MANILA, Philippines  – The room assignments for March 2019 LET or Licensure Exam for Teachers (Elementary and Secondary levels) are released by Professional Regulation Commission (PRC) Board of Professional Teachers weeks before the licensure exam. The board exam is scheduled to take place on March 24, 2019 at PRC testing centers in Manila; Zamboanga; Bacolod; Rosales, Pangasinan; Laoag; General Santos City; and all Regional Offices nationwide.

LET are among the programs with huge number of examinees being administered by PRC. On the most recent LET conducted on September 2018 , 18,409 elementary teachers out of 90,750 examinees (20.29%) and 60,803 secondary teachers out of 126,582 examinees (48.03%) successfully passed.

EXAMINATION REMINDERS

As posted by PRC, examinees shall bring the following requirements on examination proper. The Notice of Admission (NOA), Official Receipt, Pencils No. 1 or 2/ Black ink ballpen, metered stamped mailing envelope, long brown and plastic/transparent envelopes.

PRC reminds examinees to report before 6:30 in the morning on the said date because late comers will not be admitted, examination fees for late examinees will also be forfeited.

Examinees are advised to verify their application number on the day of examination from room watchers/proctors assigned to the room. ROOM ASSIGNMENTS Below is the detailed list of room assignments for the testing locations mentioned in the March 2019 LET, courtesy of  PRC :

Examinees shall adhere to the attire set by the Professional Regulation Commission.

For male examinees, plain white polo shirt with collar without any seal, logo or marks partnered with decent pants or slacks. For female, plain white blouse or shirt with collar without any seal, logo or marks partnered with decent skirt or slacks.

PROHIBITED ITEMS

Take note of the prohibitions during the exams. These include bringing of books, notes, review materials and other printed materials containing coded information; programmable calculators; gadgets which include cellular phones, smartwatch, ear plugs and related electronic devices; any kind of bag. Likewise, PRC will not be responsible for any prohibited items which will be lost during the exams.

The Professional Regulation Commission (PRC) and the Board of Professional Teachers (BPT) releases the full list of Room Assignment for the September 2019 Teachers Board Examination. The highly anticipated Teachers Board Exam conducted in at least 25 testing centers in the country.

According to PRC and BPT, there are more than a 100, 000 takers (Elementary Level and Secondary Level.) In PRC Resolution No. 1127 series of 2018, September 2019 LET administered the test in Manila, All Regional Offices; Zamboanga, Bacolod, Rosales, Pangasinan, Laoag and General Santos City.

PRC GENERAL INSTRUCTIONS

  • Check or verify your school/building assignments at the PRC official website or through the Notices/Announcements to be posted at PRC premises in 2 or 3 working days before the examination.
  • On the day of examination, report to the school/building assignment not later than 6:30 AM. Be punctual. Note that LATE EXAMINEES WILL NOT BE ADMITTED.
  • You are required to wear the following attire on examination day:
  • Male Examinees – White polo shirt with collar (without any seal, logo or mark), decent pants or slacks
  • Female Examinees – White blouse or shirt with collar (without any seal, logo or mark), decent pants or slacks
  • Official Receipt of payment of application for examination
  • One (1) piece Long Transparent White Plastic Envelope (for keeping your valuables and other allowed items)
  • One (1) piece long size brown envelope
  • Two (2) or more pencils (No. 2)
  • Ball pen with BLACK INK ONLY.
  • Books, notes, review materials, and other printed materials containing coded data, information or formula;
  • Calculators (READ: PRC clarifies use of calculator starting September 2019 LET)
  • Cellular phones, ear plugs, transmitters, portable computers, smart watches, bluetooth and other electronic gadgets/devices which may be used for communication purposes;
  • Bags of any kind (ladies’ bags, shoulder bags, attaché case, backpack etc)
  • Other examination aids not stated in this program
  • You are allowed to bring food and eat inside the examination room.
  • You will not be allowed to leave the examination room, borrow anything or communicate with other examinees on any matter during the examination.
  • Non-compliance with test instructions shall be a ground for cancellation of your examination.
  • Impersonation is a ground for disqualification in this LEPT and in future examinations.

COVERAGE OF EXAM

The second licensure exam for teachers this year covers general education and professional education subjects (Elementary Level) and with the inclusion of specialization for Secondary Level only.

To pass the examination, taker must obtain an average rating of not less than 75% and must have no rating lower than 50% in any of the tests.

On the first day of the board exam, be present at the venue before 6:30 AM so you can check your room and seat number. Take note that examinees who will come in late will NOT be admitted to the exam room so don’t be late, otherwise, you might not be able to take the board exam!

Master Plumber Exam Dress Code

Please note that all examinees are REQUIRED to wear the following attire during board exam days:

Males – White polo or shirts with collar, tucked-in (without any seal, logo, or mark); Decent pants or slacks.

Females – White blouses or shirts with collar (without any seal, logo, or mark); Decent pants, slacks, or skirt.

What to Bring During the Master Plumber Exam

Make sure you bring the following items with you during exam day:

  • Notice of Admission (NOA)
  • Official Receipt (OR)
  • Two (2) or more Pencils (No. 2)
  • Ballpens with black ink (black ballpens) only
  • One (1) piece long brown envelope
  • One (1) piece long transparent plastic envelope (for safekeeping of valuables and other allowed items)
  • One (1) calculator with the following features only: addition, subtraction, multiplication, division, trigonometric function, logarithm and x^y
  • Food – all examinees are required to bring with them snacks or meals placed inside a transparent plastic bag. No other person, including the proctors or room watchers, shall be allowed to give or distribute food to any examinee while the board exam is in progress.

NOTE: During the exam, candidates are not allowed to borrow anything or to communicate with other people taking the exam. Examinees are also not allowed to leave the room, so with regard to using the CR, make sure you go to the restroom right before taking the exam.

What NOT to Bring During the Master Plumber Exam

Take note that the following items are NOT ALLOWED to be brought inside the exam room:

  • Calculators which are programmable or with embedded functions, especially CASIO FX991ES or CASIO FX991ES PLUS;
  • Books, notes, review materials, and other printed materials containing coded data / information / formula;
  • Apple, Samsung, and other smart watches, cellphones, Bluetooth, ear plugs, transmitters, portable computers, and other electronic gadgets or devices which may be used for communication purposes;
  • Bags of any kind (ladies bag, shoulder bags, attache case, backpacks, etc.);
  • Other examination aids.

Tips to pass Plumber board exam

Tip #1: Enroll in a review center.

“For those who don’t have field experiences in plumbing, I would suggest for you to enroll in a review center.”

Tip #2: Study the Fajardo Book.

“It is very, very helpful.”

Tip #3: Study and review your notes whenever you have time.

“You should never miss a chance to study or at least skim your notes every time you get a chance. When there are random questions popping on your head which you are not sure of the answer, make it sure to find out the answer that moment or write it down and search for it later. It happened to me many times that I was lucky that those random questions really appeared on the board exam!”

Tip #4: Learn the important parts of the Plumbing Code but no need to memorize the Drainage Fixture Unit or the Water Fixture Unit.

“They always give it in the questionnaire but you just need to familiarize yourself about them to at least have a sound idea of the pipe sizes equating to them.”

Tip #5: Join the Master Plumber Review group on Facebook.

PRC Room Assignments: Master Plumber Exam (Feb 2020)

If you see a “Now Available!” note beside the exam venue, it means the PRC already released the list for that province or city and you may now view the room assignment. If it is not yet available, the PRC is still finalizing the school and classroom details. We will update this post once the official Room Assignments are released.

Here are additional useful tips we suggest you follow before the exam.

1. You’ll notice that even in just one school, several buildings and classrooms will be used as testing centers. To make sure that you proceed to the correct location, write down and take note of the exact Building, Classroom, and Seat Number assigned to you.

2. Before the day of the board exam, find out the address of the school or venue where you’ll be taking the exam. Research the actual location using Google Maps or a guide map to determine how to get there.

3. Better yet, try visiting the venue a few days before the board exam! Doing so will help you discover the best transportation or routes to take. If you simulate going to the venue beforehand, you’ll also have an idea how long it will take you to reach the exam center from your place. This allows you to change your transportation plans, if needed.

4. On the day of the exam, don’t be late! According to the PRC, examinees who will be late will NOT BE ALLOWED to take the board exam. We suggest you arrive at the exam venue at least one (1) hour before the start of the exam. This gives you enough time to locate the building, classroom, and seat number assigned to you.

Master Plumber Board Exam Requirements by PRC

According to the PRC, to be eligible to take the Master Plumber exam, applicants are required to comply with and to submit the following requirements.

  • Graduate of a BS Master Plumber program in a CHED-recognized educational institution
  • Birth Certificate issued by the Philippine Statistics Office (PSA), formerly NSO
  • Marriage Contract, for married female applicants, issued by the Philippine Statistics Office (PSA), formerly NSO
  • Transcript of Records with scanned picture and Remarks “For Board Examination Purposes”
  • Valid NBI Clearance
  • Proof of Completion of “Refresher Course” (for those who failed the Master Plumber exam two times)

Take note that those who previously took the exam and were given a “Conditional” or “Removal” score, they must take the Master Plumber board exam again within two (2) years from the date of examination.

Required exam fee is P900.00 for first-time takers and P450.00 for conditional / removal examinees.

Prc releases room assignment for the takers of master plumber board exam july 2019.

ROOM ASSIGNMENT MASTER PLUMBER BOARD EXAM JULY 2019 – The Professional Regulation Commission (PRC) released the official room assignments for the takers of the licensure examination for master plumbers.

One of the licensure exams that a lot of takers across the Philippines is the Master Plumber Board Exam.

The said exam is administered by the PRC to the takers at various testing centers which may include the ones in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban, Tuguegarao, Zamboanga, and other regional testing centers.

Several days before the board exam, the PRC usually releases the official room assignments of the takers. The next board exam will be held this year on July 6 and 7, 2019.

Recently, the commission posted the official room assignments for the takers of the said licensure exam.

  • Black Ball Pens
  • Metered-Stamped Window Mailing Envelope

  • Long Plastic Envelope

Furthermore, the board exam takers are reminded to observe the proper dress code in taking the licensure exam.

  • For the male , wear a white plain polo shirt with collar and match it with slacks or decent pants. The shirt should not have a logo, a seal, or marks.
  • For the female , wear a plain white blouse or polo shirt with a collar. It must have no marks, seal, or logo. Pair it with slacks or decent skirt.

The Professional Regulation Commission (PRC) releases the room assignments for the February 2024 Master Plumber Licensure Exam (MPLE)  a few days before the examination.

This year’s 1st Master Plumber Licensure Exam (MPLE)  will be conducted on February 15 & 16, 2024.

Room Assignments

Below are room assignments for the February 2024 Master Plumber Licensure Exam (MPLE) :

  • Butuan – Advisory
  • Cagayan De Oro
  • Davao – Advisory
  • Lucena – Added to the list
  • Rosales, Pangasinan

Examinees shall report before 6:30 in the morning on the said date because latecomers will not be admitted.

Things to Bring Examination day

Here are the things to bring during the examination proper:

  • Notice of Admission
  • One (1) piece of metered-stamped window mailing envelope
  • Two (2) or more pencils (NO. 2)
  • Ball pens (black ink only)
  • One (1) piece long transparent/plastic envelope (for keeping your valuables and other allowed items)
  • Health Forms (Pursuant to Memorandum No. 68, series of 2020)
  • Negative RT-PCR Test Results, if applicable, or Certificate of Quarantine (Pursuant to Memorandum No. 68, series of 2020)

Dress Code on Examination Day

Here are the specified dress codes from PRC:

  • For male examinees, tucked-in white polo shirt with collar (without any seal, logo, or mark); decent pants or slacks
  • For female examinees, tucked-in white blouse or shirt with collar (without any seal, logo, or mark); decent pants or slacks

Prohibited Items Inside the Exam Rooms:

  • Books, notes, review materials, and other printed materials containing coded information or formulas
  • Calculators which are programmable or with embedded functions, especially CASIO FX991ES and CASIO FX-991ES plus
  • Apple, Samsung and other smart watches, cellular phones, ear plugs, transmitters, portable computers, Bluetooth and other electronic devices which may be used for communication purposes;
  • Bags of any kind (place your documents inside the transparent/plastic envelope)
  • Other examination aides not stated in this program

All personal belongings of the examinees shall be surrendered to the proctor and shall be placed in a secured space within the examination room.

The rules on the conduct of bodily search, an inspection of personal belongings of the examinees, and the seizure/confiscation of prohibited items during the licensure exam (Annex A of PRC Memorandum Order No. 57, s. 2020) shall be strictly observed.

  • Observe physical distancing of at least two (2) meters between examinees.
  • Examinees shall be restricted to their assigned seat;
  • Wear face mask (at least 3-ply surgical mask, preferably N95 mask) and face shield at all times; 
  • Bring 70% ethyl alcohol for hand disinfection;
  • Avoid close contacts like “beso-beso”, hugging, handshake, and directly touching other persons;
  • Avoid touching one’s eyes, nose, and mouth;
  • When sneezing and/or coughing, facial tissues must be used to wipe the nose and mouth areas. Dispose of used facial tissues properly; and
  • Avoid spitting in public, on floors, and along corridors.

MANILA, Philippines – The Professional Regulation Commission (PRC) released full results of July 2024 Master Plumber board exam on Wednesday, July 17, 2024 or in three (3) working days after the last day of exam.

PRC administered the Master Plumber licensure exam (MPLE) in Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Rosales and Tacloban on July 13 and 14, 2024.

In the February 2024 Master Plumber Licensure Exam, Arllan Feoj Arnaiz Santillan from University of Mindanao - Davao City topped the board with 88.80%. Adrian Duran Perez from De La Salle University - Manila and Niel Katipunan Leria Sadia II from Southern Luzon State University (SLSU)-Lucban tied on second spot with 87.50%.

In the July 2023 Master Plumber Licensure Exam, Ace Roldan Moraña Legardo from Camarines Sur Polytechnic College-Nabua aced the board with 87.10%. Allan Barit Tamayo from Central Luzon State University ranked second with 86.70%.

In the February 2023 Master Plumber Licensure Exam, Christian Papellero Gondinez from University of San Jose - Recoletos topped the board with 89.00%. King Nixon Castro Mabanta from Pangasinan State University - Urdaneta came in second place with 85.60%.

In the July 2022 MPLE, Michaelle Angela Pancho Arnedo from University of San Carlos led the passers with 87.20%. Eric Joseph Creencia Tenorio from University of the Philippines - Los Baños (UPLB) ranked second with 86.00%.

In the February 2022 MPLE, Lance Nathan Yap Lim from University of the Philippines (UP) - Diliman aced the board with 84.90%. Francis Louie Cielo Como from Batangas State University - Alangilan followed with 84.80%.

MANILA, Philippines – The room assignments for Master Plumber board exams February 2020 are released by the Professional Regulation Commission (PRC) Board of Master Plumbers few days before the licensure exam. The Master Plumber board exam is scheduled to take place on February 9 & 10, 2020 at PRC testing centers in Manila/NCR, Baguio and Iloilo.

Master Plumber is one of the programs with average number of examinees being administered by PRC. In the last exam conducted on July 2019 , 810 out of 2,758 examinees passed.

EXAMINATION REMINDERS

As posted by PRC, examinees shall bring the following requirements on examination proper.

  • Notice of Admission (NOA), 
  • Official Receipt, 
  • One (1) piece metered-stamped window mailing envelope
  • Two (2) or more pencils No. 2, 
  • Ball pens with black ink only, 
  • One (1) piece long brown envelope (for keeping the valuables)
  • Calculators with the following features only (addition, subtraction, multiplication, division, trigonometric functions, logarithmic and exponential functions)

Only one (1) calculator shall be allowed, subject to thorough inspection by the examination personnel.

PRC reminds examinees to report before 6:30 in the morning on the said date because late comers will not be admitted, examination fees for late examinees will also be forfeited. Examinees are advised to verify their application number on the day of examination from room watchers/proctors assigned to the room.

Examinees shall adhere to the attire set by the Professional Regulation Commission.

For male examinees, plain white polo shirt with collar without any seal, logo or marks partnered with decent pants or slacks. For female, white blouse or shirt with collar without any seal, logo or marks partnered with decent skirt or slacks, pony-tailed long hair.

PROHIBITED ITEMS

Take note of the following prohibitions during the exams.

  • Books, notes, review materials and other printed materials containing coded information, data and formula;
  • Calculators which are programmable or with embedded functions especially CASIO FX991ES and CASIO FX-991ES plus are strictly prohibited.
  • Cellular phones, smart watches, ear plugs, transmitters, portable computers, bluetooth, and other electronic gadgets which may be used for communication purposes;
  • Bags of any kind are not allowed;

An Overview of the IELTS

The International English Language Testing System (IELTS) is designed to measure English proficiency for educational, vocational and immigration purposes. The IELTS measures an individual's ability to communicate in English across four areas of language: listening , reading , writing and speaking . The IELTS is administered jointly by the British Council, IDP: IELTS Australia and Cambridge English Language Assessment at over 1,100 test centres and 140 countries. These test centres supervise the local administration of the test and recruit, train and monitor IELTS examiners.

IELTS tests are available on 48 fixed dates each year, usually Saturdays and sometimes Thursdays, and may be offered up to four times a month at any test centre, including Astrakhan' depending on local needs. Go to IELTS test locations to find a test centre in or nearby Astrakhan' and to check for upcoming test dates at your test centre.

Test results are available online 13 days after your test date. You can either receive your Test Report Form by post or collect it from the Test Centre. You will normally only receive one copy of the Test Report Form, though you may ask for a second copy if you are applying to the UK or Canada for immigration purposes - be sure to specify this when you register for IELTS. You may ask for up to 5 copies of your Test Report Form to be sent directly to other organisations, such as universities.

There are no restrictions on re-sitting the IELTS. However, you would need to allow sufficient time to complete the registration procedures again and find a suitable test date.

Kazakh as an Unwritten Language: The Case of Astrakhan Oblast

An ethnically diverse region that abuts the Caspian Sea in southwestern Russia, Astrakhan Oblast is home to the country’s largest Kazakh community. Almost 150,000 people, or 18 percent of the oblast’s population, identify as ethnic Kazakhs. Although Astrakhan does border Kazakhstan, most of them are not recent immigrants from the neighboring country. Their families have been living in what is now Astrakhan since long before the current national borders were drawn.

Dor Shabashewitz

Dor Shabashewitz is a Russia-born Israeli journalist and political analyst with a background in anthropology and sociolinguistics. He worked as a junior researcher at the RAS Institute for Linguistic Studies and conducted extensive fieldwork in Astrakhan’s Kazakh and Nogai rural communities as a part of his Master’s studies at the European University at St. Petersburg. In 2021, the Russian Federal Security Service forced him to leave the country following politically motivated accusations of “extremism” and “separatism.” These days, he covers ethnic minority rights and regional politics in the Lower Volga and Central Asia for RFE/RL ’s Tatar-Bashkir Service.

* The article that follows provides a brief overview of the sociolinguistic situation among those Kazakhs living in the Russian part of the Volga River delta. It is based on field research conducted by the author during his master’s studies between 2019 and 2021.

In the Middle Ages, Astrakhan was part of the Golden Horde and, later, an independent khanate. In 1556, it was conquered by the Russians and eventually incorporated into the Russian Empire as a governorate. The first major wave of Kazakh migration to Astrakhan Governorate began between 1799 and 1801, when Bökey Khan, son of the Junior jüz leader Nuraly, led several thousand nomadic families from across the Ural River to a more fertile area in the Volga River delta. A steady influx of Kazakh settlers continued well into the mid-nineteenth century. The new Astrakhan Kazakh community led by Bökey enjoyed the status of a semi-independent vassal state for several decades before gradually ceding most of its autonomy under pressure from the Russian authorities.

The early Soviet years revived the idea of a Kazakh autonomous area in Astrakhan. In 1919, some of the Kazakh districts of Astrakhan Governorate were grouped together under the name Volga-Caspian Kirghizia and transferred to what later became the Kazakh SSR. Most of them stayed and became part of Kazakhstan upon its independence, but some of the transfers were reversed in the 1920s. Thus, the Volodarsky and Krasny Yar districts ended up in Russia’s Astrakhan Oblast despite 70 percent and 50 percent of their inhabitants, respectively, being ethnic Kazakhs.

Notwithstanding the omnipresent linguistic Russification of the Soviet era, Kazakh enjoyed certain formal privileges in the Kazakh SSR as a co-official language that was used in many schools, especially in rural areas. State-funded magazines, newspapers, books, and movies were produced in the language. Government support for the national language and its social prestige only increased after Kazakhstan became a sovereign country in 1991. This was not the case in Astrakhan Oblast—the region’s Kazakh community had no linguistic autonomy or representation under the Soviets, and this did not change when the USSR fell apart.

Vitality Factors

In what state, then, is the Kazakh language among Astrakhan’s Kazakhs after decades without formal recognition? In what domains is it still spoken? What do the Astrakhan Kazakhs think of their ethnic language, and what role does it play in their identity? These were the questions I hoped to answer when I set off on a fieldwork trip to my home region’s Volodarsky district as a master’s student in social anthropology back in 2019.

During my fieldwork, I visited numerous rural settlements of varying sizes, ethnic compositions, locations, histories, and economic conditions. It became evident that all of these factors played a significant role in the vitality of Kazakh in any given village, but the relative weight of each factor was rather unexpected. My analysis showed that the share of ethnic Kazakhs in a village did not correlate strongly with how much they used the language in their daily lives. I have been to monoethnic Kazakh villages that spoke almost exclusively Russian, as well as mixed ones where Kazakh was still maintained by some members of the younger generations.

Geography and the perceived history of a settlement turned out to be the two most defining factors. Inhabitants of villages that are close to Astrakhan City and have a stable public transport connection to the city tend to switch to Russian more quickly than residents of more remote ones. Career opportunities in rural areas are scarce, prompting villagers to look for jobs in the urban center. When logistically possible, many opt to continue living in their villages and commute to work several times a week instead of moving to the city. Despite its impressive ethnic diversity, Astrakhan City is overwhelmingly Russian-speaking. Kazakh rural commuters tend to integrate into this environment and “bring it home” after work, influencing the linguistic landscape of their communities.

“Perceived history” deserves an anthropological study of its own. Many of the Astrakhan Kazakhs I interviewed explained that their villages were originally founded by Russian peasants or created by the Soviets in a centralized way and populated by collective farm workers of diverse origins. Many settlements with such histories gradually became majority-Kazakh, but most locals believed they were “not really Kazakh villages” and thus considered Kazakh a rather inappropriate language to use in public spaces. In settlements such as Vinny, this mentality led to Kazakh becoming a family language only, with Russian as the sole means of communication in all other domains—even between Kazakhs.

This stands in stark contrast to the village of Altynzhar, which was founded by Kazakh settlers and has a long tradition of local pride. The renowned nineteenth-century Kazakh composer Qurmangazy is buried in Altynzhar; the village hosts a museum dedicated to his life and to the culture of the region’s Kazakh community more generally. Altynzhar was also home to the Kazakh poet and language activist Mäjilis Ötejanov. Due to its history and cultural significance, Altynzhar is often viewed as the informal capital of the Astrakhan Kazakhs. This status, combined with the lack of reliable public transportation, helps the local population to maintain their language and identity better than elsewhere.

Language Use

Despite the differences between individual settlements, home is by far the most common domain of use for the Kazakh language across Astrakhan Oblast. For most of my respondents, constant code-switching between Russian and Kazakh is the default register when they talk to their relatives. The ratio of elements from the two languages, however, varies widely. Kazakh may dominate or it may only be represented by several words—but, as my experience shows, it is never fully absent.

In Vinny, I interviewed a young Kazakh man who was born and raised in the village but went to an urban high school and later moved to a different part of Russia for university. These days, he lives and works in Astrakhan City. At the time I met him, he was visiting Vinny to see his parents, who still lived there permanently. During the interview, he said he spoke no Kazakh at all: “I do not speak Kazakh… Never wanted to learn it, thought it was useless. Grandma would talk to me in Kazakh, and I am like… I do not understand everything, but I can get the general idea.”

Just an hour later, I overheard him using numerous Kazakh words in a Russian-language conversation with his mother. Answering my ensuing question, the young man explained: “There are still some words that are easier for me to say in Kazakh. Like ‘scoop’ or ‘ladle’—I just say ojaw .” Later, I discovered other Kazakh words in the speech register he used at home. They were terms related to farming, as well as the names of certain traditional foods and houseware items.

This case is by no means unique—in fact, it is very typical. Lexical domains related to rural ways of life and things you find in a traditional household seem to be the least likely to be forgotten by young and predominantly Russian-speaking Astrakhan Kazakhs. This may be because they lack any similar rural experience gained in a non-Kazakh context.

Leaving the “Kazakh” village for the “Russian” city, one practically replaces one’s entire vocabulary—but with exceptions. The array of subjects discussed in urban settings is at least as wide as that in rural areas, but the two sets of lexical domains do not always coincide. Traditional ethnic cuisine, cattle farming, agriculture, and culturally specific rural household items are not things that city dwellers usually speak of, hence the words for them are not as easily replaced with Russian equivalents in the speech of first-generation urbanites. Sometimes, the Kazakh words remain the only ones they know. The lack of need or even opportunity to talk about these things in Russian makes this set of Kazakh vocabulary more resistant to attrition. It is only natural for urban Kazakhs to use these terms when they go to a rural area to visit their family. This may be viewed as a “light version” of cue-dependent language retrieval .

Equally, even among those Astrakhan Kazakhs who live in rural settlements and use Kazakh-Russian code-mixing as their default home register, one can point to specific domains that almost universally trigger the use of a much higher share of Russian-language elements. This includes all of the “complicated” domains, as the respondents call them. For example, a middle-aged man from the village of Novy Rychan said: “When fixing a TV set, we are most definitely talking in Russian.” In a different settlement, I witnessed four men talking in almost “pure” Kazakh—that is, using few Russian elements. Then one of them mentioned the COVID-19 pandemic, and this change of subject, combined with “complex” vocabulary related to healthcare and government policies, triggered an instant switch to almost equally “pure” Russian.

As is evident from these situations, Kazakh is often regarded and used as a rural and “simplistic” language, fitting for discussions of farming but not technology or anything modern. This set of associations speaks to its low social prestige—but may also be viewed positively by some. Many heritage speakers of Astrakhan Kazakh associate the language with a sense of home and strong family ties. “Kazakh is… It is something about your home, you know, where you feel most comfortable and secure. It is the mother language, after all. Whenever I hear it, I think of those evenings I spent in the village of Multanovo with my parents and grandma as a kid. I miss this feeling now that I live in the city,” said one of my respondents.

Two other important domains associated with Kazakh, which are intertwined with each other, are religion and ethnic celebrations. While overwhelmingly secular in daily life, most Astrakhan Kazakhs identify as Muslim. Many hardly ever go to mosques—in fact, there are large, exclusively Kazakh villages with no mosques at all. Moreover, the minority that does adhere to a strictly Islamic way of life is viewed as odd and even suspicious by the more secular majority.

Still, events such as weddings and funerals almost universally have an Islamic element to them. Interestingly enough, many of my respondents think of Islam as inseparable from the Kazakh language. “When the Quran is being recited, you are supposed to talk in Kazakh,” said a middle-aged man from Novy Rychan. Obviously, the recitation itself happens in Arabic, and one is supposed to listen to it rather than talk simultaneously. What this respondent meant was that the “religious” and “traditional” atmosphere of such events triggered increased use of Kazakh before and after the recitation and other rituals.

Kazakh as an Unwritten Language

While still widely spoken in some of the more remote villages, Astrakhan Kazakh remains a practically unwritten language. In the early Soviet years, Kazakh was used at numerous village schools as the primary language of instruction, but it was quickly downgraded to being taught as a subject only. By 1966, it had disappeared from the region’s school system entirely.

The perestroika era brought a surge in ethnic activism, with Kazakh language lessons being reintroduced in almost a hundred village schools in the late 1980s and 1990s. Unfortunately, this did not last long: Vladimir Putin’s rule brought another wave of linguistic Russification as part of his “unity through uniformity” policy. Kazakh was soon downgraded to an optional, once-a-week class. Today, fewer than 20 Astrakhan Oblast schools offer it in any form, even though over 140 of the region’s rural localities have a Kazakh majority or plurality.

This lack of Kazakh at school has resulted in entire generations having little exposure to written Kazakh and being functionally illiterate in it, even when perfectly literate in Russian. This can be seen from the way the names of many Astrakhan Kazakhs are written in their Russian IDs and passports. When giving their children legal names, many parents opt for naive phonetic approximations that do not match the way a name is normally spelled in Kazakhstan (eg., Kuvanshkirey rather than the more typical Qwanışkereý in Kazakh or Kuanyshkerey in Russian). Many of my respondents said they had trouble understanding and distinguishing the “weird letters” used in Standard Kazakh, referring to the additional and modified Cyrillic characters that are absent from the Russian alphabet.

Lack of language-specific literacy is not the only linguistic barrier between Kazakh-speakers in Astrakhan and those in Kazakhstan. As explained above, Russian dominates all of the “formal” domains in Astrakhan Oblast, from education to technology and interactions with the government. This means that most Astrakhan Kazakhs never discuss these topics in Kazakh and may be unfamiliar with the more “complex” vocabulary in that language, even when fully proficient in the registers related to home, family, traditions, and rural lifestyle.

“The Kazakh word for ‘proof’ is dälel , which I only know because I looked it up. My neighbor grew up speaking Kazakh, but she would not understand me if I used it when talking to her. She just uses the Russian word, dokazatelstvo ,” said a respondent from Multanovo. This is a perfect example of a term perceived as “complex” and thus unknown to many Astrakhan Kazakhs.

Most Astrakhan Kazakhs are well aware of the differences between their ethnic language and the Kazakh of Kazakhstan. A middle-aged, native Kazakh-speaking respondent from Novy Rychan talked about his trip to Atyrau, Kazakhstan, saying that he felt insecure about his Kazakh skills while there. He opted to talk to locals in Russian because he feared they would mock his “incorrect” Kazakh. This perception of Astrakhan Kazakh as “simplified” and “Russified” is fairly common among its speakers. While somewhat negative, it may also serve as a marker of the community’s identity, helping to distinguish between “us” (Astrakhan Kazakhs) and “them” (Kazakhstan Kazakhs).

Future of Kazakh in Astrakhan

The case of an Astrakhan Kazakh person looking up and memorizing a “complex” word associated with the Kazakh language of Kazakhstan illustrates a small but important tendency. A growing number of young, native Russian-speaking Astrakhan Kazakhs are deliberately immersing themselves in Kazakhstani media, explaining that they want to learn the “proper” way to speak their language and reconnect with their culture, which has been partially lost to colonization and assimilation.

While most young Astrakhan Kazakhs seem to have no interest in using their ethnic language in any form, this minority tendency offers hope that Kazakh will live on in Astrakhan Oblast. If the language policy does not change in the decades to come, the local dialect may eventually die out as a natural form of communication in rural communities, but Standard Kazakh is likely to be maintained by the conscious activist minority.

That being said, the continuity of the language policy is a big “if.” Russia’s government has been increasingly unstable since the beginning of the war in Ukraine. In many regions, ethnic minorities feel that they are unfairly overrepresented among those sent to fight in Ukraine, and this is especially true for Astrakhan Kazakhs. At the same time, the federal government is cracking down on indigenous activism more heavily than ever.

The growing dissent among minorities has led to the emergence of numerous secessionist organizations. An overview of pro-independence movements that view Astrakhan as a part of their hypothetical states can be found in my recent article for New Eastern Europe . It is hard to make predictions about the success of these movements, but in the event that they succeed, language policy and power dynamics between the region’s ethnic groups are more than likely to change.
