it. Chances are, if schools think more deeply about giving constructive work, time spent on homework will come down regardless.

There’s no consensus on whether homework works

The rise of the no-homework movement during the Covid-19 pandemic tapped into long-running disagreements over homework’s impact on students. The purpose and effectiveness of homework have been disputed for well over a century. In 1901, for instance, California banned homework for students up to age 15, and limited it for older students, over concerns that it endangered children’s mental and physical health. The newest iteration of the anti-homework argument contends that the current practice punishes students who lack support and rewards those with more resources, reinforcing the “myth of meritocracy.”

But there is still no research consensus on homework’s effectiveness; no one can seem to agree on what the right metrics are. Much of the debate relies on anecdotes, intuition, or speculation.

Researchers disagree even on how much research exists on the value of homework. Kathleen Budge, the co-author of Turning High-Poverty Schools Into High-Performing Schools and a professor at Boise State, told me that homework “has been greatly researched.” Denise Pope, a Stanford lecturer and leader of the education nonprofit Challenge Success, said, “It’s not a highly researched area because of some of the methodological problems.”

Experts who are more sympathetic to take-home assignments generally support the “10-minute rule,” a framework that estimates the ideal amount of homework on any given night by multiplying the student’s grade by 10 minutes. (A ninth grader, for example, would have about 90 minutes of work a night.) Homework proponents argue that while it is difficult to design randomized control studies to test homework’s effectiveness, the vast majority of existing studies show a strong positive correlation between homework and high academic achievement for middle and high school students. Prominent critics of homework argue that these correlational studies are unreliable and point to studies that suggest a neutral or negative effect on student performance. Both agree there is little to no evidence for homework’s effectiveness at an elementary school level, though proponents often argue that it builds constructive habits for the future.

For anyone who remembers homework assignments from both good and bad teachers, this fundamental disagreement might not be surprising. Some homework is pointless and frustrating to complete. Every week during my senior year of high school, I had to analyze a poem for English and decorate it with images found on Google; my most distinct memory from that class is receiving a demoralizing 25-point deduction because I failed to present my analysis on a poster board. Other assignments really do help students learn: After making an adapted version of Chairman Mao’s Little Red Book for a ninth grade history project, I was inspired to check out from the library and read a biography of the Chinese ruler.

For homework opponents, the first example is more likely to resonate. “We’re all familiar with the negative effects of homework: stress, exhaustion, family conflict, less time for other activities, diminished interest in learning,” Alfie Kohn, author of The Homework Myth, which challenges common justifications for homework, told me in an email. “And these effects may be most pronounced among low-income students.” Kohn believes that schools should make permanent any moratoria implemented during the pandemic, arguing that there are no positives at all to outweigh homework’s downsides. Recent studies , he argues , show the benefits may not even materialize during high school.

In the Marlborough Public Schools, a suburban district 45 minutes west of Boston, school policy committee chair Katherine Hennessy described getting kids to complete their homework during remote education as “a challenge, to say the least.” Teachers found that students who spent all day on their computers didn’t want to spend more time online when the day was over. So, for a few months, the school relaxed the usual practice and teachers slashed the quantity of nightly homework.

Online learning made the preexisting divides between students more apparent, she said. Many students, even during normal circumstances, lacked resources to keep them on track and focused on completing take-home assignments. Though Marlborough Schools is more affluent than PS 55, Hennessy said many students had parents whose work schedules left them unable to provide homework help in the evenings. The experience tracked with a common divide in the country between children of different socioeconomic backgrounds.

So in October 2021, months after the homework reduction began, the Marlborough committee made a change to the district’s policy. While teachers could still give homework, the assignments had to begin as classwork. And though teachers could acknowledge homework completion in a student’s participation grade, they couldn’t count homework as its own grading category. “Rigorous learning in the classroom does not mean that that classwork must be assigned every night,” the policy stated . “Extensions of class work is not to be used to teach new content or as a form of punishment.”

Canceling homework might not do anything for the achievement gap

The critiques of homework are valid as far as they go, but at a certain point, arguments against homework can defy the commonsense idea that to retain what they’re learning, students need to practice it.

“Doesn’t a kid become a better reader if he reads more? Doesn’t a kid learn his math facts better if he practices them?” said Cathy Vatterott, an education researcher and professor emeritus at the University of Missouri-St. Louis. After decades of research, she said it’s still hard to isolate the value of homework, but that doesn’t mean it should be abandoned.

Blanket vilification of homework can also conflate the unique challenges facing disadvantaged students as compared to affluent ones, which could have different solutions. “The kids in the low-income schools are being hurt because they’re being graded, unfairly, on time they just don’t have to do this stuff,” Pope told me. “And they’re still being held accountable for turning in assignments, whether they’re meaningful or not.” On the other side, “Palo Alto kids” — students in Silicon Valley’s stereotypically pressure-cooker public schools — “are just bombarded and overloaded and trying to stay above water.”

Merely getting rid of homework doesn’t solve either problem. The United States already has the second-highest disparity among OECD (the Organisation for Economic Co-operation and Development) nations between time spent on homework by students of high and low socioeconomic status — a difference of more than three hours, said Janine Bempechat, clinical professor at Boston University and author of No More Mindless Homework .

When she interviewed teachers in Boston-area schools that had cut homework before the pandemic, Bempechat told me, “What they saw immediately was parents who could afford it immediately enrolled their children in the Russian School of Mathematics,” a math-enrichment program whose tuition ranges from $140 to about $400 a month. Getting rid of homework “does nothing for equity; it increases the opportunity gap between wealthier and less wealthy families,” she said. “That solution troubles me because it’s no solution at all.”

A group of teachers at Wakefield High School in Arlington, Virginia, made the same point after the school district proposed an overhaul of its homework policies, including removing penalties for missing homework deadlines, allowing unlimited retakes, and prohibiting grading of homework.

“Given the emphasis on equity in today’s education systems,” they wrote in a letter to the school board, “we believe that some of the proposed changes will actually have a detrimental impact towards achieving this goal. Families that have means could still provide challenging and engaging academic experiences for their children and will continue to do so, especially if their children are not experiencing expected rigor in the classroom.” At a school where more than a third of students are low-income, the teachers argued, the policies would prompt students “to expect the least of themselves in terms of effort, results, and responsibility.”

Not all homework is created equal

Despite their opposing sides in the homework wars, most of the researchers I spoke to made a lot of the same points. Both Bempechat and Pope were quick to bring up how parents and schools confuse rigor with workload, treating the volume of assignments as a proxy for quality of learning. Bempechat, who is known for defending homework, has written extensively about how plenty of it lacks clear purpose, requires the purchasing of unnecessary supplies, and takes longer than it needs to. Likewise, when Pope instructs graduate-level classes on curriculum, she asks her students to think about the larger purpose they’re trying to achieve with homework: If they can get the job done in the classroom, there’s no point in sending home more work.

At its best, pandemic-era teaching facilitated that last approach. Honolulu-based teacher Christina Torres Cawdery told me that, early in the pandemic, she often had a cohort of kids in her classroom for four hours straight, as her school tried to avoid too much commingling. She couldn’t lecture for four hours, so she gave the students plenty of time to complete independent and project-based work. At the end of most school days, she didn’t feel the need to send them home with more to do.

A similar limited-homework philosophy worked at a public middle school in Chelsea, Massachusetts. A couple of teachers there turned as much class as possible into an opportunity for small-group practice, allowing kids to work on problems that traditionally would be assigned for homework, Jessica Flick, a math coach who leads department meetings at the school, told me. It was inspired by a philosophy pioneered by Simon Fraser University professor Peter Liljedahl, whose influential book Building Thinking Classrooms in Mathematics reframes homework as “check-your-understanding questions” rather than as compulsory work. Last year, Flick found that the two eighth grade classes whose teachers adopted this strategy performed the best on state tests, and this year, she has encouraged other teachers to implement it.

Teachers know that plenty of homework is tedious and unproductive. Jeannemarie Dawson De Quiroz, who has taught for more than 20 years in low-income Boston and Los Angeles pilot and charter schools, says that in her first years on the job she frequently assigned “drill and kill” tasks and questions that she now feels unfairly stumped students. She said designing good homework wasn’t part of her teaching programs, nor was it meaningfully discussed in professional development. With more experience, she turned as much class time as she could into practice time and limited what she sent home.

“The thing about homework that’s sticky is that not all homework is created equal,” says Jill Harrison Berg, a former teacher and the author of Uprooting Instructional Inequity . “Some homework is a genuine waste of time and requires lots of resources for no good reason. And other homework is really useful.”

Cutting homework has to be part of a larger strategy

The takeaways are clear: Schools can make cuts to homework, but those cuts should be part of a strategy to improve the quality of education for all students. If the point of homework was to provide more practice, districts should think about how students can make it up during class — or offer time during or after school for students to seek help from teachers. If it was to move the curriculum along, it’s worth considering whether strategies like Liljedahl’s can get more done in less time.

Some of the best thinking around effective assignments comes from those most critical of the current practice. Denise Pope proposes that, before assigning homework, teachers should consider whether students understand the purpose of the work and whether they can do it without help. If teachers think it’s something that can’t be done in class, they should be mindful of how much time it should take and the feedback they should provide. It’s questions like these that De Quiroz considered before reducing the volume of work she sent home.

More than a year after the new homework policy began in Marlborough, Hennessy still hears from parents who incorrectly “think homework isn’t happening” despite repeated assurances that kids still can receive work. She thinks part of the reason is that education has changed over the years. “I think what we’re trying to do is establish that homework may be an element of educating students,” she told me. “But it may not be what parents think of as what they grew up with. ... It’s going to need to adapt, per the teaching and the curriculum, and how it’s being delivered in each classroom.”

For the policy to work, faculty, parents, and students will all have to buy into a shared vision of what school ought to look like. The district is working on it — in November, it hosted and uploaded to YouTube a round-table discussion on homework between district administrators — but considering the sustained confusion, the path ahead seems difficult.

When I asked Luis Torres about whether he thought homework serves a useful part in PS 55’s curriculum, he said yes, of course it was — despite the effort and money it takes to keep the school open after hours to help them do it. “The children need the opportunity to practice,” he said. “If you don’t give them opportunities to practice what they learn, they’re going to forget.” But Torres doesn’t care if the work is done at home. The school stays open until around 6 pm on weekdays, even during breaks. Tutors through New York City’s Department of Youth and Community Development programs help kids with work after school so they don’t need to take it with them.

As schools weigh the purpose of homework in an unequal world, it’s tempting to dispose of a practice that presents real, practical problems to students across the country. But getting rid of homework is unlikely to do much good on its own. Before cutting it, it’s worth thinking about what good assignments are meant to do in the first place. It’s crucial that students from all socioeconomic backgrounds tackle complex quantitative problems and hone their reading and writing skills. It’s less important that the work comes home with them.

Hi, I’m Caitlin Moran, and welcome to this week’s Moranifesto.

On the 3rd May, the day this blog goes online, a national protest has been suggested by parents, despairing of how pressurised their children’s education has become. A group called ‘Let Kids Be Kids’ are calling on parents to remove their children from school for the day and let them run around in the sun, or more realistically, snow, and have some fun. Or at the very least stay at home in their pyjamas and watch Homes under the Hammer while eating Quavers. They are concerned about the increasingly joyless, test-driven, uncreative, sedentary curriculum imposed on our small, curious and restless children. A curriculum, I should add, which is generally hated by the teachers who are meant to enforce it.

In Moranifesto, I address modern education’s unhappy march towards meaningless tasks, constant tests and bloodless, force-fed fact regurgitation, with, I might claim, a rather bold suggestion. Now, I’m not one for craven populism. I dare to say the unsayable. In my time, I’ve suggested some pretty contentious things: that jam is horrible, that fish are evil, ketchup shouldn’t be kept in the fridge, and Father Christmas is the sexiest man alive. But this week, I’m going to say something that I confidently expect will win 100% support. I cannot imagine a single person disagreeing with me, because, it is this: We should ban homework.

If one thing happens in 2016, it should be a concerted campaign to eradicate this illogical, damaging, pain-in-the-ass institution once and for all. It is an invention universally loathed, and it is slightly less popular than mouth ulcers. For children, homework is one of the classic immortal foes up there with vegetables, darkness, teeth-cleaning and bed-time. Parents, meanwhile, are doubly enraged. As former children themselves, parents can’t believe this homework stuff has come round again, this time with the added top-spin of you now being the poor sap that has to haul the kids in from the playground and make them give any kind of a shit about Richard II on one side of A4 paper. Even as your offspring scream, ‘I hate you! I’m too tired to do this and I want to die.’

 Finally, should parents and children wish to round on the people who have given them the homework – the teachers –  they would find that teachers are the ones who hate homework most of all. Teachers are all like, ‘don’t have a go at us. We’d kick homework in the nuts if we could’.  Teachers loathe homework. It’s yet another round of projects to be set, handed out, nagged over and then marked. Homework for kids basically means homework for teachers, too. And everyone is quite right to hate it. For it makes life far worse than we had ever imagined.

Look, these are days of rocketing child obesity, anxiety and emotional disorders. Prescriptions for tranquilizers for children have gone through the roof. I don’t think I’m being too fanciful to suggest that as soon as children complete their seven-hour long academic day, they should be free to run around in the park, muck about with their friends and have a chance to interact with their parents, not centred around screaming ‘I hate you! I’m too tired to do this and I want to die.’ And this would, obviously, improve the physical and mental health of British children immeasurably.

When else are they going to do all that running around and being happy we keep saying that they need to do? The winters are long, they’ve got homework until 8pm, and then they’ve got that big history project over the weekend. Homework means our children never really leave school. Even when they’re at home, they’re still strapped to that bulging rucksack of folders. They’re still on deadlines. They’re still producing. And whilst that’s never fun for any child, for some, it’s utterly devastating.

If you know in your bones that academia is not for you, then those final hours of homework mean you’ve spent your entire waking day doing stuff that you feel a failure at. You have no time to go out there and find the things that you might excel at, that give you joy and change your life. You could be helping your mum mend the clutch on the car, or being taught how to cook by your dad, or hearing the record that makes you form a band, or spending five hours obsessively practicing free kicks with your mates. Instead, it’s that sad chair at the kitchen table and the slow pen across the pages as your heart revolts and, sometimes, breaks.

I loathe my children’s homework with a passion. When they come home from school, I want that time to be ours. I want my children. How many hours do we have left of their already dwindling childhood? How many more of these ultra vivid years do we have, when an evening walking along the river, visiting nan, learning how to do magic tricks, reading stories. It’s something that we will all remember forever, or that might even become their future. That my children spend these evenings exhaustedly weeping over a cardboard model of a neutron, which will just get chucked into some cupboard at school, and which doesn’t even count in their exams, makes me feel a sad and desperate fury. And not least because of the final awfulness of homework: that my kids are the lucky ones.

Homework just about works for them because they have a calm house and parents who have the time, just about, if we forget that I actually wanted to go and listen to Serial while having a hot bath, to help them. But for those children who are not lucky, who live in a chaotic house, who have parents who are busy or who are gone, homework is the cruellest reminder yet that the biggest factor in most children’s educational attainment is, over and over again, their parents’ education and class. It is often the final blow to the already struggling.

So, let’s call homework what it really is. It’s not homework. It’s a parent test. It’s a life vampire. It’s a future heart-attack. It’s emptied our playgrounds and panicked our children. It puts work in the home, and I wish it death. I hope the biggest dog in the world comes and eats it.

There are many reasons why homework should be banned. Students claim they don’t have enough time for it. Nevertheless, professors give more and more assignments for self-education. As a result, the stress of deadlines adds up, diminishing students’ motivation to learn. 

Many people argue that the modern curriculum leaves too much for self-study. Students don’t get enough explanation on the topic and end up with surface-level knowledge across many fields rather than an in-depth understanding of one.

Banning or at least reducing the amount of homework could be the answer to these concerns. Yet, many educational institutions are reluctant to change their curricula or don’t see the need for it.

8 Reasons why homework should be banned

When looking for arguments to support our stance, we stopped at eight. They are as follows: 

Increased stress

  • Less time for family
  • Lack of equality among students

Poor sleep schedules

  • No time for after-school development

Questionable academic benefit

  • Worsened student-teacher relationships
  • Risk of burnout

All these are real implications that homework has on students. In the later sections, we will expand on each in more detail.

When it comes to the reasons why should homework be banned, stress is the first one that comes to mind. With each year, academic demands only grow. It gets harder and harder to get into educational institutions, hence, it is also hard to stay. Students are expected to perform at an extraordinary level only to secure their spot. 

At the same time, they hardly ever get any financial support, so some have to combine studying with work. With such a schedule, it’s very hard to find time for homework. Learners are forced to do it at night, in between classes or at work, running the risk of making their manager or professor mad. This is why students are under insurmountable pressure from their school, family, and themselves. 

No time for family

The continuing debate on homework should be banned leads us to the next point. Students who are always busy with homework, hardly have time for themselves, not to mention their family. Reduced family visits or even conversation can lead to the feelings of loneliness and isolation.  

Banning homework, or at least reducing its amount, could help students reconnect with their loved ones. For many students, especially freshers, loneliness is one of the biggest concerns. Many people struggle with making friends or even striking up a casual conversation with a stranger. Even a small encounter can make one feel less lonely, yet how do you find time for it if you’re always in your room doing homework?

Lack of equality

While the demands on students are approximately the same, some peoples’ resources are more limited than others’. Students from wealthier backgrounds have access to more modern technology, and, as a result, may even have more time on their hands.

At the same time, students with less resources are stuck with outdated library computers that take 20 minutes only to turn on. This inequality can lead to unfair judgment, resentment and even more inequality among students.

Everybody needs some time to themselves, student or not. Relaxing is also vital for comprehension and memory. Poor relationships between students and teachers

On the contrary, when you have a few friends or simply are in contact with your classmates, you have someone who can share your struggles with you. College can be a great time to bond, even if over a tyrant teacher.

Stress doesn’t have to be an integral part of the college experience

Students are under a lot of pressure. Many of them report wanting to quit because the demands are so high. People who are the first generation from their family to attend college report even higher levels of pressure due to the feeling of responsibility before their family.

Homework is also vital for teachers to be able to assess students’ understanding. There’s, unfortunately, no better way for teachers to know if you’ve understood a topic other than homework.

Overall, even though it has many drawbacks, homework doesn’t yet have an alternative. And while causing stress, it also has benefits, like deeper understanding and ease of assessment.

Almost all research shows that elementary school homework is pointless. If families understood that, they would be thrilled to lose that nightly routine where the adults cajole and bribe, and the kids cry and throw tantrums.

Educators should realize that homework sets up a pattern of dependence that continues throughout the school years, rather than instilling responsibility and self-discipline as they claim.

I would love to see a one-week experiment where all parents agree not to say a word to their elementary school children about homework: not ask whether they have it, not lay out the supplies, not set aside the time, not read the instructions. I bet that most kids would not think about their homework at all. And, at the end of that week, educators would have to acknowledge that homework actually sets up a pattern of dependence that continues throughout the school years, rather than instilling responsibility and self-discipline as they claim.

What if parents stopped asking about or helping with homework through middle, high school, and even college years, too? Teachers would finally see the true quality of students’ work. And parents would stop having crazy conversations like the one I once had with a middle school English teacher when I remarked on the differences between essays written at home and in school. The teacher believed that, at home, students had time to focus on grammar, sentence structure, vocabulary and ideas, and that explained why their essays were so much more developed than their in-class work. I tried to tell him that he was actually seeing the work of parents or tutors, but he refused to see the obvious.

'Why I believe homework should be banned', by one primary school student

As the discussion around state exams through the Covid-19 shutdown continues, a separate debate about the very need for homework itself rumbles on. Over the years, many have argued that homework for students in busy modern-day family structures is no longer workable.

This year, the Green Party sought to open a discussion about the banning of homework in future. Here, primary school pupil Misha McEnaney, a fifth class student from Dublin, outlines why he believes homework is more of a hindrance than a help.

IRISH CHILDREN SPEND around 274.5 hours on homework in a year. Is it a waste of time? Generally speaking, homework does not improve academic performance among children, although it may improve academic skills among older students especially lower-achieving kids. Homework also creates stress among students who could be doing other things.

I think it is a waste of time. Here’s why I think so. 

Many students think homework is extremely boring and hard so it increases our stress levels. You might fight with your family or friends and that gives the impression you are angry and irritated when often it’s just because your homework is increasing your stress.

Also, a study by scholar Denise Pope at Stanford shows that out of 4,300 students at high-performance schools, 60% stated that their homework was their primary source of stress.

Movement is more important

I believe that homework eliminates time when you could be exercising, playing sports, carrying out hobbies, reading etc. So when your friends are playing outside or something exciting or important is happening you can’t go out because you’re stuck inside doing your homework. 

Homework messes up your sleep cycles and it causes you to be more tired. After school when you’re tired from working you still have to do your homework, so you don’t deliver your full concentration and that makes your performance not as acceptable as it should be. This can cause your grade to go down and so that defeats the whole point of education to become better and smarter. 

A study from teenink.com shows that students perform best in school when they receive 10–12 hours of sleep each night, while only 15% of teenagers in America reported themselves sleeping eight hours or more on school nights, according to the national sleep foundation of America. Sleep disruption is very bad for our health.

Teacher trust

If you’re completely booked up for the day doing sports or other activities you have no time to do your homework. Your teachers start to trust you less and less and this develops a bad view of you when it’s not entirely your fault. 

It’s also repetitive so you’re doing the same work at school and there’s no effectiveness, it’s not going in. So all that homework becomes a waste because you have already completed it at school. You can also easily get distracted.

Homework takes away revision time for tests and that can affect the test scores. That develops a bad reputation for the student and for the school. The parents then assume that the teaching at the school is bad and they might move school. So the kid might lose friends and over time the school becomes less liked and popular.

All because there is too much homework. 

Bad for the mood

If you don’t sleep enough it can cause mood swings which can affect students’ performance and relationships. To think we can stop all of this by just banning homework makes me wonder why schools still give out homework at all.

People who believe that homework should not be banned have reasonable points and arguments. They believe that doing homework at home can be better for the students and they would receive higher results. 

They also think the parents of the students will have an idea of what type of work they are doing in the classroom, at what scale the student is doing their work and how the student is doing that work. There is absolutely no reason why parents shouldn’t know what the student’s work is like. 

Some people believe that homework boosts interaction between a student and his or her teacher. Homework might develop their presentation skills. They believe that homework is “a remedy against weaknesses”. These can all be done at school. They believe it teaches the students responsibility because they have to make sure that they do their work and not lose it or destroy it. 

They think the students learn much more new information as well as in school. So people think it teaches the students important life skills. They also think it keeps the students busy and entertained. I would argue that these should all be the responsibility of parents, not school.

A shift in the debate

The Green Party in Ireland has promised to explore the banning of homework for primary school children. They also vow to review primary and secondary schools curriculum “to meet the needs of the 21st century”. Catherine Martin, deputy leader of the Green Party, said that “the phasing out of homework is something that definitely should be explored”. 

“This isn’t new, this has been on our policy for the past several years. And I think we really need to have a conversation on how best to develop the creative juices of our children, or really change how we do homework, homework could be, ‘go home and draw a picture of something that means a lot to you’,” she said.

“They’re so young, especially up to the age of seven or eight, it’s a conversation that we need to have”. 

She used the example of Loreto Primary School in Rathfarnham, Dublin, which is currently trialling a “no-homework” programme for all classes except sixth. Ms Martin said that they had found the pilot scheme “amazing” and children were spending a lot more time with their families as a result. 

Mental health considerations

Psychotherapist Mary McHugh believes that we are reducing children’s natural “curious, imaginative and creative” tendencies by “pressuring them to conform”. 

“Our children from the age of three, are being trained to sit still and from five upwards, it’s expected that this is the norm.” McHugh also says that “stress is showing up at an alarming scale and we’re still applying more pressure academically younger and younger”. 

Let’s look at Finland. In Finland, there is no homework in all schools. Finland agrees that there should be no homework because it increases stress, it wastes time etc. Finnish students regularly top the charts on global education metric systems.

Some 93% of Finnish students graduate from secondary school compared to 75% in the USA and 78% in Canada. About two in every three students in Finland go to college which is the highest rate in Europe. The students’ test scores dominate everyone else.  These are the scores for the PISA test (Program for International Student Assessment) 2006.  There are other reasons why Finland’s education system is so good but no homework is definitely an important one. 

Homework increases stress levels among students. It replaces time for hobbies and sports. It messes up your sleep. It can’t always be done and that causes trouble. It’s repetitive. You can develop health problems from lack of sleep.

It takes away time for studying and also when you don’t get enough sleep you can get mood swings and that can affect performance and relationships. There are reasonable arguments for why people who believe that homework shouldn’t be banned are wrong.

We have seen that the Green Party also thinks that homework should be banned and that some schools have already trialled it. We have looked at Finland banning homework and we have seen the impact it has made compared to other countries. This is why I think homework should be banned, not just in my school but in all schools.

ASHLEY ALLISON, CNN POLITICAL COMMENTATOR, FORMER NATIONAL COALITIONS DIRECTOR FOR BIDEN-HARRIS 2020, FORMER OBAMA WHITE HOUSE STAFF MEMBER: I think that Donald Trump does this thing, oh, she's weak. And then, when she proves us her -- proves herself, she's nasty. And so, there's this really fine line that women candidates, unfortunately have to walk. And I think she's done it really well to date. ANDERSON COOPER, CNN HOST, ANDERSON COOPER 360: Yes. Everyone, thank you. Appreciate the conversation. Right now, Dana Bash's exclusive interview with Kamala Harris and Tim Walz. DANA BASH, CNN ANCHOR AND CHIEF POLITICAL CORRESPONDENT: Tonight, from battleground Georgia, a watershed moment, in the 2024 campaign. And you will see it, only here on CNN. (BEGIN VIDEOTAPE) BASH (voice-over): Democratic presidential nominee, Kamala Harris, and vice presidential nominee, Tim Walz. KAMALA HARRIS, VICE PRESIDENT OF THE U.S., (D) PRESIDENTIAL CANDIDATE: Hello. BASH (on camera): Hi. HARRIS: Hi. BASH (on camera): How are you? BASH (voice-over): Tonight, the new Democratic ticket in their first interview. HARRIS: Hi. Hi, crew. BASH (voice-over): In the final sprint to Election Day. UNIDENTIFIED FEMALE: One. Two. Three. BASH (voice-over): Their top priorities for the country. BASH (on camera): What would you do on day one in the White House? BASH (voice-over): The tough questions on their records. BASH (on camera): The steps that you're talking about now, why haven't you done them already? What do you say to voters who aren't sure whether they can take you at your word? Taking on Donald Trump. HARRIS: I'll give you a little too much information. BASH (voice-over): And their take on those viral convention images. HARRIS: It's very humbling. It's very humbling in many ways. GUS WALZ, TIM WALZ'S SON: That's my dad. GOV. TIM WALZ (D-MN), VICE PRESIDENTIAL CANDIDATE: I don't know as a father, I could have ever imagined that. BASH (voice-over): With just days until early voting begins, a defining moment in the race for the White House. CNN's exclusive interview of the Democratic nominees starts now. (END VIDEOTAPE) BASH: Good evening. We're live from Savannah, Georgia. I'm Dana Bash. And this is a state very much up for grabs. In between a whirlwind series of stops, I sat down with the Democratic candidate for president, and her running mate, today, at Kim's Cafe, here in Savannah. Inside, nothing was off the table. And you will see our interview in its entirety. The Vice President's first, as her party's standard-bearer, responding to her critics and answering our questions. (BEGIN VIDEOTAPE) HARRIS: Thank you. Welcome aboard. BASH (on camera): Thank you. It's good to see you. BASH (voice-over): This is not where Vice President Harris thought she would be. BASH (on camera): We're going to Georgia. HARRIS: Yes. Seventh trip there, this year, for me. BASH (voice-over): A surprise nominee for president, just months from Election Day, set in motion after a stunning debate. JOE BIDEN, PRESIDENT, UNITED STATES OF AMERICA: Look, if we finally beat Medicare. COOPER: Some within your own party are wondering if President Biden should even step aside. What do you say to that? HARRIS: There was a slow start, but it was a strong finish. BASH (voice-over): And then, an extraordinary decision. BIDEN: I've decided the best way forward is to pass the torch to a new generation. HARRIS: Philadelphia. (CHEERING) BASH (voice-over): What usually takes years of planning coming together in a matter of weeks. HARRIS: Tim Walz. (CHEERING) (APPLAUSE) BASH (voice-over): After a historic nomination, at the convention, in Chicago. HARRIS: On behalf of everyone whose story could only be written in the greatest nation on Earth, I accept your nomination to be president of the United States of America. (CHEERING) (APPLAUSE) BASH (voice-over): The Harris-Walz ticket is now pushing forward with the shortest presidential campaign in modern history. BASH (on camera): What did you hear from voters here? HARRIS: People are very optimistic. BASH (voice-over): We join them on the trail as they visited the battleground of Georgia, just 68 days from the election. (APPLAUSE) (END VIDEOTAPE) (BEGIN VIDEOTAPE) BASH: Madam Vice President, Governor Walz, thank you so much for sitting down with me and bringing the bus. The bus tour is well under way here in Georgia. You have less time to make your case to voters than any candidate in modern American history. The voters are really eager to hear what your plans are. If you are elected, what would you do on day one in the White House? HARRIS: Well, there are a number of things. I will tell you, first and foremost, one of my highest priorities is to do what we can to support and strengthen the middle class. When I look at the aspirations, the goals, the ambitions of the American people, I think that people are ready for a new way forward in a way that generations of Americans have been fueled by -- by hope and by optimism. [21:05:00] I think, sadly, in the last decade we have had, in the former president, someone who is really been pushing an agenda and an environment that is about diminishing the character and the strength of who we are as Americans, really dividing our nation. And I think people are ready to turn the page on that. BASH: So what would you do day one? HARRIS: Day one, it's going to be about, one, implementing my plan for what I call an opportunity economy. I've already laid out a number of proposals in that regard, which include what we're going to do to bring down the cost of everyday goods, what we're going to do to invest in America's small businesses, what we're going to do to invest in families. For example, extending the Child Tax Credit to $6,000 for families for the first year of their child's life to help them buy a car-seat, to help them buy baby clothes, a crib. There's the work that we're going to do that is about investing in the American family around affordable housing. A big issue in our country right now. So there are a number of things on day one. BASH: what about you? WALZ: Well, I'm excited about this agenda too. As I said, the idea by inspiring America to what can be. And I think many of these things that the vice president is proposing are -- are things that we share in values. And the Child Tax Credit is one we know that reduces childhood poverty by a third. We did it in Minnesota, to have a federal partner in this, unbelievable, I think, in the impact that we can make. BASH: You talk about -- you call it the opportunity economy. You are well aware that right now many Americans are struggling. HARRIS: Yeah, yeah. BASH: There's a crisis of affordability. BASH: One of your campaign themes is "we're not going back." But I wonder what you say to voters who do want to go back when it comes to the economy specifically, because their groceries were less expensive, housing was more affordable when Donald Trump was president. HARRIS: Well, let's start with the fact that when Joe Biden and I came in office, during the height of a pandemic, we saw over 10 million jobs were lost. People -- I mean, literally, we were all tracking the numbers. Hundreds people a day were dying because of COVID. The economy had crashed. In large part all of that because of mismanagement by Donald Trump of that crisis. When we came in, our highest priority was to do what we could to rescue America. And today, we know that we have inflation at under 3 percent. A lot of our policies have led to the reality that America recovered faster than any wealthy nation around the world. But you are right. Prices in particular for groceries are still too high. The American people know it, I know it, which is why my agenda includes what we need to do to bring down the price of groceries. For example, dealing with an issue like price-gouging. What we need to do to extend the Child Tax Credit to help young families be able to take care of their children in their most formative years. What we need to do to bring down the cost of housing. My proposal includes what would be a tax credit of $25,000 for first- time home buyers. So they can just have enough to put a down payment on a home which is part of the American dream and their aspiration. But do it in a way that allows them to actually get on the path to achieving that goal and that dream. BASH: So you have been vice president for three-and-a-half years. HARRIS: Yeah. BASH: The steps that you're talking about now, why haven't you done them already? HARRIS: Well, first of all, we had to recover as an economy. And we have done that. I'm very proud of the work that we have done that has brought inflation down to less than 3 percent. The work that we have done to cap the cost of insulin at $35 a month for seniors. Donald Trump said he was going to do a number of things, including allowing Medicare to negotiate drug prices, never happened. We did it. So now, and I -- as I travel in the state of Georgia and around our country, the number of seniors that have benefited, I've met -- I was in Nevada recently, a grandmother who showed me her receipts, and before we capped the cost of insulin for seniors at $35 a month, she was playing hundreds of dollars, up to thousands of dollars a month for her insulin. She's not doing that any long. BASH: So you maintain Bidenomics is a success. HARRIS: I maintain that when we do the work of bringing down prescription medication for the American people, including capping the cost of the annual cost of prescription medication for seniors at $2,000, when we do what we did in the first year of being an office to extend the Child Tax Credits so that we cut child poverty in America by over 50 percent, when we do what we have done to invest in the American people in bringing manufacturing back to the United States so that we created over 800,000 new manufacturing jobs, bringing business back to America, what we have done to improve the supply chain so we're not relying on foreign governments to supply American families with their basic needs, I'll say that that's good work. [21:10:00] There's more to do, but that's good work. DANA BASH, CNN HOST: I want to get some clarity on where you stand on some key policy issues. Energy is a big one. When you were in Congress, you supported the Green New Deal. And in 2019, you said, quote: There is no question I'm in favor of banning fracking. Fracking, as you know, is a pretty big issue, particularly in your must-win state of Pennsylvania. HARRIS: Sure. BASH: Do you still want to ban fracking? HARRIS: No, and I made that clear on the debate stage in 2020, that I would not ban fracking. As vice president, I did not ban fracking. As president, I will not ban fracking. BASH: In 2019, I believe in a town hall, you said -- you were asked, would you commit to implementing a federal ban on fracking on your first day in office? And you said: There's no question I'm in favor of banning fracking. So, yes. So, it changed in the -- in that campaign? HARRIS: In 2020, I made very clear where I stand. We are in 2024, and I've not changed that position nor will I going forward. I kept my word and I will keep my word. BASH: What made you change that position at the time? HARRIS: Well, let's be clear, my values have not changed. I believe it is very important that we take seriously what we must do to guard against what is a clear crisis in terms of the climate. And to do that, we can do what we have accomplished thus far. The Inflation Reduction Act, what we have done to invest, by my calculation, over 10 -- probably a trillion dollars over the next 10 years, investing in a clean energy economy. What we've already done creating over 300,000 new clean energy jobs. That tells me, from my experience as vice president, we can do it without banning fracking. In fact, Dana -- Dana, excuse me -- I cast the tiebreaking vote that actually increased leases for fracking -- BASH: Yeah. HARRIS: -- as vice president. So I'm very clear about where I stand. BASH: And was there some policy or scientific data that you saw that you said, oh, okay, I get it now? HARRIS: What I have seen is that we can -- we can grow and we can increase a thriving clean energy economy without banning fracking. BASH: Okay. Another issue, big one, is immigration. As vice president, you were tasked with addressing the root causes of migration in southern countries and -- HARRIS: Northern part of Central America. BASH: The northern part of -- HARRIS: Yeah. BASH: -- of Central America that deals with -- that affects the southern border of the U.S. HARRIS: Yeah. BASH: During the Biden-Harris administration, there were record numbers of illegal border crossings. Why did the Biden-Harris administration wait three and a half years to implement sweeping asylum restrictions? HARRIS: Well, first of all, the root causes work that I did as vice president that I was asked to do by the president has actually resulted in a number of benefits, including historic investments by American businesses in that region. The number of immigrants coming from that region has actually reduced since we began that work. But I will say this, that Joe Biden and I and our administration worked with members of the United States Congress on an immigration issue that is very significant to the American people and to our security, which is the border. And through bipartisan work, including some of the most conservative members of the United States Congress, a bill was crafted which we supported, which I support. And Donald Trump got word of this bill that would have contributed to securing our border. And because he believes that it would not have helped him politically, he told his folks in Congress, don't put it forward. He killed the bill -- a border security bill that would have put 1,500 more agents on the border. And let me tell you something, the Border Patrol endorsed the bill -- BASH: (INAUDIBLE) HARRIS: -- and I'm sure -- and I'm sure in large part because they knew -- they were working around the clock and 1,500 more agents would help them. That bill would have allowed us to increase seizures of fentanyl. Ask any community in America that has been devastated by fentanyl what passing that bill would have done to address their concern and a pain that they've experienced. BASH: So you would -- so you would push that legislation again. I just want to ask about -- HARRIS: Not only push it. I will make sure that it comes to my desk and I would sign it. BASH: Just one other question about something that you said in 2019 when you first ran. There was a debate. You raised your hand when asked whether or not the border should be decriminalized. Do you still believe that? HARRIS: I believe there should be consequence. We have laws that have to be followed and enforced that address and deal with people who cross our border illegally, and there should be consequence. [21:15:00] And let's be clear, in this race, I'm the only person who has prosecuted transnational criminal organizations who are trafficking guns, drugs, and human beings. I'm the only person in this race who actually served a border state as Attorney General to enforce our laws, and I would enforce our laws as President going forward. I recognize the problem. BASH: Generally speaking, how should voters look at some of the changes that you've made, that you've explained some of here in your policy? Is it because you have more experience now and you've learned more about the information? Is it because you were running for President in a Democratic primary? And should they feel comfortable and confident that what you're saying now is going to be your policy moving forward? HARRIS: Dana, I think the most important and most significant aspect of my policy perspective and decisions is my values have not changed. You mentioned the Green New Deal. I have always believed, and I have worked on it, that the climate crisis is real, that it is an urgent matter to which we should apply metrics that include holding ourselves to deadlines around time. We did that with the Inflation Reduction Act. We have set goals for the United States of America and, by extension, the globe around when we should meet certain standards for reduction of greenhouse gas emissions, as an example. That value has not changed. My value around what we need to do to secure our border, that value has not changed. I spent two terms as the Attorney General of California prosecuting transnational criminal organizations, violations of American laws regarding the passage, illegal passage of guns, drugs, and human beings across our border. My values have not changed. So that is the reality of it. And four years of being Vice President, I'll tell you one of the aspects, to your point, is traveling the country extensively. I mean, I'm here in Georgia. I think somebody told me 17 times since I've been Vice President in Georgia alone. I believe it is important to build consensus. And it is important to find a common place of understanding of where we can actually solve problems. BASH: On that note, you had a lot of Republican speakers at the convention. Will you appoint a Republican to your cabinet? HARRIS: Yes, I would. BASH: Anyone in mind? HARRIS: Yes, I would. No one in particular in mind. I got 68 days to go with this election, so I'm not putting the cart before the horse, but I would. I think -- I think it's really important. I -- I have spent my career inviting diversity of opinion. I think it's important to have people at the table when some of the most important decisions are being made that have different views, different experiences. And I think it would be to the benefit of the American public to have a member of my cabinet who was a Republican. (END VIDEOTAPE) BASH: That was just the start of our wide-ranging conversation. And we have some never-before-shared details about the phone call that changed everything between President Joe Biden and Vice President Kamala Harris. (BEGIN VIDEO CLIP) BASH: I'm just curious. Staying on President Biden. When he called you and said he was pulling out of the race, what was that like? And did he offer to endorse you right away? Or did you ask for it? HARRIS: It was -- it was a Sunday, so -- here, I'll -- I'll give you a little too much information. (LAUGHTER) BASH: Go for it. There's no such thing, Madam Vice President. In just 12 days, Harris will meet Donald Trump, on a debate stage, in Philadelphia. And when I say meet, I mean, literally, meet. Would you believe they have never talked face-to-face? The only time they've even been in the same room was when Harris was a senator, watching Trump's State of the Union address. Now, it's Trump watching Harris, on the campaign trail, with money and momentum behind her, and making her case directly to voters. (BEGIN VIDEOTAPE) BASH (voice-over): As voters are getting to know Kamala Harris, they want answers on how she will make their lives better. UNIDENTIFIED MALE: A lot easier now (ph). BASH (voice-over): She heard that here at Sandfly Barbeque, in Savannah. HARRIS: What we're going to do to increase access to capital for small businesses, I'll be rolling out, next week, part of what we're going to be doing in terms of a tax credit. BASH (voice-over): On the trail, she talks about her experience, years in the courtroom, as a district attorney, and eventually California's Attorney General. She wants to reframe the contest as the prosecutor versus the felon. HARRIS: I know Donald Trump's type. (CHEERING) HARRIS: I've been dealing with them my whole career. BASH (voice-over): The former President is turning to a well-defined playbook of personal attacks. DONALD TRUMP (R), FORMER U.S. PRESIDENT AND 2024 PRESIDENTIAL CANDIDATE: I didn't know she was Black, until a number of years ago, when she happened to turn Black, and now she wants to be known as Black. BASH (voice-over): And in just 12 days, the nominees will meet face- to-face for the first time. TRUMP: She's not a good debater. She's not a smart person. She doesn't want to debate. HARRIS: If you've got something to say. (CHEERING) HARRIS: Say it to my face. (END VIDEOTAPE) BASH (on camera): I want to ask you about your opponent, Donald Trump. HARRIS: OK. BASH: I was a little bit surprised, people might be surprised to hear that you have never interacted with him, met him face-to-face. HARRIS: Mm-hmm. BASH: That's going to change soon. But what I want to ask you about is what he said last month. He suggested that you happened to turn black recently for political purposes, questioning a core part of your identity. HARRIS: Yeah. [21:25:00] BASH: Any -- HARRIS: Same old tired playbook. Next question, please. WALZ: Yeah. (LAUGHTER) BASH: That's it? HARRIS: That's it. BASH: OK. Let's talk about some foreign policy issues that would be on your plate if you become commander-in-chief. President Biden has tried unsuccessfully to end the war between Israel and Hamas in Gaza. He's been doing it for months and months, along with you. Would you do anything differently? For example, would you withhold some U.S. weapons shipments to Israel? That's what a lot of people on the progressive left want you to do. HARRIS: Let me be very clear, I'm unequivocal and -- and unwavering in my commitment to Israel's defense and its ability to defend itself. And that's not going to change. But let's take a step back. October 7, 1,200 people are massacred, many young people who are simply attending a music festival. Women were horribly raped. As I said then I say today, Israel had a right -- has a right to defend itself. We would. And how it does so matters. Far too many innocent Palestinians have been killed. And we have got to get a deal done. We were in Doha. We have to get a deal done. This war must end. And -- BASH: In the meantime -- HARRIS: -- we must get a deal that is about getting the hostages out. I've met with the families of the American hostages. Let's get the hostages out. Let's get the ceasefire done. BASH: But no change in policy in terms of arms and -- and so forth. HARRIS: No, I -- we have to get a deal done. Dana, we have to get a deal done. When you look at the significance of this to the families, to the people who are living in that region, a deal is not only the right thing to do to end this war, but will unlock so much of what must happen next. I remain committed, since I've been on October 8, to what we must do to work toward a two-state solution where Israel is secure and in equal measure the Palestinians have security and self-determination and -- and dignity. BASH: Governor Walz, the country is just starting to get to know you. I want to ask you a question about how you've described your service in the National Guard. You said that you carried weapons in war, but you have never deployed actually in a war zone. A campaign official said that you misspoke. Did you? WALZ: Well, first of all, I'm incredibly proud to have done 24 years of wearing the uniform of this country. Equally proud of my service in a public school classroom. Whether its Congress or -- or the governor, my record speaks for itself. But I think people are coming to get to know me. I speak like they do. I speak candidly. I wear my emotions on my sleeves. And I speak especially passionately about -- about our children being shot in schools and around -- around guns. So I think people know me. They know who I am. They know where -- where my heart is. And, again, my record has been out there for over 40 years to speak for itself. BASH: And the idea that you said that you were in war, did you misspeak, as the campaign has said? WALZ: Yeah, I said we were talking about, in this case, this was after a school shooting, the ideas of carrying these weapons of war. And my wife, the English teacher, told me my grammar is not always correct. But, again, if it's not this, it's an attack on my children for showing love for me or it's an attack on my dog. I'm not going to do that. And the one thing I'll never do is I'll never demean another member's service in any way. I never have. And I never will. BASH: I just -- one other question because, again, this is all new. WALZ: Yeah. BASH: This was not -- however many days ago, this was not on either of your bingo cards, especially yours. You had to clarify that you had said that you and your wife used IVF, but it turned out you used a different kind of fertility in order to have children. And then when you ran for Congress in 2006, your campaign repeatedly made false statements about a 1995 arrest for drunk and reckless driving. What do you say to voters who aren't sure whether they can take you at your word? WALZ: Well, I've been very public. I think they can see my students come out, former folks I've served with, and they do -- they vouch for me. I certainly own my mistakes when I make them. The one thing I'll tell you is, I wished in this country wouldn't have to do this. I spoke about our infertility issues because it's health. And families know this. And I spoke about the treatments that were available to us that -- that had those beautiful children there. That's quite a contrast in folks that are trying to -- to take those rights away from us. And so I -- I think people know who I am. They know that record. They've seen that I've taught thousands of students. I've been out there. [21:30:00] And I -- I won't apologize for speaking passionately, whether it's guns in schools or protecting of reproductive rights. The contrast could not be clear between what we're running against. The vice president's position on this has been clear and I think most Americans get it if you've been through that. I don't think they're cutting hairs on IVF or IUI. I think what they're cutting hairs on is an abortion ban and the ability to be able to deny families the chance to have a beautiful child. (END VIDEOTAPE) BASH: Up next. It's hard to believe it was just 39 days ago, President Biden shocked the world via tweet. That's how we found out he was dropping his reelection bid. But before he tweeted the news, Biden called his Vice President. And for the first time, we are hearing about that phone call, and exactly what Kamala Harris was doing, when she answered. But we started this discussion with the moment that set all of this in motion. CNN's presidential debate, and whether President Biden was strong enough to lead this nation again. (BEGIN VIDEOTAPE) BASH: Vice President Harris, you were a very staunch defender of President Biden's capacity to serve another four years. Right after the debate, you insisted that President Biden is extraordinarily strong. Given where we are now, do you have any regrets about what you told the American people? HARRIS: No, not at all. Not at all. I have served with President Biden for almost four years now, and I'll tell you, it's one of the greatest honors of my career, truly. He cares so deeply about the American people. He is so smart and -- and loyal to the American people. And I have spent hours upon hours with him, be it in the Oval Office or the Situation Room. He has the intelligence, the commitment and the judgment and disposition that I think the American people rightly deserve in their president. By contrast, the former president has none of that. And so, one, I -- I am so proud to have served as vice president to Joe Biden. And two, I am so proud to be running with Tim Walz for president of the United States and to bring America what I believe the American people deserve, which is a new way forward and turn the page on the last decade of what I believe has been contrary to where the spirit of our country really lies. BASH: But the last decade, of course, the last three and a half years has been part of your administration. HARRIS: I'm talking about an era that started about a decade ago where there is some suggestion, warped, I believe it to be, that the measure of the strength of a leader is based on who you beat down instead of where I believe most Americans are, which is to believe that the true measure of the strength of a leader is based on who you lift up. That's what's at stake as much as any other detail that we could discuss in this election. BASH: Because we haven't had a chance to talk, I'm just curious, staying on President Biden, when he called you and said he was pulling out of the race, what was that like? And did he offer to endorse you right away or did you ask for it? HARRIS: It was -- it was a Sunday. So here, I'll give you a little too much information. BASH: Go for it. There's no such thing, Madam Vice President. HARRIS: My family was staying with us and including my baby nieces. And we had just had pancakes and, you know, Auntie, can I have more bacon? Yes, I'll make you more bacon. And then we were going to sit -- we were sitting down to do a puzzle. And the phone rang and it was Joe Biden. And -- and he told me what he had decided to do. And I asked him, are you sure? And he said, yes. And -- but that's how I learned about it. BASH: And what about the endorsement? Did you ask for it? HARRIS: He was very clear that he was going to support me. BASH: So when he called to tell you, he said, I'm pulling out of the race and I'm going to support you. HARRIS: Well, my first thought was not about me, to be honest with you. My first thought was about him. To be honest. I think history is going to show a number of things about Joe Biden's presidency. I think history is going to show that in so many ways it was transformative, be it on what we have accomplished around finally investing in America's infrastructure, investing in new economies, in new industries, what we have done to bring our allies back together and have confidence in who we are as America and grow that alliance, what we have done to stand true to our principles, including the -- one of the most important international rules and norms, which is the importance of sovereignty and territorial integrity. [21:40:00] And I think history is going to show not only has Joe Biden led an administration that has achieved those extraordinary successes, but the character of the man is one that he has been in his life and career, including as a president, quite selfless and puts the American people first. (END VIDEOTAPE) BASH: A passionate defense of the man, who chose her to be his running mate, four years ago. Four years later, Harris made a choice of her own. And with Governor Walz's rise to national prominence, a star was born at the convention. Gus Walz. We'll hear about that moment, between father and son. One of your grandnieces that you were just talking about-- HARRIS: Yes. BASH: --was watching you accept the nomination. You didn't explicitly talk about gender or race in your speech. But it obviously means a lot to a lot of people. And that-- HARRIS: Yes. BASH: --viral picture really says it. What does it mean to you? (END VIDEO CLIP) (COMMERCIAL BREAK) [21:45:00] BASH: We're back live, from Savannah, Georgia, and our CNN exclusive interview with Vice President Kamala Harris, and her running mate, who was supposed to be, if you listened to some experts, a big name, a prominent leader from a swing state, Pennsylvania or Arizona. But it is a little-known guy outside of his home state, where Minnesota Nice is a source of pride. But behind all of that folksy humor and flannel, Tim Walz is far from just being Mr. Nice Guy, when it comes to needling Donald Trump. (BEGIN VIDEOTAPE) BASH (on camera): Governor, you obviously have spoken to voters, all over your state for years. T. WALZ: Yes. BASH (on camera): What are you learning in a place like Georgia? T. WALZ: We're seeing explosion in small business growth. The one thing is, is workforce and child care, because workers have to have child care. BASH (voice-over): Campaigning with Tim Walz. T. WALZ: How are you doing (ph)? BASH (voice-over): Finding his role in this historic campaign. HARRIS: Would you be my running mate? And let's get this thing on the road? T. WALZ: I would be honored, Madam Vice President. BASH (voice-over): After bursting onto the national stage, with this word. T. WALZ: These guys are just weird. BASH (voice-over): Known as a folksy father of two, from rural America, now a running mate, who is not holding back. T. WALZ: Listen to the guy. He's talking about Hannibal Lecter, and shocking sharks, and just whatever crazy thing pops into his mind. BASH (voice-over): And finding his own rhythm with his new boss. BASH (on camera): What did you order? HARRIS: Brisket and grains and mac and cheese. BASH (on camera): What about you? T. WALZ: I had the brisket, coleslaw on this. BASH (on camera): And what about the spice situation, the Tabasco? What's happening with that? HARRIS: I'm going to let him speak for himself. T. WALZ: The Vice President's growing peppers at her residence, so she's trying to, like, bring me along on this. You know, Minnesotans, are-- HARRIS: It's OK. It's all -- it's all good. T. WALZ: I'm getting there. I'm getting there. HARRIS: You just do you. (END VIDEOTAPE) (BEGIN VIDEOTAPE) BASH: I just have to ask you both about to standout moments, aside, of course, from the addresses that you both gave, but standout moments that were perhaps unexpected during the convention. You mentioned one of them, Governor, a moment that you shared, that the world shared with your son, Gus. You were speaking, the cameras caught him, so incredibly proud of you, so emotional, saying, that's my dad. WALZ: Yeah. I -- I don't know as a father I could have ever imagined that. I -- I'm grateful for so many reasons to be on this ticket, but that moment, to understand what was really important, to -- to have my son feel a sense of pride in me, that I was trying to do the right thing. And it was -- you know, you try and protect your kids, you know, it brings -- it brings notoriety and things, but it was just such a visceral emotional moment that I'm -- I'm just -- I'm grateful I got to experience it and I'm so proud of him. I'm proud of him. I'm proud of Hope. I'm proud of Gwen. Shes' a wonderful mother and these are great kids. And I think the one thing is talking about the era we're in is, our politics can be better. It can be different. We can -- we can show some of these things and we can have families involved in this. And I -- I hope that there was a -- I hope people felt that out there. And I hope they hugged their kids a little tighter because you just never know. And life can be kind of hard. BASH: And -- and last question, Madam Vice President, the photograph that has gone viral. You were speaking, one of your grandnieces that you were just talking about -- HARRIS: Yes. BASH: -- was watching you accept the nomination. You didn't explicitly talk about gender or race in your speech, but it obviously means a lot to a lot of people and that viral picture really says it. What does it mean to you? HARRIS: You know, I -- listen, I am running because I believe that I am the best person to do this job at this moment. For all, Americans, regardless of race and gender. But I did see that photograph and I was deeply touched by it. And you're right, she's -- it's the back of her head, her two little braids and -- and then I'm in the front of the photograph obviously speaking. And it's very humbling. It's very humbling in many ways. BASH: Did she talk to you about it afterwards? HARRIS: Oh, she had a lot to talk about. (LAUGHTER) HARRIS: She had a lot. She listened to everything. And she listens to everything. BASH: She give you her hot takes? HARRIS: Oh, yeah, definitely, uh-huh. (LAUGHTER) BASH: Madam Vice President, Governor Walz, thank you so much for your time. Appreciate it. HARRIS: Thank you. WALZ: Thanks for having us. HARRIS: Thank you, Dana. Thank you. What did you make of how Vice President Harris did? Did she meet the moment? DAVID AXELROD, CNN SENIOR POLITICAL COMMENTATOR, FORMER SENIOR ADVISER TO OBAMA: Yes, I think she did what she needed to do. What she needed to do is be the same person that people have seen, on the stage, for the last month, and have seen a new sense of sort of confidence, of calm and comfortable -- comfort that we haven't seen before, from her, or we didn't see certainly the last time she ran. She was -- she was very connected to her words. She seemed strong. She seemed competent. She seemed like someone who could be President of the United States. That was the first test. One thing, because I know we got a lot of opinions here. PHILLIP: We have time for yours. Don't worry. AXELROD: Yes. But I think she -- I think -- well two things, then. I think that she handled the issue of her changes, or perceived changes in policy, pretty well. I mean, I think the idea that her values have been the same, and have been consistent was a good bridge there. One thing that I want to note is the -- we were asking the question earlier, how will she handle the President, and will she separate herself from the President? And there might be some political logic to doing that. She's turning -- about turning the page. Does she want to be a continuation? That's what the Republicans will want to make her out to be. I'll give Scott the opportunity to do it in a second. But as she spoke, I thought it showed a certain character, the way she talked about Joe Biden. She didn't run away from him. She gave him, I think, his due. She understands that there's some political risk to that. That actually was elevating to me in a way that I hadn't expected. ALLISON: Yes. AXELROD: So, I think, on the whole, this was a good night. It wasn't a huge -- I don't think she moved the ball that much forward. But she certainly didn't fall back. PHILLIP: The do-no-harm principle of politicking here. AUDIE CORNISH, CNN CORRESPONDENT, CNN HOST, "THE ASSIGNMENT" PODCAST: Yes. PHILLIP: Audie? CORNISH: I mean, interviews, they can be combat, they can be a conversation. And what she needed to do was communicate. And so often in the past, she comes to an interview, in a way, prepared to be the interrogator. And people already know she's good at asking sharp, tough questions of people, who she feels deserve scrutiny. It's her being under that scrutiny, that has been, where the stakes have been higher. And I think, today, it did show that she has the ability to sit down, and have that back-and-forth that Republicans are talking about. Can she really do it? So how many more times? I don't know how much that matters. And I do get a little nervous, in the media, we're preoccupied with, like, how much access, how many conversations is she going to have, in the settings, we deem most valuable to voters. When, this is a campaign that is actually making a mark in an interesting way, reaching out to people directly. PHILLIP: But Astead, you have also spent a couple of times now, interviewing her. What did you make of how she handled it? I mean, to David's point, a little bit more comfortable now than she has been in the past. ASTEAD HERNDON, CNN POLITICAL ANALYST, PODCAST HOST, "THE RUN-UP," NATIONAL POLITICAL REPORTER, THE NEW YORK TIMES: Yes, I think, there's been a consistent story of growth. She's been in more of these settings. I think we saw that somewhat tonight. I also think to the question about how policy positions have changed, they were clearly ready with an answer, about how the values have been consistent. For me, and one of the -- one of the lines that stuck out was, this is a new -- I think people are ready for a new way forward. She said that a couple times. It goes to David's point. I don't think there's a policy separation that they've created with Biden. Obviously, she gave a kind of personal defense of him. But they're also very clearly trying to position her as a change candidate, in the same way that Donald Trump is positioning himself as a change candidate. In some ways, it feels as if that's going to be the crux of what this comes down to in November is whether that is bought by the electorate or not. PHILLIP: And interestingly-- HERNDON: But-- PHILLIP: --there is some polling to suggest that it's a battle right now. It's actually a live ball. HERNDON: It seems that that's where this might live and die. But I think it's really -- it's really interesting, because for someone, who doesn't want to talk about race and gender, who doesn't want to kind of put that identity forward, it is allowing her to make the case of change, without kind of saying those words. And so, I thought that was really in the air of this speech. But to the point about normal versus weird, the future versus past, dichotomy that they're trying to create, I think they landed that tonight. I think they want to present them as a package that is relatable to people, and that is someone you feel familiar, whose story is familiar, whose message is familiar and relatable. And I think that's something that she's grown in. And we saw that, this evening. PHILLIP: Interesting. Ashley? [21:55:00] ALLISON: So, I think I would break this down into three parts, values, vision and her voice. And I think she made it very clear that she is still committed to her values, to be an American, to be a prosecutor, even though she may have changed on some positions. And she clearly outlined -- outlined where she had changed. I think, on the vision, she draw the -- she attempted to draw the contrast without talking about Donald Trump, but still being very clear, and not berating her current boss, actually. And when you think about the opposite ticket of J.D. Vance, where Donald Trump's vice president isn't even on the ticket anymore. We don't need to go down why that is the case. But she was clearly able to draw her vision for how she wants to take the country forward, with her opportunity economy. And then her voice. I think so many Americans want to know who is she, and does she have command of her voice? And she answered every question. Now, you might not like the way she answered them. But she answered them as a capable, qualified leader. And I do think she -- I think she moved the ball forward a little bit. Maybe she didn't score a touchdown, tonight. But she definitely moved down the field. PHILLIP: All right. Scott? JENNINGS: I agree with Astead about this idea of the question of who's going to change, will be the fundamental defining question in the election. And I was sort of watching this holistically. What is she saying? What does she look like? What's on the screen? So at the beginning, when she's talking about Biden and their record, our screen said, this is called the chyron, the headline at the bottom, it said, Harris stands by Biden administration economic record. She is making it clear that she will embrace, and be a continuation of Biden's economic policy, his record, what they've done. She didn't offer -- she offered no remorse, no regrets, no introspection about anything they've done. She continued to blame inflation on this fantasy price gouging idea. She had no additional thoughts, on the economic situation, in the country, or what they've done beyond just saying, Joe Biden and I have done a great job. Now, if I were the Trump people, I would be salivating over the idea that that's how they are going to run the race. I don't believe it's tenable. I also thought it was interesting that she didn't take any responsibility, at the end, for telling the American people that Joe Biden was fine, and he was strong. When we all know that's not true. That's why he's out of the race. And she's still standing by the idea that he was fine, and he's strong, and then he's fine today. Nobody believes that. And I just think, at some point, I just-- ALLISON: I do. JENNINGS: Then why isn't he running? ALLISON: Because he's too old. Point-blank. Same reason why Donald Trump probably shouldn't be running because he's too old and out of touch. JENNINGS: I think most Americans know the truth. And when you're running to be president, and you're willing to look them in the face, and tell them something, they know that you know is not true? It does speak a little bit to your-- PHILLIP: I think it's also a question, Scott. JENNINGS: --to your character. PHILLIP: And curious what you think about this, Axe. Will voters care about that part of it, which is kind of backward- looking? Or do they care about what's next? AXELROD: Well, I think, the part of what Scott raised that could be problematical if they prosecuted properly, is, I think Biden deserves a lot more credit, frankly, for guiding the country through the pandemic, and the economic calamity that he walked into than he gets. But inflation, over a period of years, has been a heavy toll on people, here and around the world. But around the world is not relevant here. And so, to the degree that they can say she is going to continue doing exactly what Joe Biden was doing? For people who don't have confidence in Biden's policies? That is a prospective problem. I don't think the thing about, you know, this whole thing about -- you didn't say it tonight, but you've said before, and I just disagree with. This notion that -- Dana actually asked the question.
