ਰੱਖਾਂ ਦਾ ਸਾਡੇ ਜੀਵਨ ਵਿੱਚ ਬਹੁਤ ਮਹੱਤਵ ਹੈ। ਅਸਲ ਵਿੱਚ ਰੁੱਖ ਸਾਡੀ ਜ਼ਿੰਦਗੀ ਦਾ ਆਧਾਰ ਹਨ। ਰੁੱਖ ਸਾਡੀ ਜ਼ਿੰਦਗੀ ਦੇ ਹਰ ਖੇਤਰ ਵਿੱਚ ਕੰਮ ਆਉਂਦੇ ਹਨ। ਰੁੱਖ ਸਮੁੱਚੇ ਵਾਤਾਵਰਨ ਵਿੱਚ ਸੰਤੁਲਨ ਬਣਾਈ ਰੱਖਣ ਲਈ ਬਹੁਤ ਵੱਡੀ ਭੂਮਿਕਾ ਨਿਭਾਉਂਦੇ ਹਨ। ਇਹ ਰੁੱਖ ਹੀ ਹਨ ਜੋ ਸਾਡੇ ਲਈ ਨਿਰੰਤਰ ਆਕਸੀਜਨ ਪੈਦਾ ਕਰਦੇ ਹਨ। ਇਹ ਰੁੱਖ ਹੀ ਹਨ ਜੋ ਮੀਂਹ ਪੁਆਉਣ ਵਿੱਚ ਵੀ ਸਹਾਇਕ ਹੁੰਦੇ ਹਨ। ਰੁੱਖਾਂ ਤੋਂ ਪ੍ਰਾਪਤ ਲੱਕੜ ਅਣਗਿਣਤ ਕੰਮਾਂ ਵਿੱਚ ਵਰਤੀ ਜਾਂਦੀ ਹੈ। ਰੁੱਖਾਂ ਤੋਂ ਮਿਲਦੇ ਫਲਾਂ, hਆਂ ਜੜਾਂ ਤੇ ਫਲਾਂ ਦੀਆਂ ਗਿਟਕਾਂ ਤੋਂ ਕਈ ਕਿਸਮ ਦੀਆਂ ਦਵਾਈਆਂ ਵੀ ਬਣਾਈਆਂ ਜਾਂਦੀਆਂ ਹਨ। ਨਿੰਮ ਵਰਗੇ ਦਰਖ਼ਤ ਵਿੱਚ ਅਣਗਿਣਤ ਗੁਣਾਂ ਕਰਕੇ ਅਮਰੀਕਾ ਵਰਗੇ ਦੇਸ ਇਸ ਦਾ ਪੇਟੈਂਟ ਕਰਵਾਉਣ ਨੂੰ ਫਿਰ ਰਹੇ ਸਨ। ਵੱਡੇ ਰੁੱਖ ਪਿੱਪਲ ਤੇ ਬੋਹੜ ਪਿੰਡ ਦਾ ਸ਼ਿੰਗਾਰ ਬਣੇ ਹੋਏ ਹਨ। ਵੱਡੀਆਂ ਸੜਕਾਂ ਦੇ ਕਿਨਾਰਿਆਂ ‘ਤੇ ਲੱਗੇ ਰੁੱਖ ਜਿੱਥੇ ਮਿੱਟੀ ਦੇ ਵਹਾਅ ਨੂੰ ਰੋਕਦੇ ਹਨ, ਉੱਥੇ ਇਨਾਂ ਨੂੰ ਵੇਖਿਆਂ ਸੁਹਜਾਤਮਕ ਤ੍ਰਿਪਤੀ ਵੀ ਹੁੰਦੀ ਹੈ। ਪਹਾੜਾਂ ਉਪਰਲੇ ਰੁੱਖਾਂ ਦਾ ਤਾਂ ਕਹਿਣਾ ਹੀ ਕੀ ਹੈ ? ਕਤਾਰਾਂ ਵਿੱਚ ਲੱਗੇ ਅਸਮਾਨ ਛੂੰਹਦੇ ਚੀਲ ਜਾਂ ਦਿਆਰ ਦੇ ਰੁੱਖਾਂ ਨੂੰ ਵੇਖਣ ਦਾ ਆਪਣਾ ਵਿਲੱਖਣ ਨਜ਼ਾਰਾ ਹੈ। ਗੱਲ ਕੀ ਰੁੱਖਾਂ ਦੇ ਮਹੱਤਵ ਦੀ ਕੋਈ ਸੀਮਾ ਨਹੀਂ ਪਰ ਪਿਛਲੇ ਕੁਝ ਸਮੇਂ ਤੋਂ ਰੁੱਖਾਂ ਦੀ ਅੰਧਾ-ਧੁੰਦ ਵਢਾਈ ਨੇ ਇੱਕ ਬਹੁਤ ਹੀ ਗੰਭੀਰ ਸਮੱਸਿਆ ਪੈਦਾ ਹੋਣ ਦਾ ਸੰਕੇਤ ਦੇ ਦਿੱਤਾ ਹੈ। ਜਿਸ ਅਨੁਪਾਤ ਵਿੱਚ ਧਰਤੀ ‘ਤੇ ਜੰਗਲ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ ਉਹ ਘਟਣ ਨਾਲ ਪ੍ਰਕ੍ਰਿਤੀ ਦਾ ਸੰਤੁਲਨ ਵਿਗੜਨਾ ਸੁਭਾਵਕ ਹੈ।ਸੋ ਸਰਕਾਰ ਨੂੰ ਚਾਹੀਦਾ ਹੈ ਕਿ ਇਸ ਸਮੱਸਿਆ ਦੀ ਗੰਭੀਰਤਾ ਨੂੰ ਵੇਖਦਿਆਂ ਇਸ ਵੱਲ ਉਚੇਚਾ ਧਿਆਨ ਦੇ ਕੇ ਨਵੇਂ ਰੁੱਖ ਲੁਆ ਕੇ ਉਨ੍ਹਾਂ ਦੀ ਪੂਰੀ ਦੇਖਭਾਲ ਕੀਤੀ ਜਾਵੇ। ਰੁੱਖਾਂ ਦੀ ਨਜਾਇਜ਼ ਕਟਾਈ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਨੂੰਨ ਬਣਾਏ ਜਾਣ। ਅਜਿਹਾ , ਕਰਕੇ ਹੀ ਅਸੀਂ ਰੁੱਖਾਂ ਦੀ ਕੁਦਰਤੀ ਨਿਆਮਤ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਮਾਣ ਸਕਾਂਗੇ।

Flooding of Punjab: Facts and Reactions

Areas Affected

More than 300 villages and over 4,000 hectares of crops have been flooded severely since approximately August 16th, mainly in the Ropar, Jalandhar and Ferozepur regions. In Jalandhar alone, over 50 villages and 30,000 acres of crops have been flooded. Other districts affected include Ludhiana and Kapurthala.

What happened?

The River Sutlej – one of the five giving Punjab its name – flooded following heavy rain and the deliberate discharge of water into it from the Bhakra Nangal Dam. Officials say that water behind the dam (which holds back 324 billion cubic feet of water) had exceeded the critical safety mark. Chairman of the Bhakra Beas Management Board (BBMB), Devendra Kumar Sharma, gave a press conference in Chandigarh on Thursday. He said: ‘Keeping in view of the safety of the dam, we had to resort to controlled release of water.’ Water was released from 16th August to 19th August in increasing amounts as heavy rain continued to fall. Previous water releases in May and June had brought the water level down to 1604 feet by June 25th , 76 feet below the critical mark of 1680 feet. By August 17th however, the water level had risen to 1,681.33 feet.

What have Punjab authorities said?

Surinder Paul, Regional Director of the India Meteorological Department, said that heavy rain fell in districts near to the dam on 18th August. This would result in a large amount of surface run-off straight into the reservoir and raising water levels rapidly.

This is not the first time that deliberate water discharge has caused destruction. In 1988, a deliberate discharge of water from the dam killed at least 1,500 people and caused the total destruction of entire villages.

Punjab’s Chief Minister Captain Amrinder Singh has asked the central government for a relief package worth ten billion Indian rupees (roughly £114 million). The Congress Chief Minister criticised the BJP central government for the water release, while Sharma hit back saying: ‘We released only 40,000 cusec of water downstream, the 2.40 lakh cusec received by Punjab from various rivulets near Ropar actually flooded the entire state.’ 40,000 cusec is a flow of approximately one million litres of water per second.

The Sikh Response

As is the case with any international disaster, Sikh charities sprung into action almost immediately, including Sikh Relief (pictured above).

Your Seva Org , a Sikh aid charity that focuses specifically on Punjab (pictured in the main article image above), have stated the feeling on the ground is that there is a lack of ‘governmental support’  for those impacted, something echoed by images of Punjab locals remonstrating against what Indian government helicopters dropped off in some of the affected regions (see below).

Sikh charity Khalsa Aid International responded by sending teams of volunteers in Punjab to coordinate rescues and to provide food and water. They used boats to access flooded villages and stranded residents.

CEO and founder Ravi Singh issued a statement authorising the immediate release of £150,000 for initial aid relief. He gave a personal guarantee that ‘all funds raised for Panjab will be spent in Panjab’ .

In Bolewal village, which flooded after a bank on the Sutlej burst, Khalsa Aid teams arrived after government officials – who visited and took pictures – did not attempt to repair the bank. Three Khalsa Aid teams arrived to assess what was needed and fill sandbags.

The charity has warned that ‘hundreds have gone missing and untraced in 500 villages in these floods.’ Ravi Singh also criticised the lack of media attention on the flooding in Punjab.

‘After surveying the region, the need for cattle feed became abundantly clear,’ said Balwinder Singh of U.S, leading one of the first-responder teams in the villages of Anandpur Sahib. ‘In the wake of such a widespread disaster, it is critical to assess the needs of both human and animal life, as the flood has severely affected the local ecosystem on a massive scale. All forms of drinking water are completely contaminated and villagers are resorting to selling their cattle because they are unable to feed them. Due to this pressing need, our volunteers continue to chop fresh cattle feed where available and include this in our humanitarian aid kits for local residents.’

How did this happen?

Many Sikhs are highlighting the fact that Sikh dissent against the state is heavily linked against a refusal to grant Punjab its own water-control rights, something highlighted in the documentary ‘Final Assault’, available to view online .

Many Sikhs feel there was at the least incompetence due to neglect of Punjab which led to the flooding from the Bakhra Dam release, with many claiming there was no warning for it either .

Punjab floods: Three more casualties push death toll to 38

Punjab flood toll reaches 38 as heavy rains continue; over 26,000 people evacuated, 155 relief camps set up, and several houses damaged..

Punjab recorded three more deaths in the recent spell of downpour that left many districts in the state flooded, taking the toll so far to 38, according to official data released on Tuesday.

The latest casualties were reported in Fazilka, Sangrur and Bathinda districts. So far, the number of people injured stands at 15 while two are missing, it showed.

A total of 26,280 people have been evacuated from the waterlogged areas and taken to safer places. This includes 14,296 in Patiala, 2,200 in Rupnagar, 250 in Moga and 300 in Ludhiana.

As per the data, 1,432 villages in 19 districts — Tarn Taran, Ferozepur, Fatehgarh Sahib, Faridkot, Hoshiarpur, Rupnagar, Kapurthala, Patiala, Moga, Ludhiana, SAS Nagar, Jalandhar, Sangrur, SBS Nagar, Fazilka, Gurdaspur, Mansa, Bathinda and Pathankot — are affected by floods.

A total of 155 relief camps were operating in flood-hit areas and 3,828 people were staying in them.

The data showed 289 houses were fully damaged in flood-affected areas and 645 partially damaged.

Though the floodwaters have receded in many areas of Punjab and Haryana, authorities were still engaged in plugging breaches in Ddhussi bundhs (earthen embankments) that have come up along the Ghaggar.

Water entered many villages along the Ghaggar in Budhlada and Sardulgarh sub-divisions of Mansa district because of breaches in the earthen embankments.

The first breach occurred near Chandpura bundh in Budhlada and Rorki village in Sardulgarh on Saturday, officials said.

Two more breaches appeared on Monday in Jhande Khurd village and another in Rorki village in Sardulgarh of Mansa.

Because of the breach near Chandpura Bundh, the river water entered Gorakhnath, Birewala Dogra and Chak Alisher villages, and there were apprehensions other villages may get inundated as well.

The Mansa district administration has already set up several relief camps for the flood-affected people, the officials said, adding 28 families in Birewala Dogra were evacuated to the camps.

They said the overflowing Ghaggar river entered agricultural fields. Embankments were being built at Sadhuwala village, Phusmandi road and Mansa-Sirsa highway in order to prevent water from entering the Sardulgarh city areas.

Deputy commissioner Rishi Pal Singh said the district administration is monitoring the situation round-the-clock. The administration has already called in the army and a team of the National Disaster Response Force in Mansa.

Punjab cabinet minister Chetan Singh Jauramajra visited flood-hit villages of the Samana constituency in Patiala.

Jauramajra said chief minister Bhagwant Mann has issued directions to immediately commence a special survey to assess the extent of crop loss and other damage caused by floodwaters.
