As per CHED Memorandum Order No. 08 Series of 2019, CHED scholars are entitled only to one government-funded scholarship. Once you become a CHED scholar, you cannot avail of other government-funded scholarship programs such as DOST Scholarship and OWWA Scholarship. Meanwhile, there are no sections in the CHED Scholarship policies and guidelines that indicate restrictions on having a local government-funded scholarship. The Student Financial Assistance Programs (StuFAPs) of the Commission on Higher Education are intended for the students to establish and maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall be available to deserving students in both public and private institutions, especially the underprivileged. Below are some of the financial assistance that CHED offers to students both in public and private institutions.
The Full and Half Merit Scholarships programs under the Student Financial Assistance Programs(StuFAPs) are two of the scholarship programs offered by CHED. The Full and Half Merit Scholarship Program is a State Scholarship Program that is intended for graduating high school students with a general weighted average of at least 90% or its equivalent who must enroll in any recognized priority programs in private HEIs or State Universities and Colleges (SUCs) or Local Universities and Colleges with COPCs.
The Tulong Dunong Program (TDP) is intended for students with a general weighted average of at least 80% in the first three grading periods of the fourth year. This scholarship program can be availed by persons with disabilities (PWDs), solo parents and their dependents, members of cultural minorities, members of the hili tribe, and senior citizens. Scholars are entitled to receive a Php 15,000 financial assistance every school year.
The Study Now Pay Later Program is an educational loan intended to provide financial assistance to deserving students who are enrolled or to are enrolled in private HEIs.
The Tertiary Education Subsidy (TES) is intended for students who are part of households included in the Listahanan 2.0, ranked according to the estimated per capita household income based on submitted documentation of proof of income to be determined by the UniFAST Board. Some of the financial benefits of this scholarship program are allowances for books and other expenses, tuition, and other fees.
The Cash Grant to Medical Students Enrolled in State Universities and Colleges (GCMS-SUCs) is intended to provide tuition fee subsidy to medical students studying in any of the eight (😎 identified State Universities and Colleges (SUCs). CHED Scholarship AY 2022-2023 – StuFAPs aims to provide financial assistance to students who are enrolled in authorized public or private Higher Education Institutions (HEIs). This helps to ensure that education shall be accessible to all especially to underprivileged and deserving students. Qualified beneficiaries shall enroll or must be currently enrolled in any CHED priority courses as per CMO No. 1 s. 2104 and shall receive financial assistance amounting to Php 15,000 to Php 30,000 per semester whichever program an applicant qualifies.
The Commission on Higher Education (CHED) has announced that applications for the CHED Scholarship Program (CSP) for incoming first-year college students for Academic Year (AY) 2022-2023 have been “temporarily” suspended.
In a social media advisory, CHED stated that the suspension is an “offshoot of budget inadequacy” in the Commission’s Fiscal Year (SY) 2022 budget for Student Financial Assistance Programs (StuFAPs).
Applicants must meet all the qualifications below to qualify for the CHED scholarship program.
* In highly exceptional cases where income exceeds PhP400,000.00, an applicant must present a written certification or medical findings of illness of a family member, or school certifications of two or more dependents enrolled in college.
Here are the documents you need to submit when applying for the CHED’s student financial assistance program. Prepare scanned copies of the required documents in PDF format. Your region might require you to upload the documents or submit your documents through email or through personal appearance.

Benefits of a ched scholar.
The financial assistance to CHED Scholars shall cover tuition and other school fees (TOSF) plus stipend which shall be released directly to the scholars or through HEIs per semester of a given academic year until the completion of the degree program. The breakdown of the financial assistance, depending on the type of scholarships awarded, are as follows:
For participating HEIs with trimester or quarter system, the total amount of financial assistance stated in the above diagram (12.1, 12.2) shall be distributed proportionately depending on the type of scholarship availed.
As a CHED scholar, you must enroll in recognized priority programs of Private Higher Education Institutions (PHEIs) or State Universities and Colleges (SUCs) / Local Universities or Colleges (LUCs) with Certificate of Program Compliance. You must be a regular student and maintain a GWA of at least 85% or equivalent if you are a full scholar or 80% or its equivalent if a half scholar. Failure to maintain the GWA is a ground for termination of the scholarship grant. However, you can file an appeal to the CHEDRO for consideration, within 15 days from notice of the GWA. If you intend to transfer to another HEI or shift to other recognized or authorized priority programs, you must secure written approval of the concerned CHEDRO before doing so.

Through this program, CHED aims to provide educational support to deserving students with financially challenged parents or guardians.
Additionally, it was created to help indigent and homeless citizens, persons with a disability, senior citizens or solo parents, and their dependents to get a degree that will improve their current situation.
Also known as the Student Financial Assistance Program (StuFaps), incoming freshmen and college-level students are encouraged to apply to this program as they will be given financial support that amounts to P15,000 to P30,000 per semester.
This financial support can be used on CHED priority courses once they meet the criteria.

Note that to avail of a full scholarship, an applicant is required to have a 90% general weighted average (GWA). On the other hand, an enrollee is required to have an 85% GWA to enjoy partial grants.

Yes, you can secure an education loan to study abroad at Fulbright. Education loans are of two types- Collateral and non collateral. Collateral includes either: Immovable property – a house or a flat or land (or) liquid security – an FD, or LIC or shares or bonds. Agricultural lands are not accepted by any bank for education loan.

Commission on Higher Education 2
One of the programs of the Commission on Higher Education (CHED) this year is the CHED Merit Scholarship 2024 for deserving students.
The CHED Merit Scholarship Program (CMSP) is a government-funded scholarship aimed at supporting academically talented students, especially those who belong to the following special groups:
For last year (2023), there are 13,455 slots. For this year 2024, our staff is still waiting for the official announcement from CHED for the available slots. The application is now ongoing and will end on July 15, 2024 .

The student-applicants shall submit any of the following documents ( whichever is applicable):
Note: For applicants belonging the special group of persons such as the Underprivileged and Homeless Citizens under RA 7279, Persons With Disability (PWDs) under RA 7277, Solo Parents and/or their Dependents under RA 8972, Senior Citizens under RA 9994, and Indigenous People under RA 8371, shall submit certifications and/or Identification Cards (IDs) issued by the appropriate offices or agencies.
Students should enroll in any of the Priority Courses identified by CHED .
1. Prepare the complete documentary requirements
2. Scan the documentary requirements clearly.
3. Send the application and documents ONLINE to your respective CHED Regional Office ( click the link for list of Online Application for each Region ).
Note: All submission should be addressed to CHEDROs based on point of origin.
