In 2011, the Centre for Science and Environment (CSE) conducted a decibel survey which showed that Delhi had some of the noisiest roads in India. A new study  by a hearing test app, Mimi, too, confirms CSE’s findings. According to the study, which analysed data of 200,000 people in 50 cities across the world—including Delhi and Mumbai—worst noise pollution was reported in Delhi. More so, citizens of Delhi had the maximum amount of hearing loss proportionate to their age. Noise pollution in cities is directly linked to 64 per cent of hearing loss, said the study.

Zurich, Vienna, Oslo, Munich and Stockholm were ranked lowest in terms of hearing loss and noise pollution, according to the study done by the hearing test app. While Guangzhou in China reported the highest incidence of noise pollution, Delhi came second.

The results were calculated on the basis of noise pollution data from the hearing app—which tests participants’ hearing on the basis of their age and gender— the World Health Organization (WHO) and a report by SINTEF, a Norway-based research organisation. It also showed that residents of Vienna had the least amount of hearing loss proportionate to their age.

The CSE study had shown that the ITO intersection in Delhi saw noise levels as high as 106 decibels (dB) due to vehicular honking. However, the standard set by the Central Pollution Control Board is 50 dB for a silence zone and 55 dB for residential areas. The CSE study has said that India lacks monitoring capacity and data on noise. The lack of data, and hence, awareness, makes people complacent.

Health effects of prolonged noise exposure

According to a 2007 WHO estimate, almost six per cent people in India suffer from hearing loss. Prolonged exposure to noise above 60 dB can lead to irreversible Noise Induced Hearing Loss (NIHL). There are other serious health implications as well such as deafness, heart conditions, sleep disorders and cognitive impairment in children.

According to a 2011 WHO report, sleep disturbance and annoyance were the major components of health burden due to noise.

Diet can be a part of the solution

However, NIHL can be prevented by improving one’s diet. Dietary supplements rich in antioxidants can protect hair cells in the inner ear. Food rich in Beta-Carotene, Vitamin C and E, and magnesium protect from threshold shifts. Use of ear plugs and muffs is also recommended as a sound protective measure.

Some people may frown upon it, while others might nod their heads with their whole-hearted smile on their faces – no matter which category you belong to, as a person, especially as a person who must live in a neighborhood, the quality of the neighborhood has always been an important issue to be concerned about when you are looking for a place to live. For most people, the quality of the neighborhood is at the center of attention even more than the quality of the living spaces. As much as a good neighborhood can positively affect our mental and physical health and improve the quality of our lives, a bad neighborhood can increase anxiety among neighbors and can decrease their lives’ efficiency. Although there exist lots of problems that need to be solved in every neighborhood, noise pollution, no matter whether this noise is made by your neighbors or the surrounding environment, is with no doubt the most important issue in almost all neighborhoods. First, it is essential to investigate the reasons why noise is an important issue in almost every neighborhood and then explore the main contributing causes of the noise problem.

The first and also foremost reason why noise is an important issue in neighborhoods lies in the inevitable fact that noise pollution can have negative effects on our physical health. Living in a noisy area can affect the quality of people’s sleep, daily activities, and even general physical health factors. According to the International Program on Chemical Safety, “an adverse effect of noise is defined as a change in the morphology and physiology of organism that results in an impairment of functional capacity, or an impairment of capacity to compensate for additional stress or increases the susceptibility of the organism to harmful effects of other environmental influences” (Siano). Environmental noise exposure is responsible for a range of health effects, including increased risk of ischemic heart disease as well as sleep disturbance, cognitive impairment among children, annoyance, stress-related mental health risks, and tinnitus. This noise pollution becomes more important when we look at the noise level in residential neighbors where people spend most of their time.

For instance, “the health risks caused by noise pollution in high income European countries account for a loss of 1-1.6 million disability adjusted life years (DALYs) – a standard measure of healthy years of life lost to illness, disability, or early death” (Siano). Also, according to the World Health Organization (WHO), “noise pollution is one of the most dangerous environmental threats to health” (IBERDROLA). Moreover, according to the European Environmental Agency (EEA), “noise is responsible for 16,600 premature deaths and more than 72,000 hospitalizations every year in Europe alone” (IBERDROLA). Not only noise pollution can cause health issues for human, but it has a devastating impact on animals as well. According to the National Park Services (NPS) in the United States, “noise pollution has an enormous environmental impact and does serious damages to wildlife” (IBERDROLA). Most of the experts say that noise pollution can interfere with breeding cycles and rearing, and it is even hastening the extinction of some animal species. Therefore, noise pollution can not only affect mental health, but it can also affect our physical health.

Another reason, which is as important as the preceding one, if not more, is that noisy neighborhoods can substantively affect the efficiency of people’s work and their daily life activities. In the present day, the amount of noise in a living neighborhood becomes even more important since most of the people are forced to work from home due to the rules that companies made for their employees during the pandemic. To elucidate, the noisier a neighborhood is, the harder it becomes to concentrate on the activities that neighbors do, especially for the employees who work from home. The lower efficiency of activities will result in the lower efficient people in society. Moreover, the lower efficient people in society become more anxious and depressed as they see their activity outputs. Based on the report of the IKO Community Management survey, “48 percent of all survey takers said noise is number one complaint among the people who live in a neighborhood in large cities, whether this noise is from raucous late-night parties or opposite sleep schedules that result in one neighbor waking up the other” (IKO Community Management). As an illustration of the effect of noise pollution in the community that I live in, we always see struggling between the people who work at home during the day and the teenagers who play loud music and have parties at their apartment. Once, our neighbor, Larry, who is a programmer, complained to the community management office about George, a young boy who invites his friend to their apartment any time of the day to play loud music and laugh loudly. Larry told me, “it is important that people like George be aware of the rights of other people who live in the same area with them” (Pileggi). Therefore, noise pollution can affect our mental concentration level and efficiency at work.

After understanding the effects of noise on the neighbors, it is highly essential to explore the main contributing causes of noise. In comparison with ancient times when there were not many sources causing noise, these days, multiple different causes of noise exist. These causes can range from natural environment causes to human-generated causes. Although nature can make noises caused by animals and natural effects, human-generated noises are usually more dangerous and annoying. From a personal perspective, the most important three causes of noise that are also generated by humans are traffic and transportation noise, construction sites, and nightlife, though noise can come from a variety of other places as well.

Among these three sources of noise, I believe that the first and the most important cause of the noise is traffic and transportation noise. Without a doubt, we all live in homes that are close to at least one street or one alley. Living close to streets or alleys will cause being affected by the noise that is generated by passing cars. Moreover, some homes are close to bus stations or railroads, which means that people who live in these apartments suffer from louder noises generated by these huge public transportation facilities. According to the IBERDROLA, “a car horn produces 90 dB of noise and a bus produces 100 dB of noise.” On the basis of the World Health Organization’s (WHO) definition of noise, if we consider noise above 65 dB as noise pollution, this generated transportation noise can have a negative effect on our health. To be precise, noise becomes harmful when it exceeds 75 dB, and it will become painful if it is above 120 dB.

According to WHO, “it is recommended that noise levels to be kept below 65 dB during the day and 30 dB during nighttime” (WHO). A worse case is living close to the rail yard, as neighbors of the rail yard suffer from a higher level of noise pollution. Based on the interview that has been done about pros and cons of living close to a major rail yard, the interviewees felt that despite the fact that “the rail yard had a positive reputation and was highly valued for the jobs and economic growth it provides, it was also perceived, however, as a major contributor to the surrounding air quality as well as the noise pollution” (Spencer-Hwang). Several participants believed that “living in such close proximity to the rail yard had caused ailments in family, friends, and neighbors, as well as themselves” (Spencer-Hwang). Moreover, transportation noise can cause health-related issues, as previously discussed ones. According to the National Institute of Environmental Health Sciences, Clark et al. 2017 found “an increasing risk of diabetes with increasing exposure to transportation noise, but not with increasing exposure to traffic-related air pollutions.” In their study, noise pollution was independently associated with the incidence of diabetes in adult residents of metropolitan Vancouver, British Columbia (Clark). Therefore, transportation noise is not only unacceptable for most of the neighbors, but it is also risky for our health.

As the second source of noise, which is not as common as the first resource, we can consider construction. You may have experienced construction noise, even in the early morning, that affected your sleep quality and caused you to wake up because of this construction noise. Although not all the neighbors are close to construction zones and construction noise is not a common cause of the noise, building, car park construction, and road and pavement resurfacing generate an even greater amount of noise, with noise level even higher than transportation. As an example, according to IBERDROLA, “a pneumatic drill produces 110 dB noise,” which is higher than the noise that is generated by car horns and buses. Whether self-inflicted or common, everyday living noise can cause temporary or permanent deafness. When one is around noise for long periods of time, the risk of deafness is increased. “Construction noise has become the second most serious acoustic pollution in many cities, which could cause significant health damage and social costs. In addition, housing renovation and construction noise, which has rarely been investigated before, is a significant covariate of a wide range of mental health symptoms” (Ma). Specifically, as big cities are experiencing rapid urbanization processes, there are numerous ongoing construction projects that have led to an increase in environmental complaints, and construction noise has become a serious problem in the majority of big cities. For example, among people at higher risk of health problems caused by construction noise, “construction workers are at increased risk for being hearing impaired” (Cunningham). Therefore, construction as the second cause of the noise can result in serious mental and physical health problems as well.

The third cause of the noise is related to the nightlife. Humans have been created to live in social groups naturally. That is why all of us spend most of our time and socialize with our friends and family. However, sometimes this socialization can affect other people, especially if gatherings and socialization are generating loud noise and we are not paying attention to the others living close to us. Especially, a person who lives close to bars, restaurants, and clubs will feel noise that is generated by socialization and gatherings much more. According to IBERDROLA, “bars, restaurants, and terraces that spill outside when the weather is good can produce more than 100 dB noise. This includes noise from pubs and clubs”. According to Peplow et al., “sustained exposure to noise in areas close to public places also has been correlated with cognitive impairment and behavioral problems in children, as well as the more obvious hearing damage and sleep deprivation”. The European Environment Agency (EAA) has blamed “900 thousand cases of high blood pressure (hypertension), 43 thousand hospital admissions and 10 thousand cases of premature deaths a year in Europe on noise”. As a real example, I talked to our neighbor, Mr. Smith, about the reason of his high blood pressure. He told me that “the doctor told me that the main reason of my high blood pressure is living in the busiest part of the Santa Monica area. To decrease my blood pressure, the doctor recommended my wife and me to move to a suburb area”. Therefore, living close to the places that are designed specifically for nightlife can increase the risk of being affected by noise pollution.

Having scrutinized the issue, although people’s ideas vary on different points of the spectrum regarding the noise pollution issue in a neighborhood, I strongly believe that noise pollution is the first and most important issue that should be solved because of its destructive effects on mental and physical health. Although there exist many causes for noise pollution, I believe that transportation noise as the first and the most important cause, construction, and night life are the three most important causes of noise pollution. Hence, I think the explanation that I have provided above in favor of the destructive effects and the main causes of noise pollution are much stronger.

After finding out that all types of noise in living areas have an immeasurably negative impact on people’s health, work efficiency, and daily life activities, I see that the potential solutions to the problem of noise pollution are to either control its level by the government or allow people to use various techniques in order to decrease the level of noise independently. However, as the government cannot apply effective measures to all areas where people live, citizens’ individual measures will be more efficient.

It goes without saying that noise pollution has already become an international problem as almost all big cities across the globe face it. In general, the most common measures aimed to reduce the level of noise include the limitation of noisy leisure activities, especially at night, the use of bicycles instead of cars, environmental education, and the insulation of houses with noise-absorbing materials (IBERDROLA). As a matter of fact, governmental policies may ensure noise control and correct control management by area protection and sustainable building construction. For instance, the United States Environmental Protection Agency established the Office of Noise Abatement and Control (ONAC) under the Clean Air Act to study noise pollution and investigate its impact on the public health and people’s welfare (EPA). Since 1972, ONAC had been operating “to coordinate federal monitoring and regulation of noise at its source and facilitate informed policy-making at the state and local levels” (APHA).

The Office’s scope was expanded in 1978 by Congress that passed the Quiet Communities Act, including research funding and public health education dedicated to noise pollution (APHA). In general, ONAC created model noise ordinances, issued standards for local governments, and promulgated guidance documents in accordance with recommended or already existing exposure levels. In general, the governmental response includes appropriate planning policies and the introduction of the standards of sustainable construction in order to reduce the level of noise from the external environment in living buildings. In addition, the level of noise in residential buildings should be reduced as well according to the Building Regulations Approved Document E (Simonsen).

At the same time, governmental control cannot be regarded as a highly efficient measure. First of all, in 1981, the Administration decided that all issues related to noise pollution should be monitored by state and local governments (EPA). That is why, due to funding limitations, ONAC was closed. As a result, since 1986, no standards, regulations, or rules have been promulgated to limit sources of noise in electronics, appliances, industry, recreational items, or machinery (APHA). Noise cancelling headphones or earplugs may serve as a short-term solution in the case of construction work. Due to them, people will have a good sleep at night. Moreover, such design elements as wall hangings and carpets or rugs help reduce the level of noise. In addition, planting bushes and trees around the house by community members will reduce noise pollution and improve air quality as well. All these techniques may be defined as an excellent alternative for all people living in big cities, especially for those ones who cannot afford to move to another area protected from noise pollution.

Essay on Noise Pollution

Noise pollution is one of the types of pollution we face daily. Like air pollution, water pollution, soil pollution and other types, noise pollution has a major impact on our health. Atmospheric pollution is not the only pollution we go through, but noise pollution can bring destruction to our lives. According to the World Health Organization, noise pollution is a dangerous health issue. The European Environment (EEA) says noise pollution is responsible for 16,600 premature deaths in Europe alone.

A person continuously facing noise pollution can start meeting health issues and can be dangerous in the long term. Several unpleasant noise distractions can bring problems later in life.

Cities have become noisier with car honking, loudspeakers; traffic, etc. leading to noise pollution. Construction of roads, buildings, apartments and other areas are also resulting in increased noise pollution.

What is Noise Pollution?

According to the WHO, noise pollution is a noise above 65db, which can severely affect both humans and animals. A noise beyond 75 dB can be painful and will affect the person severely.

It is impossible to see the danger posed by noise pollution. On land and under the sea, you can't see it, but it still exists. Humans and other organisms can be affected adversely by noise pollution if it is an unwanted or disturbing sound.                     

A decibel is the measurement of sound. Rustling leaves (20-30 decibels) or thunderclaps (120 decibels) to the wail of sirens (120-140 decibels) are all sounds that occur naturally in the natural environment. If a person hears sounds whose decibel level reaches 85 decibels or higher, their ears can be damaged. The sounds of lawnmowers (90 decibels), trains (90 to 115 decibels), and rock concerts (110 to 120 decibels) are just a few familiar sources that exceed this threshold.

The presence of noise pollution has a daily impact on millions of people. Hearing loss caused by noise is the most common health problem caused by noise exposure. Furthermore, loud noise can also lead to health problems such as hypertension, heart disease, sleep disturbances, and stress. All age groups are susceptible to these health problems, especially children. It has been shown that children living near loud airports and busy streets suffer from stress and other problems, such as memory problems, attention difficulties, and difficulties with reading.

Animals are also adversely affected by noise pollution. Caterpillars' hearts beat faster when loud sounds are made, and bluebirds have fewer chicks when loud noises are made. There are many reasons animals utilize sound, including to navigate, locate food, attract mates, and avoid predators. The noise pollution they encounter affects their ability to accomplish these tasks, affecting their survival.

Noisy environments are not only harming animals on land, but it is also getting worse for animals in the ocean. A once tranquil marine environment has become loud and chaotic because of ships, drilling devices, sonar, and seismic surveys. The negative effects of noise pollution are felt particularly by whales and dolphins. For marine mammals, echolocation is essential for communication, navigation, feeding and mate-finding. Excessive noise can interfere with echolocation.

It is the naval sonar devices that produce the loudest underwater noise. The use of sonar works similarly to echolocation in that sound waves are sent down into the ocean and bounce off objects, returning echoes to the ship that can pinpoint the object's location. Whales' ability to use echolocation is interfered with when they hear sonar sounds, which can reach 235 decibels and travel hundreds of miles under the surface. Research has shown that sonar can make whales strand on beaches and alter the feeding behaviour of blue whales (Balaenoptera musculus), which are endangered. Groups representing the environment have called on the U.S. Department of Defense to discontinue or reduce sonar-based military training.

Furthermore, hydrographic surveys can cause loud explosions from inside the ocean. Deep in the water, oil and gas are found using air guns that send sound pulses onto the ocean floor. There is potential for marine animals to be harmed by the sound blasts and to suffer serious damage to their ears. Additionally, the whales may also change their behaviour as a result of this noise. 

In Spain, bioacoustics researcher Michel Andre is studying the effects of noise pollution with the help of hydrophones. He has gathered data from 22 different locations during his project, LIDO (Listening to the Deep Ocean Environment). Using computers, the lab identifies 26 different species of whales and dolphins, including sounds produced by humans. In the analysis, underwater noise will be investigated for its effect on these animals.

What causes Noise Pollution?

Although the world is turning into the use of technology, at the same time, this technology is also harmful. Industries using compressors, exhaust fans, and generators are producing a lot of noise.

Similarly, bikes and cars with old silencers produce heavy noise that can lead to pollution. Planes, heavy trucks and buses are also part of this noise pollution. Low flying aircraft, especially military ones, causes noise pollution. Similarly, submarines can cause ocean sound pollution.

Noise pollution can primarily start affecting the hearing ability of the person, causing permanent hearing impairment. Furthermore, it can cause an increase in blood pressure, hypertension, and other stress-related health issues. In many cases, noise pollution can cause a disturbance in a person's state of mind, which further causes disturbance in sleep patterns, stress, aggressiveness, and other issues. According to the WHO, the noise level should not be more than 30db. Change in the sleep pattern can also bring change in your behaviour.

Animals and marine life are vulnerable to noise pollution. It can affect their listening skills, which further affects their behaviour pattern. These animals find it hard to listen during migration, which can negatively affect their lives. When it comes to marine life, noise pollution can lead to internal damage like physical problems in them.

Measures for Noise Pollution

There are many measures taken by the government and people to reduce the effect of noise pollution. Soundproof walls and windows are now being installed in many houses. Many flyovers in cities have soundproof walls to bring down the noise level to a nearby resident from vehicles running. As responsible citizens, we must contribute towards bringing down noise pollution. Needless honking should be stopped and officials should fine people doing it heavily. Hospitals and schools are built-in silent zones.

There should be rules to avoid noise in residential and sensitive areas. People need to be aware of health hazards from noise pollution.

One of the best ways to bring down noise pollution is by planting more and more plants. This process of planting trees can help to reduce the travelling of noise from one place to another.

Noise pollution is the most common problem faced by humans, thanks to various reasons that push many people to face health issues. Following standard measures can be helpful in the long term for both humans and the environment. The ultimate aim is to bring down noise pollution for a better environment.

Noise Pollution is regarded as a form of environmental pollution brought on by excessive noise from various sources. The term "noise disturbance" also applies to noise pollution. In addition to being unhealthy, excessive noise can disturb animal or human life. Although there is a significant environmental problem in India that requires adequate attention to be resolved, noise pollution is less dangerous than pollution of the water, air, and soil. Machines, transportation systems, poor urban planning and other factors contribute to outdoor noise.

Among the sources of indoor noise include domestic appliances, construction activity, loud music, etc. The most frequent disability brought on by noise pollution is irreversible hearing loss due to ear drum damage.

Average noise levels are required for daily life, but undesirable noise or noise that is intolerable to people, animals, or plants results in noise pollution in the environment. Noise is a term used to describe the undesired sound produced by many industrial or non-industrial sources that are employed in our daily lives. High-volume sound has detrimental impacts on one's health, especially the ears.

The marine animals, especially whales and dolphins, who rely on their hearing to communicate, find food, defend themselves, and survive in the water, are significantly harmed by high levels of noise, suffering from physical trauma, injuries, bleeding around the brain, large bubbles in organs, and even death. Navy submarine sonar, which can be heard from about 300 miles away, is the cause of the noise in the ocean. The long-term effects of noise pollution are becoming more hazardous and concerning.

Prevention | There are various ways to prevent noise pollution, including encouraging soundproof rooms. Contractors should keep the construction in the industrial sector, industries, and factories away from residential buildings. Damaged exhaust pipes on motorcycles should be repaired.

Government should ban noisy vehicles, airports, bus and train stations, and other transportation hubs should be kept away from residential areas. People should establish quiet zones near educational institutions and hospitals, and more vegetation should be permitted alongside roads and residential areas to reduce noise pollution by absorbing sound.

The spread of noise with varying implications on human or animal activities is known as noise pollution, also known as environmental noise or sound pollution. Machines, transportation, and propagation systems are the main global sources of outdoor noise. Noise pollution is carried on by numerous noise sources, both industrial and non-industrial, and it impacts the health of people, plants, and animals in many ways. The lives of current and future generations are in great danger due to noise pollution's steadily rising level.

Sources Of Noise Pollution

Regular social gatherings like weddings, parties, pubs, clubs, discos, or houses of religion, among others, disturb the neighborhood.

Regular construction projects, such as mining and building bridges, dams, stations, highways, and flyovers, entail large machinery that produces a lot of noise.

All industries, large and small, use massive machinery that produces high pitch sound in large quantities, endangering our health and lives. Other machinery used in factories and businesses, such as compressors, generators, exhaust fans, and grinding mills, also makes a lot of noise.

Effects Of Noise Pollution

Because of the undesired sound, noise pollution can lead to various hearing issues, including ear drum damage and hearing loss.

It lowers the ear's receptivity to the sounds needed to control body rhythm.

Aggressive behaviour, disturbed sleep, stress, weakness, exhaustion, hypertension, cardiovascular diseases, and other severe and chronic health problems in later life are all consequences of noise pollution on psychological health.

It causes communication issues and miscommunication. It impacts animals and increases aggressiveness in dogs.

Marine life and animals are particularly vulnerable to noise pollution. Their behavior may change as a result of it affecting their listening abilities. During migration, these animals have trouble listening, which can negatively affect their survival. When it comes to marine life, noise pollution can cause physical and internal harm.

Legal Aspects Of Controlling Noise Pollution

The government may use a conditional or permanent order to eliminate a public nuisance under Section 133.

Limits for noise exposure in the work zone are outlined in the Factories Act Reduction of Noise and Oil of Machinery.

The Motor Vehicle Act deals with changing faulty engines and using the horn.

Preventive Measures For Noise Pollution

Public awareness should be raised to regulate the hazardous sound level in the environment, and everyone should take the regulations seriously.

Reduce the usage of high-pitched sound generators inside and outside the home, such as at parties, clubs, pubs, and discos.

Planting trees can reduce the noise generated by moving from one location to another, which is another helpful measure.

We must take responsibility for refraining from needless honking. We can reduce noise pollution if strict measures are implemented against those who break this regulation.

Additionally, constructing soundproof walls, windows, and flyovers in homes, buildings, and overpasses can reduce noise.

As noise pollution levels rise, there is an urgent need for greater public awareness of its sources, effects, and preventative measures. In workplaces, schools, neighborhoods, hospitals, etc., excessive noise levels should be prohibited. The issue of noise pollution should be covered in textbooks, and lectures and discussions should be held in educational institutions to create more informed and socially responsible future generations.

This paper discusses the prediction of noise pollution during Deepawali festival of Delhi City using machine learning (ML) algorithms. The spatial noise pollution data of four locations of Delhi, namely Lajpat Nagar, Mayur Vihar-II, Kamla Nagar, and Pitam Pura were collected from the Central Pollution Control Board (CPCB). Seven regression models were used on the Python platform. Algorithms were run using Google Colab. As the data obtained were very little, additional two random data were generated and used in the analysis. It was found that among all models, Quantile Regression is a superior one in the prediction of noise level in the present study as compared to other ML models. It is observed that coefficient of determination with Quantile Regression is 0.792 for original data, 0.803 for 150 random data, and 0.801 for 300 random data. However, at other locations, the suitability of a particular regression model can be determined and recommended.

Noise is a type of pollution and impacts on our health and wellness. The prevalence of noise is increasing in magnitude and severity because of urban life style and no or bad governance of noise in NCR region as the rules is flouted routinely. Noise pollution leads to many chronic and socially significant impacts. The present study investigates the level of awareness about noise pollution in Delhi, its causes, its health impacts and solutions among the youth in Delhi. The paper has used primary data collected through a schedule from university/college students in Delhi. The study concludes that the majority of educated youth is aware about noise pollution, its causes and probable health effects but the vast majority of educated youth did not perceive noise pollution as environmental challenge and ranked it as least important threat to the health and environment. The study reveals that the female youth are more sensitive compared to male youth about noise pollution in Delhi. The study identified vehicular pollution as one of the most important causes of noise pollution and loud music as the second most important cause of noise pollution. It implies that the majority of educated youth understand the health related implications of noise pollution in Delhi. Finally, the study suggests of awareness campaign involving citizens and strict enforcement of environment laws by concerned agencies as the appropriate solution to control environment degradation.

“Air pollution in Delhi: Its Magnitude and Effects on Health”

Air pollution is responsible for many health problems in the urban areas. Of late, the air pollution status in Delhi has undergone many changes in terms of the levels of pollutants and the control measures taken to reduce them. This paper provides an evidence-based insight into the status of air pollution in Delhi and its effects on health and control measures instituted. The urban air database released by the World Health Organization in September 2011 reported that Delhi has exceeded the maximum PM10 limit by almost 10-times at 198 μ g/m3. Vehicular emissions and industrial activities were found to be associated with indoor as well as outdoor air pollution in Delhi. Studies on air pollution and mortality from Delhi found that all-natural-cause mortality and morbidity increased with increased air pollution. Delhi has taken several steps to reduce the level of air pollution in the city during the last 10 years. However, more still needs to be done to further reduce the levels of air pollution.

Pollution refers to the contamination of the earth's environment with materials that interfere with human health, quality of life or the natural functioning of the ecosystems. The major forms of pollution include water pollution, air pollution, noise pollution and soil contamination. Other less-recognised forms include thermal pollution and radioactive hazards. It is difficult to hold any one particular form responsible for maximum risk to health; however, air and water pollution appear to be responsible for a large proportion of pollution related health problems.

Of late, the air pollution status in Delhi has undergone many changes in terms of the levels of pollutants and the control measures taken to reduce them. This paper provides an evidence-based insight into the status of air pollution in Delhi and its effects on health and control measures instituted.

Status of Air Pollution in Delhi

Delhi (or the National Capital Territory of Delhi), is jointly administered by the central and state governments. It accommodates nearly 167.5 lakh people (2011 Census of India).( 1 )

Metros across the world bear the major brunt of environmental pollution; likewise, Delhi is at the receiving end in India.

A study funded by the World Bank Development Research Group was carried out in 1991-1994 to study the effects of air pollution.( 2 ) During the study period, the average total suspended particulate (TSP) level in Delhi was approximately five-times the World Health Organization's annual average standard. Furthermore, the total suspended particulate levels in Delhi during this time period exceeded the World Health Organization's 24-h standard on 97% of all days on which readings were taken. The study concluded that the impact of particulate matter on total non-trauma deaths in Delhi was smaller than the effects found in the United States of America, but found that a death associated with air pollution in Delhi caused more life-years to be lost because these deaths were occurring at a younger age.

A report by the Ministry of Environment and Forests, India, in 1997 reviewed the environmental situation in Delhi over concerns of deteriorating conditions.( 3 ) Air pollution was one of the areas of concern identified in this study. It was estimated that about 3000 metric tons of air pollutants were emitted every day in Delhi, with a major contribution from vehicular pollution (67%), followed by coal-based thermal power plants (12%). There was a rising trend from 1989 to 1997 as monitored by the Central Pollution Control Board (CPCB). The concentrations of carbon monoxide from vehicular emissions in 1996 showed an increase of 92% over the values observed in 1989, consequent upon the increase in vehicular population. The particulate lead concentrations appeared to be in control; this was attributable to the de-leading of petrol and restrictions on lead-handling industrial units. Delhi has the highest cluster of small-scale industries in India that contribute to 12% of air pollutants along with other industrial units.

Vehicular pollution is an important contributor to air pollution in Delhi. According to the Department of Transport, Government of National Capital Territory of Delhi, vehicular population is estimated at more than 3.4 million, reaching here at a growth rate of 7% per annum. Although this segment contributes to two-thirds of the air pollution, there has been a palpable decline compared to the 1995-1996 levels.

The PM 10 standard is generally used to measure air quality. The PM 10 standard includes particles with a diameter of 10 μm or less (0.0004 inches or one-seventh the width of a human hair). These small particles are likely to be responsible for adverse health effects because of their ability to reach the lower regions of the respiratory tract. According to the Air Quality Guideline by the World Health Organization, the annual mean concentration recommended for PM 10 was 20 μg/m 3 , beyond which the risk for cardiopulmonary health effects are seen to increase.( 4 ) Major concerns for human health from exposure to PM 10 include effects on breathing and respiratory systems, damage to lung tissue, cancer and premature death. Elderly persons, children and people with chronic lung disease, influenza or asthma are especially sensitive to the effects of particulate matter. The urban air database released by the World Health Organization in September 2011 reported that Delhi has exceeded the maximum PM 10 limit by almost 10-times at 198 μg/m 3 , trailing in the third position after Ludhiana and Kanpur.( 5 ) Vehicular emissions and industrial activities were found to be associated with indoor as well as outdoor air pollution in Delhi [ Table 1 ].( 6 – 9 )

Effects of Air Pollution on Health

A large number of studies in Delhi have examined the effect of air pollution on respiratory functions and the associated morbidity. The most comprehensive study among them was the one conducted by the Central Pollution Control Board in 2008, which identified significant associations with all relevant adverse health outcomes.( 10 ) The findings were compared with a rural control population in West Bengal. It was found that Delhi had 1.7-times higher prevalence of respiratory symptoms (in the past 3 months) compared with rural controls ( P < 0.001); the odds ratio of upper respiratory symptoms in the past 3 months in Delhi was 1.59 (95% CI 1.32-1.91) and for lower respiratory symptoms (dry cough,wheeze, breathlessness, chest discomfort) was 1.67 (95% CI 1.32-1.93). Prevalence of current asthma (in the last 12 months) and physician-diagnosed asthma among the participants of Delhi was significantly higher than in controls. Lung function was reduced in 40.3% individuals of Delhi compared with 20.1% in the control group. Delhi showed a statistically significant ( P < 0.05) increased prevalence of restrictive (22.5% vs. 11.4% in control), obstructive (10.7% vs. 6.6%) as well as combined (both obstructive and restrictive) type of lung functions deficits (7.1% vs. 2.0%). Metaplasia and dysplasia of airway epithelial cells were more frequent in Delhi, and Delhi had the greater prevalence of several cytological changes in sputum. Besides these, non-respiratory effects were also seen to be more in Delhi than in rural controls. The prevalence of hypertension was 36% in Delhi against 9.5% in the controls, which was found to be positively correlated with respirable suspended particulate matter (PM 10 ) level in ambient air. Delhi had significantly higher levels of chronic headache, eye irritation and skin irritation.

Several other community-based studies have found that air pollution is associated with respiratory morbidity.( 11 – 13 ) Numerous studies have reported an association between indoor air pollution and respiratory morbidity.( 14 – 19 )Some of these studies have concentrated on children's respiratory morbidity.( 15 , 17 , 19 ) Other studies in children have found similar correlations between particulate matter in ambient air and attention-deficit hyperactivity disorder( 20 ) between vehicular air pollution and increased blood levels of lead (a potential risk factor for abnormal mental development in children)( 21 ) and between decreased serum concentration of vitamin D metabolites and lower mean haze score (a proxy measure for ultraviolet-B radiation reaching the ground).( 22 )

Studies that have examined the compounding effect of meteorological conditions on air pollution found that winter worsened the air quality of both indoor air and outdoor air. They also found a positive correlation between the winter weather and rise in the number of patients with chronic obstructive airway disease in hospitals.( 12 , 16 )

There was a relative paucity of studies that measured outdoor air pollutant levels first hand and then tried to objectively correlate them to adverse health effects. However, some studies measured air pollutant levels and found a correlation with health-related events.( 17 , 19 )

A time-series study on air pollution and mortality from Delhi found that all-natural-cause mortality increased with increased air pollution.( 23 ) In another study, gaseous pollutants, in spite of being at a level lower than the permissible level, showed more consistent association with respiratory admissions.( 24 ) In a hospital-based study, an increase in emergency room visits for asthma, chronic obstructive airway disease and acute coronary events was reported with an increase in air pollutant levels.( 25 ) These studies are summarized in Table 2 .

Control Measures Instituted by the Government of Delhi

The nodal ministry for protecting the environment is the Ministry of Environment and Forests at the Centre and the Department of Environment of the Government of National Capital Territory of Delhi. The Central Pollution Control Board set up in 1974 under the Water Act is the principal watchdog for carrying out the functions stated in the environmental acts, implementation of National Air Quality Monitoring Programme and other activities. The Delhi Pollution Control Board is the body responsible at the state level.

From time to time, the judiciary has taken strong note of the deteriorating environmental conditions in Delhi in response to public litigations. One of the earliest such instances was the judgement passed by the Supreme Court of India to deal with the acute problem of vehicular pollution in Delhi in response to a writ petition filed in 1985. Subsequently, it ordered the shutdown of hazardous, noxious industries and hot-mix plants and brick kilns operating in Delhi.

Vehicular Policy

Control measures so far instituted include introduction of unleaded petrol (1998), catalytic converter in passenger cars (1995), reduction of sulfur content in diesel (2000) and reduction of benzene content in fuels (2000). Others include construction of flyovers and subways for smooth traffic flow, introduction of Metro rail and CNG for commercial transport vehicles (buses, taxis, auto rickshaws), phasing out of very old commercial vehicles, introduction of mandatory “Pollution Under Control” certificate with 3-month validity and stringent enforcement of emission norms complying with Bharat Stage II/Euro-II or higher emission norms. Introduction of The Air Ambience Fund levied from diesel sales and setting up of stringent emission norms for industries and thermal power stations are the other measures. Environmental awareness campaigns are also carried out at regular intervals. The Delhi Pollution Control Board conducts monthly Ambient Air Quality Monitoring at 40 locations in Delhi, and takes corrective action wherever necessary.

Industrial Policy

The first Industrial Policy for Delhi was introduced in 1982. Subsequently, a second Industrial policy (2010–2021) was issued by the Department of Industries, Government of Delhi. It is a comprehensive document envisioning higher industrial development in Delhi, with one of its mandates being to develop clean and non-polluting industries and details of steps to be undertaken in this direction have been described.

There are many other organizations that work synergistically with the government efforts to reduce air pollution. These include the Centre for Science and Environment and The Energy and Resources Institute, and the Indian Association for Air Pollution Control. Representatives of the industries include Confederation of Indian Industry and Society of Indian Automobile Manufacturers. Government agencies like Factories Inspectorate are also involved in the control of pollution. Research and academic institutions include National Environmental Engineering Research Institute, Indian Institute of Technology, Council of Scientific and Industrial Research institutions, Indian Agricultural Research Institute and various other academic institutions in and around Delhi. Professional organizations like the Indian National Science Academy, the Indian Institute of Chemical Engineers and the Indian Institute of Engineers are also involved in pollution control.

Benefits Accrued as a Result of Control Measures

Since the first act on pollution was instituted, huge progress has been made in terms of human resource, infrastructure development and research capability. Some studies tried to gather evidence for the effectiveness of control measures by comparing pre- and post-intervention health status. The study conducted by the Central Pollution Control Board demonstrated that spending 8-10 h in clean indoor environment can reduce health effects of exposure to chronic air pollution.( 10 ) A recent study found significant improvement in the respiratory health following large-scale government initiatives to control air pollution.( 26 ) It was reported that use of lower-emission motor vehicles resulted in a significant gain in disability-adjusted life-years in Delhi.( 27 ) Another study found significant evidence for reduction in respiratory illness following introduction of control measures.( 24 )

Most of the studies were ecological correlation studies, which are severely limited in their ability to draw causal inferences. But, considering the context that demanded the research, these were probably the best available designs to produce preliminary and,sometimes, policy-influencing evidences, as any other methodology would be unethical or operationally impossible.

The Government of National Capital Territory of Delhi has taken several steps to reduce the level of air pollution in the city during the last 10 years. The benefits of air pollution control measures are showing in the readings. However, more still needs to be done to further reduce the levels of air pollution. The already existing measures need to be strengthened and magnified to a larger scale. The governmental efforts alone are not enough. Participation of the community is crucial in order to make a palpable effect in the reduction of pollution. The use of public transport needs to be promoted. The use of Metro rail can be encouraged by provision of an adequate number of feeder buses at Metro stations that ply with the desired frequency. More frequent checking of Pollution Under Control Certificates needs to be undertaken by the civic authorities to ensure that vehicles are emitting gases within permissible norms. People need to be educated to switch-off their vehicles when waiting at traffic intersections. Moreover, the “upstream” factors responsible for pollution also need to be addressed. The ever-increasing influx of migrants can be reduced by developing and creating job opportunities in the peripheral and suburban areas, and thus prevent further congestion of the already-choked capital city of Delhi.

Health, as we all know, is an all-pervasive subject, lying not only within the domains of the health department but with all those involved in human development. Many great scholars from Charaka to Hippocrates have stressed the importance of environment in the health of the individual. Therefore, all those who play a role in modifying the environment in any way, for whatever reason, need to contribute to safeguard people's health by controlling all those factors which affect it.

Air Pollution in Delhi

India is one of the most polluted countries in the world and among the capital cities, Delhi is probably one of the most polluted cities. Indian cities feature largely in the top 50 polluted cities of the world according to many parameters. 

The problem, however, is particularly severe in the capital Delhi and its adjoining areas, commonly called Delhi – NCR. 

  • The Environment Performance Index 2020 gives India a global ranking of 169.
  • Air pollution (both indoors and outdoors) is the second-most serious risk factor for public health in the country (the first being malnutrition) and it contributes to an estimated 2.5 million deaths annually.

But what makes Delhi’s air pollution so severe compared to the rest of the country, and what specifically makes it more harmful during the winter months? This is discussed in the following sections.

Causes of Air Pollution in Delhi

Air pollution is the introduction into the atmosphere of chemicals, particulates, or biological materials that cause discomfort, disease, or death to humans, damage other living organisms, damage the natural and the built environment.

Air Pollution in Delhi Major Causes

The substances which are responsible for causing air pollution are called air pollutants.

Air pollutants can be categorised into (On the basis of source of origin):

Natural air pollutants are emitted from natural sources such as volcanic activity, dust, sea-salt, forest fires, lightning, soil, etc. These pollutants include the emissions from stationary point sources (e.g. emission from industries), mobile sources (e.g. vehicular emission, marine vessels, airplanes etc.), waste disposal landfills, controlled burning, etc.

The severe air pollution that affects life is not restricted to Delhi but to a huge airshed around it that includes the NCR. This encompasses Gurgaon, Faridabad, Ghaziabad, Noida, places in Haryana, UP, and even Alwar (Rajasthan).

The most important causes of air pollution in Delhi and adjoining areas are as follows:

  • Increasing population and related developmental activities at the cost of environmental damage.
  • The development of the region has largely been unplanned and often, industrial units that spew harmful chemicals into the atmosphere are located in residential and commercial areas and not designated areas.
  • Increased vehicular traffic (which has not come down despite the Delhi metro) and the consequent rise in air and noise pollution.
  • Almost 8,000 m tonnes of solid waste is being generated in Delhi (National Environmental Engineering Research Institute) every day, however, the authorities manage to clear only about 5000 – 5500 m tonnes of waste daily. This adds to the garbage piling up. This is not counting the hazardous and non-hazardous waste from industries.
  • There is a rather high dependence on fossil fuels, whose burning causes a lot of emission of harmful gases into the atmosphere.
  • Large scale construction activities lead to increased dust pollution, which leads to around 56% of PM10 and the PM2.5 load.
  • The landlocked geography of Delhi also causes more air pollution as compared to other cities. The north-westerly winds coming from Rajasthan, sometimes Pakistan and Afghanistan bring in the dust to the region. The Himalayas obstruct the escape route of the air. This causes the dust and pollutants to settle in the region. This is more prominent during the winters because of low-level inversion (upward movement of air from the layers below is stopped). It is because of this landlocked geography of Delhi that it faces greater pollution when compared to the coastal city of Chennai (where despite high automobile population, has the sea breeze which provides an effective entry and exit for dispersing pollutants).
  • Stubble burning also contributes to the air pollution in the region. During the winter months, the large scale stubble burning practised in Punjab, Haryana and Rajasthan cause a thick blanket of smog to cover Delhi-NCR. According to a study, the burning of crop residue released about 149 million tonnes of carbon dioxide, more than 9 million tonnes of carbon monoxide, 0.25 million tonnes of oxides of sulphur (SOX), 1.28 million tonnes of particulate matter (PM) and 0.07 million tonnes of black carbon. As evident, it contributes to a lot of greenhouse gas emissions.
  • Firecrackers, although not the top reason for air pollution, also contributes to the problem.

Problems Caused by Air Pollution

  • Air pollution severely affects human health. It is found to cause low birth weight in children, tuberculosis, asthma, ischemic heart disease, nasopharyngeal and laryngeal cancers, cataracts, etc.
  • According to some research, air pollution can also impair cognitive development.
  • Air pollution is associated with infections & diseases that kill around 600,000 children under five years of age every year.
  • Several studies reveal a higher prevalence of symptoms of chronic bronchitis in areas with higher particulate air pollution.
  • Nearly 2.5 million people die worldwide each year from the effects of outdoor or indoor air pollution. (National Geographic)
  • Air pollution also affects the environment adversely. Many pollutants are greenhouse gases and this leads to global warming. Burning fossil fuels releases carbon dioxide which has the biggest impact on global warming.

Steps Taken to Control Delhi’s Air Pollution

Various steps have been taken by the government (central and state governments) to tackle the menace of air pollution in Delhi-NCR. Some of the measures are given below.

  • In October 2020, the Supreme Court-appointed a one-man committee, Justice Lokur Committee , to monitor and curb the occurrences of stubble burning in Punjab, Haryana and Uttar Pradesh. Read more about this committee in CNA dated Oct 17, 2020 .
  • These are institutionalised measures to be taken only when the air quality in Delhi NCR deteriorates beyond a certain threshold.
  • It is only to be implemented in emergency situations.
  • The steps would be taken to prevent PM10 and PM2.5 levels to go beyond the ‘moderate’ national Air Quality Index (AQI) category.
  • GRAP enumerates a series of measures to be taken based on the quality of air.
  • In the case of severe+ category, one of the measures also includes shutting down of schools.

  • Construction & demolition (C&D) waste management rules have been notified which mandate the segregation of C&D waste into various categories for safe disposal and further processing.
  • Red Light On, Gaadi Off campaign was an initiative by the Delhi Government that ran in Oct-Nov 2020 under which commuters driving vehicles were urged to switch off their vehicle engines while waiting for the green light at traffic lights.
  • The Odd-even rule was introduced by the Delhi Government according to which vehicles with odd and even registration numbers would ply on the road on alternate days. This was particularly aimed at reducing smog in the region.
  • The state government of Delhi also introduced a policy to preserve and plant trees in a bid to increase the green cover and have carbon sinks.
  • Anti-smog guns and smog towers are installed and used in the city.
  • The subsidy is provided to the farmers for procuring the Turbo Happy Seeder, which is a machine fitted on tractors that can cut and uproot stubble and eliminates the need to burn stubble.
  • The ICAR has also come up with the PUSA Decomposer, which is a capsule that can be used to make a spray which when sprayed on crop residue hastens its decomposition.
  • Mass Rapid Transport System (MRTS) is being built as a means to provide citizens with non-polluting alternative sources of transportation.
  • The adoption of the Bharat Stage VI norms and the big push being given to electric vehicles steps in the right direction in curbing vehicular pollution.

Way Forward

Reducing air pollution in the national capital is a pressing need for which both the governments and the citizens should play their part. The government should enforce all the legislations necessary and see to it, and they are properly implemented. Citizens should comply with the laws and regulations and do their part as well. Afforestation measures should be encouraged. Renewable energy sources should be adopted more and the usage of electric vehicles encouraged, for which the necessary infrastructure should also be built. Farmers should also be provided with viable alternatives to stubble burning.

It is possible through the general awareness among public about the noise pollution, its main sources, it’s dangerous effects, as well as all the possible preventive measures to get prevented from the noise pollution.

It caused by the noise when the level of noise gets increased than the normal level in the environment. Excessive amount of noise in the environment is unsafe for the living purpose. Unpleasant sound causes various disturbances in the natural balance. High volume noises are unnatural and create difficulty in escaping those generated noises. In such a modern and technological world, where everything is possible through the electrical appliances at home or outside the home, the risk of noise has increased to a great extent.

Increasing the demand of urbanization and industrialization in India is causing major exposure of people to the unwanted sounds. Understanding, planning and implementing strategies to get prevented from the noise pollution has necessary to curb within time. The sounds we make in our everyday life like loud music, unnecessary use of television, phone, traffic, dog barking and etc noise creating sources have become part of the urban culture as well as most disturbing things causing headache, sleep disturbances, stress, etc. Those things causing disturbance to the natural rhythm of life called as dangerous pollutant. Following are the causes or sources and effects of the noise pollution:

  • Industrialization is putting our health and life at risk because all the (big or small) industries are using big machines producing high pitch sound in large amount. Other equipments (compressors, generators, exhaust fans, grinding mills) used in the factories and industries also produces big noise.
  • Regular social events like marriages, parties, pub, club, disc or place of worship, temples, etc create nuisance in the residential area.
  • Increasing transportation in the cities (vehicles, aeroplanes, underground trains, etc) produces heavy noise.
  • Regular construction activities (including mining, bridges, building, dams, stations, roads, flyovers, etc) involve big equipments creating high level of noise.
  • Use of household appliances in our daily life is also the main reason noise pollution.
  • Noise pollution causes various hearing problems (damage to ear drums and loss of hearing) because of the unwanted sound.
  • It reduces ear sensitivity to the sounds required to regulate body rhythm.
  • Noise pollution affects the psychological health and causes the occurrence of aggressive behavior, sleep disturbance, stress, weakness, fatigue, hypertension, cardio-vascular diseases including other severe and chronic health issues in later life.
  • It creates communication problems and lead to misunderstanding.
  • Affects wildlife and makes pets more aggressive.

Preventive Measures:

General awareness should increased among people and all the rules should followed seriously by everyone in order to control the unsafe sound level in the environment. Unnecessary use of things generating high pitch sound should reduced in the home or outside the home like clubs, parties, bars, discos, etc.

Noise pollution the pollution caused by the various noise sources whether by the industrial or non-industrial affecting the human beings, plants and animals health in many aspects. Regularly increasing level of the noise pollution is keeping the lives of people of present generation and coming generations at high risk. I have discussed below the sources, effects, legal aspects control noise pollution and conclusion of the noise pollution.

Following are the sources of noise pollution

The level of noise pollution has increased a lot in India by the urbanization, modern civilization, industrialization, etc. The spread of noise caused by the industrial and non-industrial sources. Industrial sources of noise include the use of big machines of high technologies working at high speed and high level of noise intensity in the various industries. Non-industrial sources of noise include noise created outside the industries such as through the transport, vehicles traffic and other means by people. Non-industrial source of noise can be natural or man made. Some of the industrial and non-industrial sources of noise pollution mentioned below:

  • Noise created by the low flying military aircraft has also added noise pollution to the environment to a great extent.
  • Road traffic noise is increasing day by day in the city because of the motors and exhaust system of vehicles like trucks, buses, autos, motorcycles, personal cars, etc. Tall buildings in the cities cause noise to resound in that area for some time.
  • Industrial noise created by the manufacturing plants because of the use of motors, compressors, fans, etc.
  • Construction noises created by the construction of tall buildings, roads, highways, city streets, etc through the use of pneumatic hammers, bulldozers, air compressors, dump trucks, loaders, pavement breakers, etc.
  • Rail roads noise (from locomotive engines, whistles, horns, switching or shunting operations in the rail yards) are also very effective in the creating high level of noise pollution as they create peak level of noise of around 120 dB to the 100 feet distance.
  • Noise created in the building because of the plumbing, generators, boilers, household equipments, music, air conditioners, vacuum cleaners, kitchen appliances, fans, and other noisy activities in the neighborhood.
  • Another source of noise pollution is the use of variety of fire crackers (high sound generating) during the festivals and other family occasions.

Following are the effects of noise pollution

Noise pollution highly affects the health of human beings, animals and properties. Some of mentioned below:

  • Increasing noise pollution day by day is decreasing the efficiency and quality of work of human beings.
  • Noise pollution reduces concentration level as high level of noise causes fatigue and tiredness.
  • Hugely affects the pregnant women and cause irritation and abortion.
  • Causes various diseases (high blood pressure and mental illness) to the people because it disturbs the peace of mind.
  • High level of noise decreases quality of work and thus causes lack of concentration level.
  • It may cause temporary or permanent deafness because noise level of 80 to 100 db is unsafe for the people.
  • It also damage historical monuments, old buildings, bridges, etc because it weakens the structure by creating dangerous waves which struck to the walls.
  • Animals lose control on their mind and can be more dangerous because high level noise damage their nervous system.
  • It also affects the plants and causes poor quality crops production.

Following are legal aspects to control noise pollution

  • Constitution of India guarantees right to life, right to information, right to religion and noise.
  • Section 133 empowers human being to remove a public nuisance on a conditional or permanent order.
  • It is Control Rule 2000 under Environment Protection Act 1996 involves controlling the growing problem of noise pollution.
  • Factories Act Reduction of Noise and Oil of Machinery limits for noise exposure in the work zone.
  • Motor Vehicle Act involves the use of horn and change of fault engines.
  • Indian Penal code deals with the health and safety issues caused by the noise pollution. One can penalized under law of torts.

Increasing level of noise pollution has created the urgent need of general awareness about the sources, effects and preventive measures of the noise pollution. High level of noise should prohibited in the areas like working places, educational institutes, residential areas, hospitals, etc. Young children and students should motivated to not get involved in the high sound producing acts like use of high sound generating equipments and instruments on the occasions. Use of high level sound generating fire crackers should reduced during the occasions like festivals, parties, marriages, etc. Subjects related to the noise pollution should added into textbooks and activities can organized in the schools like lectures, discussion, etc so that new generations can more aware and responsible citizens.

In 2011, the Centre for Science and Environment (CSE) conducted a decibel survey which showed that Delhi had some of the noisiest roads in India. A new study  by a hearing test app, Mimi, too, confirms CSE’s findings. According to the study, which analysed data of 200,000 people in 50 cities across the world—including Delhi and Mumbai—worst noise pollution was reported in Delhi. More so, citizens of Delhi had the maximum amount of hearing loss proportionate to their age. Noise pollution in cities is directly linked to 64 per cent of hearing loss, said the study.

Zurich, Vienna, Oslo, Munich and Stockholm were ranked lowest in terms of hearing loss and noise pollution, according to the study done by the hearing test app. While Guangzhou in China reported the highest incidence of noise pollution, Delhi came second.

The results were calculated on the basis of noise pollution data from the hearing app—which tests participants’ hearing on the basis of their age and gender— the World Health Organization (WHO) and a report by SINTEF, a Norway-based research organisation. It also showed that residents of Vienna had the least amount of hearing loss proportionate to their age.

The CSE study had shown that the ITO intersection in Delhi saw noise levels as high as 106 decibels (dB) due to vehicular honking. However, the standard set by the Central Pollution Control Board is 50 dB for a silence zone and 55 dB for residential areas. The CSE study has said that India lacks monitoring capacity and data on noise. The lack of data, and hence, awareness, makes people complacent.

Health effects of prolonged noise exposure

According to a 2007 WHO estimate, almost six per cent people in India suffer from hearing loss. Prolonged exposure to noise above 60 dB can lead to irreversible Noise Induced Hearing Loss (NIHL). There are other serious health implications as well such as deafness, heart conditions, sleep disorders and cognitive impairment in children.

According to a 2011 WHO report, sleep disturbance and annoyance were the major components of health burden due to noise.

Diet can be a part of the solution

However, NIHL can be prevented by improving one’s diet. Dietary supplements rich in antioxidants can protect hair cells in the inner ear. Food rich in Beta-Carotene, Vitamin C and E, and magnesium protect from threshold shifts. Use of ear plugs and muffs is also recommended as a sound protective measure.

Purpose of Review

This article reviews the literature on research carried out during the last two decades on noise impacts in India to demonstrate the current status of noise pollution research in India and gaps in studies. It also summarizes future perspectives of acoustic research.

Recent Findings

The noise pollution studies over the years have focused on the monitoring, recording, modeling, geospatial mapping, and exposure-effect relationship. The review of papers demonstrated that road traffic noise is the predominant cause for annoyance among the respondents. The evidence comes mostly from studies focusing on health impacts. Only 10% of articles enumerated zone-specific noise pollution. 44.89% of articles reported details of subjective response data with the help of a questionnaire tool, while 14.3% of articles reported details about the noise in workplaces of different areas of India. Ten percent of articles attributed to the harmful effect of festive noise. Studies in relation to the physiological and sleep disturbances in Indian condition are negligible.

Noise pollution limits are being breached in almost all Indian cities. Violations are the worst in urban areas. The laws should be properly implemented in India to control this ever-growing menace. The government is now working on devising new noise pollution standards. City-wise noise pollution mitigation strategies should be worked out at all levels. It is concluded that coordinated and long-term integrated noise pollution research (comprising assessment of noise descriptors, noise mapping, prediction by noise modeling, and experimental studies to demonstrate exposure-effect relationship, advanced study on acoustic absorption material) is the need of the hour.

But there is statistical evidence that burning crackers on Diwali causes pollution, which is similar to the combined polluting effect of vehicles that run for multiple days. Firecrackers are one of the significant reasons for rising global warming and smog.

The primary type of pollution caused by Diwali crackers and fireworks are air pollution. During this time, the already polluted air around us turns deadlier, and the amount of pollutants in the air rises to threatening levels. This pollutant filled air is extremely harmful to breathe.

Cracker burning releases lots of deadly smoke to the atmosphere. This smoke that is emitted is much more harmful than the pollutants released by either vehicles or industries. It removes contaminants to the air that ultimately leads to various airborne diseases. They lead to breathing problems among the children and the elderly.

The pollutants released by the firecrackers can remain suspended in the air for longer durations of time. These pollutants thus pollute the air even after the festival ends. Burning firecrackers are also harmful to various birds and animals. They choke on the deadly smoke and causes their death.

Another type of pollution that is quite prevalent during Diwali time is land pollution. After burning crackers, it is unfortunate to see tons of garbage lying on the streets, and it is these leftover pieces lead to land pollution, and it takes weeks to months to clean them. Most of these pollutants are non-biodegradable, and their disposal is never easy. Thus, over time they turn more toxic.

The next type of pollution is noise pollution. The firecrackers are responsible for quite some amount of noise pollution. This type of pollution is responsible for hearing defects among the elderly and is also harmful to those with heart diseases. Animals also get scared when they are exposed to such high levels of noises.

Thus, preventing this type of pollution is exceptionally crucial in the present times. The best responsible way to do so is by putting a stop to the use of firecrackers. There are many enjoyable things in Diwali, and firecracker burning should not be among them. This type of activity can do a lot of good for the environment around us. Although these steps are relatively small, in the long run, they will indeed create significant differences.
