Makatutulong ang mandatory ROTC sa pamahalaan, kabataan: Army

SA muling pagpapahayag ng suporta para sa pagpapatupad ng mandatory Reserve Officers’ Training Corps (ROTC) para sa mga senior high school students, sinabi ng Philippine Army’s 3rd Infantry (Spearhead) Division na malaking adbentahe ang programa para sa pamahalaan.

Sinabi ni 3rd Division Public Affairs Office (DPAO) chief, Capt. Cenon Pancito, na makasisiguro ang publiko na ang pagsasanay na pang-militar sa ROTC program ay kukuhanin ng mga kaalyado ng pamahalaan.

“The ROTC might be used against the government but we want to emphasize the program is being undertaken by no less than our troops,” pahayag ni Pancito sa isang panayam.

Ayon sa kanya, may ibang samahan na nais subukang gamitin ang pagsasanay bilang bahagi ng “vulnerabilities” ng ROTC program.

“If there are efforts from other organizations, most especially from the CPP-NPA (Communist Party of the Philippines-New People’s Army), it is part of the vulnerabilities but the government is still on the advantage position with the Armed Forces of the Philippines being the implementer itself,” aniya.

Muli rin niyang binanggit na ang programa ay magbibigay ng kahandaan sa pamahalaan at sa puwersa ng militar sa panahon ng biglaan at krisis.

Ito ay dahil maaaring makuha ang mga produkto ng ROTC kung kailan sila kailangan. Dagdag pa ni Pancito hindi rin nila hahayaang mangyayari ang “hazing and maltreatment” sa ilalim ng will ROTC program.

“It’s very sad that hazing and maltreatment in the ROTC have been proven. However, it is just part of the picture. ROTC can do more good than harm,” aniya.

Upang maiwasang maulit muli ang hazing at maling pagtrato, kinakailangan aniya ng mas aktibong implementasyon ng batas na nakapaloob sa programa.

“We will work hard to prevent this from happening again. We will have all the people who will look over the program to really be serious about what they are doing or to implement additional steps to prevent hazing and maltreatment,” aniya.

Nanawagan din siya sa mga senior high school na sumailalim sa ROTC dahil “at the end of the day, they will appreciate its benefits.”

Layon ng House Bill 8961 na maamyendahan ang Republic Act 7077 o ang Citizen Armed Forces of the Philippines Reservist Act.

Sa ilalim ng mungkahing batas, ipatutupad ang ROTC training sa “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions.”

Mandatory ROTC para sa mga Kabataan at Bayan

Bilang isa sa mga tagapagsulong sa Senado ng panukalang batas sa isyu na ito, buo po ang aking paniniwala na napapanahon na para ibalik ang kurso ng Mandatory ROTC sa kurikulum ng kolehiyo at technical-vocational courses sa pribado at pampublikong paaralan.

Kung may sasang-ayunan man tayong lahat, ito marahil ang kainaman na magkaroon ng malawak na pakahulugan sa disiplina at pisikal na kasanayan ang ating mga kabataan, at higit sa lahat, kamalayan sa kahalagahan ng pagiging makabayan.

Maganda ang layunin ng Mandatory ROTC sa ilalim ng ating inihaing panukalang batas na Senate Bill 236: una rito ang paglilinang ng sibikong kamalayan at paghahanda sa mga kabataan sa oras ng pangangailangan ng ating komunidad.

Lulan ng pagsasailalim sa komprehensibong ROTC ng ating mga kabataan ang malawig na pagpapahalaga sa patriotismo, mga moral na birtud, paggalang sa karapatan ng mga sibilyan, at pagsunod sa Saligang Batas.

Sa katunayan, makabuluhan ang papel ng ROTC sa kasaysayan ng bansa at paghubog ng kaisipan ng mga mamamayan.

Kung ating babalikan, naging tulay ang ROTC sa pagpapamalas ng kabayanihan ng ating mga kabataan. Sa kasagsagan ng ikalawang Digmaang Pandaigdig, malaki ang ginampanang tungkulin ng mga kadete ng ROTC mula sa iba’t-ibang bahagi ng Metro Manila. Ang mga volunteers mula sa Philippine Military Academy at iba pang yunit ng ROTC ang bumuo ng Hunters ROTC Guerilla, na naging bahagi ng kilusan laban sa mga panlulupig ng mga Hapon.

Totoo po na ang ROTC ay programang nilinang upang suportahan ang ating Sandatahang Lakas, ngunit kahit na walang banta ng digmaan, mahalaga ang makikintal na karanasan at kaalaman nito para sa ating mga kabataan.

Tandaan po natin: Habang mabigat ang tungkulin ng estado na bigyang proteksyon at serbisyo-publiko ang mga Pilipino, malinaw rin ang ating tungkulin at pananagutan bilang mamamayan: una na rito ang ating responsibilidad na ipagtanggol ang seguridad ng estado.

Malinaw ang sinasabi ng Saligang Batas ukol dito: Maaaring tawagin ng pamahalaan ang sambayanan upang ipagtanggol ang Estado, at para maisakatuparan ito, ang mga mamamayan ay maaaring atasang magbigay ng personal na serbisyo militar o sibil.

Ito po ang batayan ng Republic Act No. 7077 na nagtataguyod ng ROTC bilang isang programa na dinisenyo upang magbigay ng militar na pagsasanay sa mga estudyante sa kolehiyo bilang paghahanda sa pagtanggol sa bansa.

Gayunman, dahil sa maling pagpapatupad ng programa na nagdulot ng masalimuot na ulat ng abuso at krimen, inamyendahan ang RA 7077 ng RA 9163 o ang National Service Training Program (NSTP) Act of 2001. Sa ilalim ng bagong batas, mula sa pagiging “mandatory”, ang ROTC ay ginawang isa sa tatlong programa na maaaring pagpilian sa ilalim ng NSTP.

Ang mas malaking kahalagahan ng ROTC ay ang pagiging organisado ng ating mamamayan para tumulong sa oras ng sakuna tulad ng lindol o bagyo. Bukod sa military training, magkakaroon tayo ng organisadong pagtugon kung may disiplina at command structure na maaring matutunan sa ROTC.

Hangarin natin ang komprehensibong ROTC sa kurikulum na may sumusunod na salik: Pagsasanay sa external o territorial na pagtanggol; panloob na seguridad, kapayapaan, kaayusan at pampublikong kaligtasan; pagsasanay sa karapatang pantao at humanitarian law. Ang programa ay tututok rin sa Literacy Training Service; Civic Welfare Training Service Program; Emergency Life Support Training Service; Search and Rescue Training Program; at Community Service para sa Drug Rehabilitation.

Lahat po ng mga ito ay kapakipakinabang sa ating mga kabataan, kahit wala man ang banta ng digmaan. Lahat po ito ay para sa personal na paghubog ng disiplina at karakter ng ating mga anak; sa paghahasa ng potensyal ng bawat kabataan bilang aktibong kalahok sa ating kolektibong aspirasyon para sa makabuluhang pagbabago. ROTC good for our young to make patriotic breed of Filipinos

There is an ongoing conversation—or shall I say “debate”?—on reviving the Reserve Officers’ Training Corps (ROTC) as a mandatory subject in college courses. Some are in favor and some are against.

The idea, which President Duterte has broached early in his presidency, is a good one. ROTC will definitely benefit young Filipinos. To be sure, ROTC will teach them patriotism. It will inculcate in their minds and hearts a deep love for our country. It will condition and mold them into being disciplined and respectful. My two sons and my daughter chose ROTC during their college years; I am very proud of them for that decision of theirs and what they have become. They now teach their own children (my grandchildren) to love our country, to be proud Filipinos and to respect the flag.

The basic military training taught in ROTC will also teach and help ROTC cadets to understand and appreciate our soldiers, their sacrifices for our country, why they chose to devotedly serve our motherland and to offer and risk their own lives to defend us and keep us safe.

I think there is nothing wrong about reviving ROTC as a mandatory college subject, like it is in many other countries. In South Korea, even celebrities are required to undergo military training. I am amazed at the Koreans’ sense of patriotism.

Sometimes, I feel quite disappointed when I see young Filipinos not giving our flag and national anthem due respect.

I feel quite disappointed with what is happening to our young today when it comes to love of country.

But I believe that our youth are still the “pag-asa ng bayan.” And I believe that reviving the mandatory ROTC will make a difference; it will change their perspective of what a nation should be and of patriotism.  I also believe that through ROTC our youth will stay away from such vices as illegal drugs.

I hope the government will strongly push for the restoration of mandatory ROTC, and I am hoping this will make our youth as patriotic like our heroes who fought and died for our beloved country.

What is ROTC?

If there are three words which can fully encompass the definition of Reserve Officers’ Training Corps (ROTC), it will be: defense, preparation, and nation. 

ROTC is primarily defined as a military-allied program that is propounded in various universities and colleges, whether international or local. According to Moody (2020), it equips students with military trainings as they earn their respective degrees. To be more specific, this program is inclined to prepare them to serve the country.

In the local setup, ROTC is legally articulated in Sections 38-39 of the Republic Act No. 7077, which is also known as the Citizen Armed Forces of the Philippines Reservist Act of 1991. It is also said to be in accordance with the 1987 Constitution and the National Defense Act. 

The five basic learnings and competencies in ROTC are lead, shoot, move, navigate, and communicate, in line with the Department of Military Science and Tactics of University of the Philippines Diliman (2020).

Considering its goal to strengthen the national defense of the Philippines, it is indeed perfect in picture. The former mismanagement and the currently planned mandate of the said program, however, are something to be alarmed of.

We need more military power, pro-ROTC Filipinos say

The decades-long civil war between the Philippine military troops and terrorists in the Southern part of the archipelago urges many to support the mandatory ROTC to senior high school and college students. 

A 2019 Pulse Asia survey on Filipinos showed that 1,440 out of 1,800 are in favor of the implementation of ROTC. Meanwhile, 207 respondents disagreed with the proposal.

Geopolitical tension between Philippines and China, as well, instills fear of war rooting the highly-contested West Philippine Sea. The World Bank Data records Beijing’s value of active military personnels at 2,695,000 in 2018, as Manila fell short with 153,350.

Secretary Delfin Lorenzana of the Department of National Defense (DND) expressed support to the Mandatory ROTC following vice presidential aspirant Sara Duterte’s calls for obligatory military service of Filipinos 18 and above.

"We in the DND support the mandatory military service of 18-year-old Filipinos. There are several advantages: First, the military will have a ready and steady trained pool of reservists to defend the country and do HADR (humanitarian assistance and disaster relief) work; second, the training and discipline that they will acquire will make them better citizens; third, service to the country will be inculcated in them," says Lorenzana.

Issues surrounding the mandatory program

The supposed mandatory program was made compulsory after a student of University of Santo Tomas (UST) Mark Chua was kidnapped and killed for exposing corruption behind the ROTC.

Chua with his fellow cadet, Romulo Yumul, disclosed ROTC anomalies on The Varsitarian titled “Struggle Against the System” in its Feb. 21, 2001 issue.

Chua and Yumul formally filed a complaint against corruption surrounding the UST-ROTC, a ground for the relief of Maj. Demy Tejares.

Mark Chua was found lifeless in Pasig River on March 18, 2001 after the story was published. In 2004, ROTC cadet Arnufo Aparri Jr. was found guilty of killing Chua.

Ever since, college students were free to choose between ROTC, Literary Training, and Civil Welfare Training System through the Republic Act 9163, or the National Service Training Program Act of 2001.

Opposition solons resist proposals of reviving the mandatory ROTC as it will “violate their constitutional right,” add expenses to parents and students by buying costly uniforms, and “only teaches obedience to abusive ROTC officials.”

Ipapakita at ipaliliwanag sa papel ang mga datos na nakolekta ng mga mananaliksik batay sa mga isinagawang surbey at interbyu. Base sa resulta, dominante ang nagpakita ng positibong pananaw ukol sa layunin ng programa gayundin naman ang nagsaad na nais nilang magkaroon ng pagbabago sa sistema tungo sa mas episyente at produktibong pamamalakad laban sa anumang kabalukturan na maaring ipairal lulan nito. Sa tulong ng mga tapos nang pag-aaral hinggil sa paksa, ang mga mananaliksik ay patuloy na sasaliksikin, rerepasuhin at aaralin ang mga aspetong magpapatunay sa mga katanungan patungkol sa kabisaan ng programang ROTC bilang paghubog ng disiplina sa mga kadete nito sa Unibersidad ng Makati. MANILA, Philippines — More Filipinos favor the controversial proposal to reinstate the country’s mandatory Reserve Officers Training Corps program, according to a Pulse Asia Survey commissioned by Sen. Sherwin Gatchalian.

Gatchalian, chairman of the Senate panel on basic education, arts and culture, on Tuesday disclosed the results of the poll – conducted from March 15 to 19 – which showed that 78 percent of 1,200 Filipino respondents above the age of 18, and not necessarily students, are for the reimposition of compulsory ROTC.

Of this figure, 43 percent “strongly agree” while 35 percent “somewhat agree” with the proposed measure.

Instilling discipline and responsibility to the youth emerged as the top reason among the respondents who support mandatory ROTC.

Other justifications as to why they are backing the ROTC bill are the following:

  • To train students so they are prepared to defend the country – 60 percent
  • To teach or develop leadership skills to the youth – 59 percent
  • To teach the value of teamwork to the youth – 52 percent
  • To improve the youth’s level of physical fitness – 40 percent
  • To make young people patriotic – 35 percent

Fears block support for mandatory ROTC

Pulse Asia further found that 13 percent of the respondents reject the mandatory ROTC proposal – seven percent firmly oppose it, while six percent “somewhat disagree” with it.

Fears of an increase in cases of hazing, abuse, and harassment deter 75 percent of those who buck the bill, while 56 percent of them believe “it will just waste the time of the youth that should be dedicated to studying.”

Other reasons for those who oppose the ROTC bill are the following:

  • It becomes only an instrument of power for the leaders or officers – 44 percent
  • It’s an extra burden for students – 43 percent
  • It will only cause mental health problems for youth – 40 percent
  • There will be corruption in schools – 17 percent

According to Gatchalian’s office, Pulse Asia conducted the Ulat ng Bayan survey of 1,200 adult respondents, segregated into 300 from Metro Manila, Balance Luzon (or Luzon outside Metro Manila), Visayas, and Mindanao.

“Gender and urban-rural controls are provided in accordance with demographic projections for 2014 based on the 2010 National Statistics Office Census of Population,” they told reporters.

The senator’s camp further stated that the margin of error is ±3 percent at the nationwide level and ±6 percent at the local level.

Meanwhile, Octa Research political analyst Ranjit Rye told INQUIRER.net in a text message that the Pulse Asia findings “confirm the Octa survey results of last quarter.”

An uncommissioned poll conducted by Octa from October 23 to 27 last year found that 68 percent of adult Filipinos agree with the plan to make ROTC mandatory for those above 18 years old, while around 28 percent were against it.

Among the senators who had filed a bill to make the ROTC program obligatory again, Gatchalian previously said there is a “big chance” that the proposed measure will be passed in the 19th Congress.

In March, Sen. Ronald Dela Rosa elevated to the Senate plenary the proposal to restore mandatory ROTC for students in higher education institutions and technical-vocational institutions despite staunch opposition from fellow lawmakers and youth groups.

The murder of Mark Welson Chua, a University of Santo Tomas student who exposed alleged corruption in his school’s military training program, prompted the government to abolish obligatory ROTC in 2002. It became optional through the National Services Training Program Act of 2001.

But Dela Rosa, in his sponsorship speech, promised that enough safeguards – like grievance boards per ROTC unit – are in place in the proposed measure to avoid repeating the previous mistakes committed under the program.

Opinions regarding Mandatory ROTC

Just curious. I'm a grade 11 going on 12 student, and I'm a bit shaken about the possibility of the implementation of ROTC in my school next year. I know that the purpose of the ROTC is for patriotism and also to train the youth to become frontliners just in case yknow war is declared.

But I have read that it was removed 18 years ago because of the shady things that happened because of the ROTC, e.g. korporasyon, torture, sexual abuse, and even death (that one case that happened in UST).

So what are your opinions on this? And if bad things like that have happened before, who's to say that it won't happen again? And is this a part of the government's scheme to let facism legally reign by having military presence across all senior high schools, public and private, in the country? Or am I being paranoid lol

“Amid a crisis on student dropouts and mental health problems , Marcos’ solution is to add to the burden of students by forcing them to go under ROTC,” said Akbayan Youth, the Student Council Alliance of the Philippines and the Bukluran ng mga Progresibong Iskolar in a joint statement.

Marcos included making the ROTC mandatory as a priority legislative agenda in his first State of the Nation Address (SONA) on Monday, July 25.

“The aim is to motivate, train, organize and mobilize the students for national defense preparedness, including disaster preparedness and capacity building for risk-related situations,” Marcos said, drawing applause from lawmakers and other guests at the Batasang Pambansa

A voluntary college program designed to produce military reservists, ROTC  was previously implemented at the college level.

The government scrapped it in 2002 when an investigation on the 2001 murder of a University of Santo Tomas student found that he had exposed alleged corruption in the program.

The youth groups said Marcos’ focus on mandatory ROTC “shows that he is out of touch with the needs of the youth and students.”

“During the height of the pandemic, more than 4-million students dropped out of their schools. More than half of students reported that online classes have affected their mental health,” they said.

‘Rife with abuse’

For the Alliance of Concerned Teachers (ACT), mandatory ROTC is “not the answer to instill nationalism among the youth.”

“The problem is in the curriculum of the K to 12 itself, because it weakened the teaching of Filipino and Philippine history,” ACT said in a statement on Tuesday.

ACT is an organization composed of some 300,000 public and private school teachers in the country.

Marcos also said he wants a “careful review of the K to 12 curriculum,” but offered few details.

“And once again, I am not talking about history, or what is being taught. I am talking about materials that are necessary for effective teaching in this day and age,” said the President, who called for greater use of new technology in education.

Vice President and Education Secretary Sara Duterte earlier expressed hopes that Marcos would include mandatory ROTC in his legislative agenda.

In 2016 , her father, then-president Rodrigo Duterte, already included mandatory ROTC among his priority measures.He again asked Congress in 2019 to pass legislation reviving mandatory military training.

The House of Representatives  passed in May 2019 its version  of the measure, but the Senate did not. Some legislators argued that the program would expose students to corruption.

Duterte actually advocated for mandatory ROTC even before he became president, saying in 2015 that it could help augment government forces in the face of Chinese aggression in the disputed West Philippine Sea. He would later cite the potential to “instill discipline and patriotism among young Filipinos.”

The Vice President push for mandatory ROTC has also been met with criticism, with activist groups saying compulsory military service sends a strong message that “any dissent will be met with force.”
