The U.S. Census Bureau is committed to improving the accuracy and reliability of census results by expanding our understanding of how people self-identify their race and Hispanic origin. This commitment is reflected in numerous past Census Bureau studies that have been conducted on race and Hispanic origin reporting. The 2010 Census Race and Hispanic Origin Alternative Questionnaire Experiment (AQE) continues this long tradition.

Do Current Race and Ethnicity Concepts Reflect a Changing America?

U.S. federal government agencies must adhere to the 1997 Standards for the Classification of Federal Data on Race and Ethnicity, issued by the U.S. Office of Management and Budget. The standards are available online at < www.whitehouse.gov/omb/fedreg/1997standards.html >.

The first and second research areas evaluate potential interaction effects between design strategies by combining different design strategies within form designs. The first research area includes seven form designs and the second research area has four form designs, where strategies are tested separately and in combination with other strategies within each research area.

Many of the experimental designs could not incorporate one of the questions that is on the 2010 census, “Does Person 1 sometimes live or stay somewhere else.” Therefore, there are two control questionnaires in this study, one control questionnaire is the exact design of the 2010 census questionnaire, the other control questionnaire is the same as the 2010 census questionnaire except that question mentioned above has been removed.

Several attempts will be made to speak to the person who filled out the mailout/mailback questionnaire. In the event this person cannot be reached, another household member will be interviewed.

Abstract Staff from the Statistical Research Division (SRD) assisted staff from Population Division (POP), Decennial Management Division (DMD), and Decennial Statistical Studies Division (DSSD) to develop and pretest the 2010 Census Race and Hispanic Origin Alternative Questionnaire Experiment (AQE) Reinterview questionnaire. This report summarizes the findings and recommendations from the three rounds of this pretest.

This paper utilizes survey data drawn from the Las Vegas Metropolitan Police Department (LVMPD) and University of Nevada Las Vegas Smart Policing Initiative (SPI) to explore Hispanic perceptions of neighborhood disorder as well as Hispanic perceptions of the police. The literature on perceptions of police suggests that those who perceive higher degrees of neighborhood disorder generally hold lower perceptions of the police and police effectiveness. The literature also suggests that Hispanics, as a group, generally hold favorable attitudes towards the police. Most of the literature sampled homogenous neighborhoods and indicates demographic factors such as age, time in residence, and education impact resident perceptions of police. This analysis breaks down the studied Hispanic population between English-speaking and Spanish-speaking to focus on their specific perceptions of neighborhood disorder utilizing a scale of broken windows characteristics, quality of life in neighborhood, and satisfaction with the police. Additionally, I analyze whether being born in the United States versus elsewhere has an impact on neighborhood and perceptions of police.

What :  The U.S. Census Bureau will brief the media on the 2010 Census Race and Hispanic Origin Alternative Questionnaire Experiment . The experiment was among the largest quantitative efforts ever done for race and Hispanic origin research, and this important research is part of the Census Bureau's planning for the 2020 Census. This research focuses on improving the race and Hispanic origin questions by testing a number of different questionnaire design strategies.

Following the news conference, there will be a technical briefing to discuss the research design, methodology, findings and recommendations. This discussion will include Census Bureau staff and other experts in the field. Members of the media are invited to attend.

2010 AQE Methodology • Expert review and cognitive testing for race and Hispanic origin questions prior to field testing • 15 experimental panels • Experimental forms mailed to a national sample of housing units – 30,000 housing units per panel • Initial questionnaire non-respondents receive a replacement questionnaire (mimics initial contact) • Telephone reinterview study conducted for sample of 2010 AQE mail respondents

2010 AQE Sample • Design focuses on significant oversampling of mailout to various demographic groups • Universe consists of census tracts likely to contain relatively high proportions of these groups - Asian; Native Hawaiian or Other Pacific Islander - Black or African American - Hispanic or Latino - All other • Final sample is 30,000 housing units per panel selected from these strata
