This project integrates the current drinking water infrastructure. Mission Bhagiratha provides the entire state with clean drinking water every day at an estimated cost of more than Rs 43400 crore. As a result, Telangana is the only state in the union to offer every home sufficient cost-free access to clean drinking water. The project also preserves up to 10% of its water supply for industrial use, which will encourage job creation and economic expansion.

Mission Bhagiratha also created history by providing Telangana with clean, fluoride-free drinking water. By switching from using groundwater for drinking to using surface water, the initiative is also expected to assist in restoring the groundwater level to its former state. I try to reduce water usage and conserve water as much as possible because water is a finite resource. While brushing my teeth, I turned off the tap. W hile everyone recognizes that water is “essential to all life”, including humans, it is often taken for granted, at least by those who have easy and affordable access to a safe and abundant water supply. As a result, it is frequently misused, polluted or wasted. Giving “value” to water is a way to better recognize its importance—to us as individuals, but also to societies and the environment from which it comes and to which ultimately returns.

But what does “value” mean in this context? What is water “worth”? These are the main questions addressed in the 2021 edition of the United Nations World Water Development Report (WWDR 2021). 1

The current status of water resources highlights the need for improved water resources management. Recognizing, measuring and expressing water’s worth, and incorporating it into decision-making, are fundamental to achieving sustainable and equitable water resources management and the Sustainable Development Goals (SDGs) of the United Nations 2030 Agenda for Sustainable Development.

While the term “value” and the process of valuation are well defined, there are several different views and perspectives on what value specifically means to various user groups and stakeholders. So, the question “value to whom?” is also a critical one. There are different methods for calculating value and different metrics to express it. The question of how value can be determined thus becomes fundamental. As described throughout WWDR 2021, the terms “price”, “cost” and “value” are by no means synonymous. Whereas the first two are easily quantifiable from a primarily economic, monetary-based perspective, the notion of value encompasses a much broader set of often intangible benefits. While monetary valuation is arguably easier than most other approaches, and has the advantage of using a common metric by which values of different uses can be quantitatively compared, it can lead to the undervaluation or exclusion of benefits that are more difficult to monetize.

WWDR 2021 groups current methodologies and approaches to the valuation of water into five interrelated perspectives: valuing water sources , in situ water resources and ecosystems; valuing water infrastructure for water storage, use, reuse or supply augmentation; valuing water services , mainly drinking water, sanitation and related human health aspects; valuing water as an input to production and socioeconomic activity , such as food and agriculture, energy and industry, business and employment; and other sociocultural values of water , including recreational, cultural and spiritual attributes.

Differences in the way water is valued not only exist between stakeholder groups but are widespread within them. These divergent perspectives on water value and the best ways to calculate and express it, coupled with limited knowledge of the actual resource, present a challenging landscape for rapid improvements in valuing water. It is, for example, practically impossible to quantitatively compare the value of water for domestic use, the human right to water, customary or religious beliefs, and the value of maintaining flows to preserve biodiversity. None of these should be sacrificed for the sake of achieving consistent valuation methodologies. While the often-intangible nature of some sociocultural values attributed to water regularly defies any attempt at quantification, such values can nevertheless be regarded among the highest ones.

Furthermore, efforts to value water are likely to suffer from some level of bias, even when unintentional, on the part of those directly involved in valuation processes, as the perception of the values attributed to water and its related benefits can be highly subjective. The fundamental question about value is then (as mentioned above) "value to whom?". Valuations often tend to target specific beneficiaries, while other stakeholders may benefit less or even be negatively impacted.

As described in WWDR 2021, good water governance recognizes multiple values and the active participation of a varied set of actors. The use of multi-value approaches to water governance entails acknowledging the role of values in driving key water resources management decisions as well as a call for the active participation of a more diverse set of actors, leading to better integrated and equitable decision-making.

The political will to consider all value sets for water, and to then act on that basis, is critical, necessitating the transformation of political processes and a redistribution of power and voice through the building of public awareness and pressure for change. Addressing conflicting views and overseeing potential trade-offs are among the greatest challenges to water management. Various water use sectors, from water supply, sanitation and hygiene, to agriculture, energy, industry and the environment, stand to benefit over the longer term from an improved integration of the values of water across the full development cycle, from planning through to improved efficiencies, adaptive management and monitoring. But in the near term, there will be trade-offs and a need for adjustments through a set of controls and incentives for certain sectors to use water more efficiently in particular instances. The initial phases of water resources planning and infrastructure design present considerable but underused opportunities for introducing various aspects of water’s value.

Once identified through stakeholder processes of engagement and empowerment, acknowledging the various aspects of water’s value can help ensure their equitable treatment in subsequent stages of water management. Similar opportunities to further address trade-offs exist in later stages of decision-making. In the short term, not all sectors will benefit every time, and some sectors, if not all, will need to adapt in response to the different values of water.

The 2030 Agenda for Sustainable Development emphasizes the integrated nature of development and the need to balance economic, social and environmental considerations, as well as the need to mitigate trade-offs and maximize synergies between the SDGs and their policy domains. Recognizing and embracing water’s multiple values is essential to finding mutually supportive solutions across the majority of the Goals.

Water resources are sources of water that are useful or potentially useful to humans. Uses of water include agricultural, industrial, household, recreational and environmental activities. Fresh water is a renewable resource, yet the world’s supply of clean, fresh water is steadily decreasing.

Water demand already exceeds supply in many parts of the world and as the world population continues to rise, so too does the water demand. Water being a prime natural resource, a basic human need and a precious national asset, its use needs appropriate planning, development and management.

World oceans cover about three fourth of earth’s surface. According to the UN estimates, total amount of water on earth is about 1400 million cubic kilometers (M km 3 ) which is enough to cover the earth with a layer of 3000 meters (m) depth.

However, the fresh water constitutes a very small proportion of this enormous quantity. About 3 per cent (2.7%) of the total water available on the earth is fresh water of which about 68.7 per cent lies frozen in polar regions and another 30.1 per cent is present as groundwater. The rest is available in lakes, rivers, atmosphere, moisture, soil and vegetation (Fig. 7.1).

About 110, 000 km 3 precipitate annually on earth’s surface. Around 60 per cent (61,000 km 3 ) evaporates directly back into the atmosphere, leaving 49,000 km 3 flowing towards the sea. At present, only 3,400 km 3 are withdrawn for use and annual water use per capita among different countries of the world varies from less than 50 m 3 to more than 1,000 m 3 .

World water resources as reported by the Central Water Commission, Government of India have been summarised in Table 7.2.

The 2030 Water Resources Group formed in 2008 to provide insights into emerging world­wide water resources in its report ‘charting our water future’ issued in 2009 provided a candid fact based integrated assessment of the global water situation over the next two decades.

Globally, current withdrawals of about 4,500 km 3 exceeded the availability of about 4,200 km 3 . By 2030, the demand is expected to increase to about 6,900 km 3 , with a slight drop in availability to 4,100 km 3 . Thus, by 2030, a global deficit of 40 per cent is forecast.

For India, the annual demand is expected to increase to almost 1,500 km 3 against a projected availability of 744 km 3 , a deficit of 50 per cent. The report admits unavoidable uncertainties in these estimates. As an independent check, an alternative prospective merits consideration.

The presences of these pollutants always have the effect of destabilizing the ecological balance of the water (Feldman, 1995).

The management of these water resources is a very precarious and complicated. This process requires a careful balance of both ecological and economical considerations. The management plan will include the introduction of laws to curb the water pollution and preservation of fish resources. The laws will have to outlaw uncontrolled dumping and release of industrial effluents in the water.

The law should also set limits to the fishing practice the fishermen will have to use. This will include limiting of fishing licenses and setting limits to the size of fishing nets the fishermen will have to use and set limits the amount of fish the fishermen can be allowed to catch. The law should also carry stiff penalties to whoever found in violation of the environmental water laws.

Another management policy can be the introduction of an economic policy where the person responsible for the pollution to be made to pay for the cost of cleanup. This will mean that fishermen and other stake holders will have to take out insurance covers to cover their practices. Even consumers who use paper bags will have to pay for them.

Finally, the recycling of most materials that find their way to the water resources can go a long way in trying to manage the resources. Recycling of waste and purification of sewage waste should be encourages to avoid toxic wastes spilling up in the water.

The effects of the management will be received in different ways by both environmentalists and fishermen. To fishermen the proposal to recycle and reduce the waste effluents will be take positively as it will mean the increase to the number of fish but the proposal to introduce laws to enable the efficient sustainable of resources will be received negatively by the fishermen.

This is because the laws seek to limit the size of the nets and the amount of fish each fisherman can catch. In addition, by limiting on the number of fishermen it will result in the increase in the price of fishing licenses.

On the other hand, the environmentalists will take the introduction of the laws and the other management process positively (Feldman, 1995). This is because all these measures will lead to the protecting the water resources as well as allowing the population of fish to flourish. This solution will have different effects to the community.

In terms of jobs, the number of jobs might reduce in the community due to the limit of the number of fishermen allowed in the water resources. It will also mean that all the industries that depend on fish like fishmeal factories and filleting plants will have to suffer.

On the other hand, due to the cleanup of the water resources, it will have a positive effect on the lifestyle on the community. The practicing of swimming and other sports safely done without the fear of catching water-borne diseases that might have affected the water resource users before the clean up.

Fishing can lead to the extinction of species due to the overfishing of rare kinds of fish and other protected kinds .In addition it can lead to the killing and capturing of unwanted water species.

This is because some fishing methods like trawling are indiscriminate on what they catch. Water animals like turtles and water snakes can be caught thus changing the balance of the ecosystem.

Finally, fishing method likes trawling involves the dragging of nets at the bottom of the water bodies. The nets can cause the scrapping the floor leading to the destruction of polyps which is an important source of food to the fish.

Although the water cycle helps replenish some amount of water sources, human activities are not helping it stabilize and distribute it evenly.

Our earth is 3 half water but we still face problems of water scarcity. This is because out of the water resources that can be found like the seas and the oceans only 2.5% is readily available for human consumption. Other water resources are either salty or not suitable for consumption. The water we can drink is known as freshwater. Freshwater can be found in sources like rivers, streams, glacial lakes, wells, etc. Water found here is drinkable and not harmful for humans and other animals. Freshwater comes from sources like mountains, underground water lakes, etc. This is an important resource that we must try and not pollute.

Without water, we cannot imagine our life. The scarcity of water resources will bring extinction to other animals and human races. Water is not only used by humans for drinking and maintaining their bodily systems but also for other purposes. We use water for irrigation, cleansing our bodies, washing our clothes, other equipment, and objects, manufacture other products, etc. It is very essential to run our daily life. So we can imagine the importance it carries for other animals and plants too. It is due to the presence of water and sunlight that the plants can produce fruits, products and give off O2, without it, we cannot survive too. In a way, it is all a cycle where one depends on another.

But there are cases where we can hear people dying from thirst and the lack of availability of water. This is mainly due to the climatic changes that occur. Climate change can all be traced back to human activities. Unmanaged industrialization and urbanization have massively reduced the quality of air, water, and soil. It has left them polluted where the quality of health decreases altogether. It also leads to change in weather patterns due to greenhouse effects and other activities. Loss of human settlement, lives of people and animals take place due to the weather changes as drought, floods occur. Ecosystems also change and most importantly, the water cycle.

Some places receive less while some places receive over rainfall too. People who depend on rainwater for farming are left helpless as they watch their crops dry away or drown in the heavy rainfall. Not only that lack of water resources can be seen in places that rely heavily on huge sources of water. Clean drinking water is required for the body to flush out unwanted wastes and keep fit. Bad water resources will degrade the health of the residents.

Proper thoughts must be given out for the management of water resources. Water demand already exceeds in most places of the world and with the current rate of depletion of water resources we can soon see scarcity of water everywhere. For this, plans and policies must be carried out to promote afforestation as it helps maintain the water cycle, absorb air pollution to some extent and keep the ecosystem running. Factory and home wastes should also not be dumped near water resources to keep them away from pollution and infestation. Water resources should be kept clean and activities such as washing clothes, toiletry should be avoided near them.  People should be kept aware of the growing scarcity of water and make them not wastewater, use alternatives like rainwater too. We can recycle water by using them in irrigation too.

Water resources are vital for the survival of human beings. We cannot live without it and it is the duty of the most intelligent species on Earth to be responsible for the pollution we’re doing and try and divert the oncoming crisis. We are responsible for other creatures on Earth too. Water should not be used extravagantly and pollution should be avoided. That way we can maximise the amount of time we have to think for better solutions like using sea water in factory amounts to produce clean drinking water for all.

Changing water conservation attitudes positively impacts water availability, study finds

The increased demand for clean water and its limited supply has made water management one of the most pressing challenges facing society today. Changing attitudes about water conservation could significantly impact water consumption and help address this issue, according to research led by Renee Obringer, assistant professor of energy and mineral engineering at Penn State.

The findings were published in the Journal of the American Water Resources Association .

Many factors including population growth, agricultural needs and land use change all contribute to an increased demand for water, especially in urban areas, Obringer said. Climate change and drought may also reduce the availability of water in some areas.

Water managers have primarily looked to solve increasing water needs by expanding or developing new water sources and supplies, such as enlarging reservoirs or extracting groundwater, but such solutions don't address the root of the issue.

According to Obringer, a socio-hydrology approach that accounts for how people influence water systems through their own consumption patterns is needed to understand the best way to manage stresses to the water system.

"It's important that we acknowledge the fact that humans play a role in our hydrological system," Obringer said. "Even in the farthest corners of the planet, things are changing because of us and how we use water. We wanted to see if an individual's decisions or water conservation attitude could impact the community's water availability and see what emerges if those attitudes are changed."

Previous socio-hydrology research assessed how socioeconomic status and end-use intentions influenced consumption, but consumer attitudes and social norms were excluded, as they confused predictive models , resulting in overpredictions or misrepresentations of the water system, Obringer said.

"In periods of drought, cities often encourage, possibly even mandate, reduced water consumption to help conserve the water supply," Obringer said. "However, without changing the underlying values, beliefs and attitudes associated with water conservation, it is unlikely that these initiatives will be successful, particularly in the long term."

With the understanding that attitudes influence behavior, Obringer and her collaborator—Dave White, director of the Global Institute of Sustainability and Innovation at Arizona State University—developed an agent-based model (ABM) to investigate the impact of water conservation attitudes on overall water availability in Phoenix. ABMs are computer models used to simulate real-world systems that are made up of individual units, like people, and their interactions with each other and their environment.

"The primary entities in our model are the agents, which represent households in the city of Phoenix," Obringer said. "Using results from a previous household survey conducted across three metropolitan areas in the Colorado River Basin, we considered the Phoenix households to belong in one of seven archetypal groups that have different attitudes toward water conservation and participation in conservation programs .

"Since the region is experiencing a decades-long megadrought , Phoenix residents were familiar with water conservation policies and drought situations."

The seven archetypes used to classify Phoenix households were: neutral, individualist, would-be-participant, concerned, participant, confident denier and disengaged. Participant and would-be-participant are similar archetypes in that they both recognize the need for conservation programs, but the "would-be-participants" stated that they did not know how to get involved. And, the researchers said, while their work was limited to Phoenix, the archetypes and model could be applied to other areas, provided the data was available.

"The power of dynamic ABMs is they can account for the changing relationships that occur between water systems, climate and consumption to capture the nuances in a modern society," Obringer said, noting that the agents' water conservation attitudes can drive changes in consumption and ultimately the system's behavior. "The static models used in the past work primarily as a snapshot in time and assumed that the relationships are stationary."

The team conducted more than 100 model runs to validate the model's accuracy before applying it to five hypothetical scenarios , which ranged from converting partial participants to full participants and "disengaged" to "concerned." They then conducted an additional 100 model runs for each scenario.

The researchers found the biggest effect on overall water availability occurred when the "would-be-participants" archetype converted into "participants." In one scenario, when half of the "would-be-participants" converted, there was a 4.5% increase in water supply—a significant amount according to the researchers.

The researchers suggested that a rebate program or educational campaign targeting renters could help encourage such conversion in the real world.

"Our results indicated that the best course of action was to focus intervention efforts on a subset of residents that recognize the problem but are unsure how to help," Obringer said. "These residents, the 'would-be participants,' are not only willing to participate in water conservation programs but are also among the most prevalent archetypes in Phoenix.

"This indicates that even getting a fraction of the households to shift archetypes can benefit the water system through increased supply."

Targeted campaigns have a high chance of success and are more likely to make a significant difference in the water availability, according to the researchers.

"The model doesn't show what policy or program would successfully persuade any specific group," Obringer said. "However, the ability to test scenarios and see what sort of groups or ideas are most worthy of targeting is invaluable in places where they're accounting for every gallon of water."

Obringer said she plans to build on the model, with the next step focused on incorporating predicted climate models to see how different scenarios might play out in the future due to climate change . The goal is to eventually test demand management policies or additional variables such as predicted population growth.

"I think one of the critical things that we were see in these results is that, while individuals might not think that they can make any difference, all you need is a critical mass—and it doesn't necessarily mean a lot of people—working towards the same goal to change the outcome," Obringer said.

"That encouraging participatory, collective action can make an impact and hopefully lead to happier, healthier communities."

This study developed a stochastic bi-level programming-based water saving and trading planning model (SB-WSTM) for a water-scarce watershed. The link between socio-economic and water resources, as well as participation of government water-saving subsidy and water-saving irrigation facilities (sprinkler irrigation, micro-irrigation, low-pressure pipe irrigation) are considered. The SB-WSTM is applied to a real case of Dagu River watershed in Qingdao and solved in 25 water-saving scenarios. Through the construction of water-saving project and policy in water trading management system, the impact of water-saving strategies on water resources system is revealed, and the optimal water-saving scheme is obtained based on multi-criterion analysis. The results reveal that expansion of water-saving irrigation area leads to an increase in water-saving quantity; water-saving users transfer surplus water rights to high-return users, allowing them to gain water-saving benefits. Water-saving subsidy can modify the supply and demand dynamics, influencing water trading processes. The results also indicate that a high-efficient water-saving irrigation area rate of 70% and a subsidy at 50% of water-saving cost constitute the optimal water-saving scheme and should be recommended.
