The Internal Revenue Service (IRS) will send a notice or a letter for any number of reasons. It may be about a specific issue on your federal tax return or account, or may tell you about changes to your account, ask you for more information, or request a payment.

You can handle most of this correspondence without calling or visiting an IRS office if you follow the instructions in the document.

What do I need to know?

The IRS sends out letters or notices for many reasons. Generally, it’s about a specific issue with a taxpayer’s federal tax return or tax account. A notice tells a taxpayer about changes to his/her account. Your notice or letter will explain the reason for the contact and give you instructions on how to handle the issue.

It is important to mention that NOT all letters and notices that you receive from the IRS are necessarily bad.

In certain circumstances, the IRS may send you a letter or notice communicating the fact that there was a math error and the IRS has corrected it in your favor. Under these circumstances, you may not be required to take further action. In other situations, the IRS may need you to send them information about an item reported on your tax return. Also, the IRS may be notifying you that you may be a victim of identity theft or that you have an unpaid tax obligation.

New Way for Taxpayers to Request Notices in Alternative Media Formats

Beginning in 2022, taxpayers who are visually impaired and other taxpayers with disabilities can complete IRS Form 9000, Alternative Media Preference , to elect to receive IRS tax notices in Braille, large print, audio, or electronic formats. Taxpayers have the option to e-file IRS Form 9000 with their tax return, mail it as a standalone document to the IRS, or call 800-829-1040 to choose their preferred format. Forms 9000 submitted separately from tax returns should be mailed to the following address:

Accessibility Helpline

An IRS Accessibility Helpline is now available to answer questions related to current and future accessibility services and alternative media formats available to taxpayers with disabilities. Calls will be routed to a voice messaging system. An accessibility specialist will return the call within two business days. Taxpayers can reach this service by calling 833-690-0598.

Note: It is important to know that the IRS Accessibility Helpline does not have access to your IRS tax account. For assistance with matters related to your IRS tax account, first refer to your notice for contact information and then visit our Get Help Topics or Taxpayer Roadmap for more resources.

What should I do?

Before you proceed, check where the notice came from.

The first thing to do is to check the return address to be sure it’s from the IRS and not another agency.

If it’s from the IRS,  the notice will have instructions on how to respond. If you want more details about your tax account, you can  order a transcript .

If it’s from another agency , such as a state tax department, you’ll need to call that office for an explanation.

If the  letter is from the Department of the Treasury Bureau of the Fiscal Service , these notices are often sent when the IRS  takes (offsets)  some or part of your tax refund to cover another, non-IRS debt. The Bureau of the Fiscal Service only facilitates the transfers – it won’t have information about your IRS account or where the money is being sent.

Understanding your Notice

IRS notices and letters are numbered and provide contact information for questions. Both are usually shown in the upper right corner. The notice or letter will explain the reason for the contact and give instructions on how to handle the issue.

If you’ve received a letter or notice from the IRS, the first step is to determine exactly what the IRS is attempting to communicate to you. In other words, you should read the letter or notice carefully and assess its contents. To better understand the purpose of the letter or notice, you’ll need to identify the letter or notice number, which is located in either the top or bottom right-hand corner of the letter or notice preceded by the letters CP or LTR.

Once you’ve found the CP or LTR number, you can proceed to IRS’ Notices & Letters Search , which is a look-up tool for both individual and business taxpayers. The second step is to follow the instructions on the notice or letter if you disagree with the information. You can call the IRS at the contact phone number located in the top right-hand corner of the notice or letter. Also, you can write to the IRS at the address on the notice or letter. The timeframe for the IRS to respond to your written communication is provided on the notice or letter.

Converting your notice or letter to an alternative media format

If you’ve already received a notice or letter in print format and prefer it in an alternative media format, such as Braille, large print, audio, or electronic format, you can choose one of the three methods below to request it in an alternative media format:

  • Call the IRS tax assistance number at 800-829-1040.
  • Fax your notice and a cover sheet to: Alternative Media Center (AMC), at 855-473-2006. On the cover sheet, write “Alternative Media Format” at the top and include your name, address, daytime phone number and your preferred alternative media format.
  • Mail your notice with a note stating your preferred format (Braille or large print) to: Internal Revenue Service, Alternative Media Center, 400 N. 8th St. Room G39, Richmond, VA 23219.

It will take up to 15 business days for the IRS Alternative Media Center to convert your notice to your preferred format and mail it back to you.

Languages other than English

Taxpayers can complete Form 1040 Schedule LEP, Request for Change in Language Preference , to receive written communications from the IRS in one of twenty languages of your choice. Follow the LEP instructions and file the schedule with your tax return. Once processed, the IRS will be able to determine your translation needs and provide you translations when available.

There are a few main categories for  notices:

Informational notices

Claiming certain tax credits and other interactions with the IRS may lead the IRS to send you a notice. Most of the time, they are just for your records and you don’t need to reply.

Notices about changes to your tax return or account

The IRS may have already made a change or be looking at your return to see if there was a mistake. The notice will have instructions on if or how you need to reply.

Some common notices of a change:

  • An  incorrect return , where you made a mistake
  • Underreporting income , where it’s possible you didn’t report all your income
  • You are  being audited  or the IRS has already audited you and is proposing changes

Notices where the IRS says you owe taxes

If you have a balance on your tax account, you’ll get a notice letting you know how much you owe, when it’s due, and how to pay.

If you can’t pay the full amount by that date, you need to figure out what  payment options  might work for your situation, and act to set up a payment plan or other way to pay off your balance.

What if I want to talk to someone about the notice?

Each notice should include contact information . Some phone numbers on letters or notices are general IRS toll-free numbers, but if a specific employee is working your case, it will show a specific phone number to reach that employee or the department manager.

If you’ve lost your notice, call one of the following toll-free numbers for help:

  • Individual taxpayers: 800-829-1040 (TTY/TDD 800-829-4059)
  • Business taxpayers: 800-829-4933

You can resolve most notices without help, but you can also get the help of a professional – either the person who prepared your return, or another tax professional.

Regardless of the situation you face, you should never ignore a notice or letter from the IRS. It’s important that you address the situation appropriately and in a timely manner by the specific date shown on the notice or letter. Failure to comply, could negatively impact your tax account and/or your rights as follows:

  • increase in additional interest and penalty charges for late response and/or providing incomplete information
  • loss of your appeal rights (rights to challenge) if you don’t agree

This article will discuss what a fax cover sheet is, what should be included in it, and how to use templates for creating customized sheets.  

What is a Fax Cover Sheet? 

A fax cover sheet is a formal document used to inform the person who receives the fax of the specific recipient the fax is meant for.

The cover sheet should include basic identification information for the sender and the recipient, such as their names or company names, fax numbers, dates, and the number of pages of the fax. It serves as a way to introduce the faxed document, providing important details to the recipient about who the fax is from, who it is intended for, and what it contains.

It may also include instructions for the recipient, such as a request for confirmation of receipt , urgent or confidential markings, or other special instructions.

Why is Fax Cover Sheet Needed? 

A fax cover page is helpful in various ways. Besides alerting a person that the fax is for them or a specific person, a cover sheet serves other purposes. It indicates the exact number of pages sent by the sender. This allows the recipient to confirm that all of the sent pages were received by the recipient.

The sheet can also relay specific instructions, such as “urgent” or “confidential,” related to the fax. This prompts the recipient to take the necessary steps in such cases and ensure the purpose of the fax is effectively achieved. 

A template can be used to optimize the workflow in a company where many faxes are sent daily. When sending a fax, using a template will enable you to create the sheet more quickly by simply entering the required data.

What is Included in the Fax Cover Sheet?

A cover sheet includes basic information about the sender, recipient, and fax. Some of the information that can be included in a fax cover page includes:

Names 

The sender’s and recipient’s names should appear on the cover sheet. This way, it may be clear who sent the fax and the intended recipient. The names should be correctly written to avoid any confusion. 

Fax numbers

A fax number is also needed in the fax cover—one from the sender and another from the recipient. The recipient can use the sender’s fax number to reply to the initial fax if they have a response or questions about the sent fax.

Telephone numbers

The telephone numbers of the recipient and the sender should be included for several reasons. Firstly, having the sender’s number further verifies the fax. Secondly, the telephone numbers can be used to trace and get the fax to the appropriate person if the recipient’s name has an error.

This way, if there are any problems with sending the fax and it is misplaced or lost, it will still be possible to determine who sent it to whom. Finally, the numbers can also be used for future correspondence between the parties.   

Number of pages 

The number of fax pages should be included to inform the recipient how many pages they should expect the fax to have. This way, there will be no confusion in the recipient’s office regarding whether the fax was received in its entirety or not. This also helps to avoid sending duplicate pages and receiving incomplete faxes. Technical problems with the fax machine can cause these outcomes. It should be noted that the cover sheet counts as a page.

If the fax is five pages in length, there are six total pages.  

A cover sheet should mention the subject of the fax. It should be a single line. The subject line lets the recipient know what is discussed in the fax before they read it. It should provide enough information to entice the recipient to read the line, but not so much that the contents of the fax become irrelevant.   

The fax date should also be included on a cover sheet. This must be the date when the fax was sent. The date is vital, as it can be referenced if any issues arise. For example, if there are any delays in receiving the fax due to technical problems, the date can be referenced to determine when the fax was sent. This can be imperative where deadlines are to be met because the date will show when the fax was sent to prove the delay was because of a technical issue. 

Instructions

Instructions can be included to guide the recipient in handling the fax. The instructions can include what actions the recipient should take regarding the correspondence.

The following are simple instructions that can be added to the cover sheet:

  • Urgent: It is also important to note whether the fax needs to be returned. If there is urgency, a note should remind the recipient that they should handle it promptly. 
  • For review: The cover sheet should inform the recipient if they are to review the correspondence and offer feedback regarding its content. This is crucial to ensure that the intended recipient receives the fax and that its goals are met.
  • Please comment: A comment typically refers to a written remark, observation, or feedback that the recipient provides in response to the fax or its contents. This can include any additional information, clarification, or feedback that the recipient wishes to provide related to the faxed document.
  • Please reply: A “reply” typically refers to a response or answer to a specific request or question made by the sender in the fax or its contents.

The fax cover also contains a comments section where further instructions can be provided. The section can also outline additional details that clarify the purpose of the fax. This section is structured as a letter. It begins with addressing the recipient by name, writing a short message before closing with a signature. 

When there is a need for secrecy or confidentiality, a note should be included on the fax cover that states “CONFIDENTIAL.” The note should strictly prohibit sharing the document with anyone else in the office. IRS Tax Tip 2022-141, September 14, 2022

When the IRS needs to ask a question about a taxpayer's tax return, notify them about a change to their account, or request a payment, the agency often mails a letter or notice to the taxpayer. Getting mail from the IRS is not a cause for panic but, it should not be ignored either.

When an IRS letter or notice arrives in the mail, here's what taxpayers should do:

Read the letter carefully.  Most IRS letters and notices are about federal tax returns or tax accounts. Each notice deals with a specific issue and includes specific instructions on what to do. A notice may reference changes to a taxpayer's account, taxes owed, a payment request or a specific issue on a tax return. Taking timely action could minimize additional interest and penalty charges .

Review the information.  If a letter is about a changed or corrected tax return, the taxpayer should review the information and compare it with the original return. If the taxpayer agrees, they should make notes about the corrections on their personal copy of the tax return and keep it for their records. Typically, a taxpayer will only need to take action or contact the IRS if they don't agree with the information, if the IRS requested additional information, or if they have a balance due.

Take any requested action, including making a payment . The IRS and authorized private debt collection agencies do send letters by mail. Most of the time, all the taxpayer needs to do is read the letter carefully and take the appropriate action or submit a payment .

Reply only if instructed to do so . Taxpayers don't need to reply to a notice unless specifically told to do so. There is usually no need to call the IRS. If a taxpayer does need to call the IRS, they should use the number in the upper right-hand corner of the notice and have a copy of their tax return and letter.

Let the IRS know of a disputed notice.  If a taxpayer doesn't agree with the IRS, they should mail a letter explaining why they dispute the notice. They should send it to the address on the contact stub included with the notice. The taxpayer should include information and documents for the IRS to review when considering the dispute.

Keep the letter or notice for their records . Taxpayers should keep notices or letters they receive from the IRS. These include adjustment notices when an action is taken on the taxpayer's account.   Taxpayers should keep records for three years from the date they filed the tax return.

Watch for scams.  The IRS will never contact a taxpayer using social media or text message. The first contact from the IRS usually comes in the mail. Taxpayers who are unsure whether they owe money to the IRS can view their  tax account information  on IRS.gov.

Quickly.  Do not blow these off or think you can beg for forgiveness after a deadline has passed.  The IRS can be compassionate (really!), and will typically extend all deadlines only if you contact them and explain your situation.

To the IRS’s credit, they provide very detailed list of options and steps to take for each option.  Follow the instructions closely.  You can always have us look at it for you as well.

Here are some general rules in responding to the IRS-

Be Prompt: As mentioned before, timely responses are essential.  While the IRS gives you generally 30 days to respond to initial notices, if you wait to the very last minute to send in your documentation there is a good chance that correspondence will get crossed in the mail.  Make this is a priority.

Send 100%: When you mail or fax information to the IRS, ensure that you have completely responded to the entire letter or notice.  Do not send some information today while you gather up other information later.  If you send two partial responses to the IRS, the chances of the same processor getting both pieces of your tax puzzle are very low.  Request an extension for your response.  Be patient, yet punctual, and send everything required at once.  Fax or mail, pick one.  If mailing documents, use a certified mail service.

Send Copies: Never ever send originals.  The IRS might lose your documentation, and they certainly won’t mail it back.

Don’t Overshare: Only send what is asked for.  Don’t overshare with the IRS but at the same time don’t send a riddle.  If you make the processing agent’s job a little bit easier, they might make your life a little bit easier.  When they ask for your favorite color, don’t respond with pizza.

Fax: When you fax your information, write your name, social security number and tax year on the bottom of each page.

If you’ve been examined for the same item in the preceding two tax years and both audits resulted in a no change result, you can notify the IRS of this fact and that particular element of your impending audit will be removed.

If you are filing bankruptcy or have already filed for bankruptcy, then you are required to inform the IRS.  Things such as collections, liens and levies have new rules once the taxpayer has filed for bankruptcy.

The IRS can also contact other people such as a neighbor, bank, employer or employees.
