MPPSC Previous Year Papers (2015-2023) - MPPSC Pre & Mains Papers

MPPSC Previous Year Question papers are one of the key sources of the MPPSC Examination revision. The Madhya Pradesh Public Service Commission (MPPSC) conducts State Service Examination to recruit candidates in the state administration. MPPSC Examination 2023 is not yet announced and MPPSC 2021 examination is underway.

MPPSC Prelims exam 2021 took place on 19th June while the mains dates are yet not out. Hence, it gives the aspirants an ample amount of time to prepare for the examination with old MPPSC mains paper and MPPSC pre paper for Mains 2023 and Prelims 2023 respectively.

The Madhya Pradesh Public Service Commission releases the official MPPSC previous year question paper PDF along with answer keys once the entire recruitment process is complete. Since the recruitment notice of 2023 is not out given below are the MPPSC Previous Year Papers PDFs for 2021, 2020 and 2019 exams for candidates assistance.

MPPSC Question Paper 2021

The preliminary examination is the first stage of the MPPSC exam. It has two papers – General Studies and Aptitude. Both the papers are of 200 marks each with 2 hours allotted against each paper.

Introduction

Madhya Pradesh Public Service Commission (MPPSC), Indore organizes various subordinate services including various posts related to state special administration.

• Most of the candidates preparing for the Civil Services Examination (Especially Hindi medium) appear in the Union Public Service Commission (UPSC) examination as well as in the most prestigious 'Madhya Pradesh State Service Examination' conducted by this commission.
• Despite the difference in the nature and procedure of questions of UPSC, The study of the syllabus of the preliminary and mains examination has a meaningful role in this examination.
• Studying the syllabus of Preliminary and Mains Examination of the UPSC plays a significant role in this examination, so students preparing for the Civil Services Examination are successful in this examination as well.

Examinations Conducted by the Commission

• The state-based government, semi-government, judicial, state forest service and other subordinate services in Madhya Pradesh are mainly organized by the Madhya Pradesh Public Service Commission (MPPSC), Indore.
• In the year 2017, the format of the application was changed so that candidates can now fill the common online application form for both these examinations, provided they are eligible to appear in the State Forest Service Examination as well.
• Candidates studying in the final year of graduation are also eligible (subject to certain conditions) to fill the application form.
• 'Madhya Pradesh State Service Examination' is also often known as 'MPPCS'.

• Main Exam - Descriptive Nature
• Interview - Oral
• In the year 2024, the MPPSC Significant changes were made in the nature and syllabus of the Preliminary Examination and Mains Examination, Which will be applicable from the state service exam year 2024.

Exam Process

• First of all, the release related to these examinations is issued by the commission, after that the process of filling the online application form starts. Detailed information related to the process of filling the form ‘How to apply online’ under 'Notification'? is given in the title.
• A detailed description of various aspects related to the examination is given in the release. Therefore, it is beneficial to study it before filling the form.
• After the completion of the form filling process, the preliminary examination is usually conducted after 1 to 2 months.
• This preliminary examination is conducted on the same day at different centers of the state as decided by the commission.
• The nature of this preliminary examination conducted by the commission is objective (Multiple Choice) in which one has to choose the correct option out of four possible options (a, b, c and d) given for each question.
• The selected options related to the question are filled in an OMR sheet given by the commission. It is to be filled with black ball point pen.
• There is no provision of any kind of negative marking for wrong answers in this examination conducted by MPPSC.
• If the candidate gives more than one answer to a question, then that answer will be treated as wrong.
• The question paper is given in two languages (Hindi and English), candidates can answer the questions in any of these two languages depending on their ease.
• The nature of this preliminary examination was changed by the commission in the year 2012 , according to which the question paper of 'General Aptitude Test'. It was adopted instead of the optional subject (objective) asked in the second paper.
• The question paper of 'General Aptitude Test' is also known as 'CSAT' (Civil Service Aptitude Test).
• The first paper of 'General Studies' has the total number of questions is 100 and the maximum marks are 200.
• The second paper of 'General Aptitude Test' has a total number of questions is 100 and the maximum marks are 200.
• From the year 2017 onwards for 'Madhya Pradesh State Service Examination' and 'Madhya Pradesh State Forest Service Examination', the same (Common) Preliminary Examination is conducted while the Mains Examination will be conducted separately as before.
• This Preliminary Examination for 'Madhya Pradesh State Service Examination' is of 200 marks and the marks obtained in the question paper of 'General Aptitude Test' is not added to the cut-off determination, whereas for 'Madhya Pradesh State Forest Service Examination' this exam is of total 400 marks as the marks obtained in the question paper of 'General Aptitude Test' are added to the cut-off determination.
• From the year 2015, the Commission has made a question paper of 'General Aptitude Test' of qualified nature. That is, only the candidates who obtain the qualifying marks prescribed by the Commission in this paper and the cut-off level prescribed in the General Studies paper will be declared successful for the Mains examination.
• Generally 75-80% marks are required to pass the preliminary exam, but sometimes this percentage can be less depending on the difficulty level of the questions.
• The preliminary exam is qualifying in nature. The marks obtained in this are not added with the marks of the Mains exam or interview.

NOTE: The number of shortlisted candidates for the main examination will be a maximum of 20 times the total number of vacant posts, category wise. Candidates obtaining equal marks category wise will also be declared qualified for the main examination. Only those candidates who have been declared qualified in the Preliminary Examination under the relevant advertisement by the Commission will be eligible for admission to the Main Examination. To be eligible for the main examination, it will be mandatory for unreserved category candidates to obtain minimum 40% marks in each question paper of the preliminary examination. Similarly, it will be mandatory for the candidates of unreserved female category to obtain minimum 40% marks in each question paper of the preliminary examination. The minimum qualifying marks for candidates belonging to Scheduled Caste/Scheduled Tribe/Other Backward Class, Economically Weaker Section and Disabled category will be 30%.

Mains Exam Process

There will be a total of 06 descriptive question papers in the State Service Main Examination as follows. All question papers are mandatory:

Interview: 185 Marks

Total : 1685 Marks

• General Studies - In both sections 'A' and 'B' of the first question paper, second question paper and third question paper, answers can be written by the candidates only in Hindi or English language. The classification of total marks in each section 'A' and section 'B' of the above three question papers will be as follows-

3. The fifth paper will be in General Hindi and Grammar only in Hindi medium. The total marks will be 200. The details of marks of questions are mentioned in the syllabus. The time to attempt the exam will be 2 hours.

4. The sixth question paper (Hindi essay and draft writing) will be in Hindi medium only. Details of questions will be as follows:-

A question may also have sub-questions as per requirement. In case there is more space for answers in the question answer booklet, candidates should follow the word limit as per the format of the question.

Note: It is mandatory for unreserved category candidates to obtain minimum qualifying marks of 40 percent in each question paper of State Service Main Examination (including both Section 'A' and 'B'). Similarly, it is mandatory for unreserved female category candidates to obtain minimum qualifying marks of 40 percent. Apart from the above, candidates belonging to Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Section and Disabled category will have to compulsorily obtain minimum qualifying marks of 30 percent.

• Three times the selected candidates from the State Service Main Examination will be eligible for the interview.

Essay Writing Strategy

• Generally 60-65% marks are required to be scored in this stage of the examination. However, due to change in curriculum, this percentage may be slightly higher or lower.
• The essay in the MPPSC Main exam has to be written in Hindi Language (Devanagari Script).
• The marks obtained in these papers will be added to the merit list as before.
• Credit will be given to the organized, subtle and powerful expression in the least number of words in all the subjects of the examination.

Interview Process

• The candidates selected in the main examination usually have to appear for an interview before the commission after one month.
• The personality of the candidates is tested during the interview. In this oral questions are asked by the members of the commission at the prescribed place in the commission for which the candidate has to answer orally. This process lasts for more than one day depending on the number of candidates.
• In the year 2024, a total of 185 marks were fixed for the interview in this exam of MPPSC (Earlier it was of 175 marks).
• Merit list is prepared on the basis of aggregate of marks obtained in the mains examination and interview.
• The list of finally selected candidates is released usually one week after the completion of the entire interview.
• It is mandatory to obtain 40 percent marks in each of the above mentioned papers. The minimum qualifying marks for SC/ST, OBC and disabled category candidates will be 30 percent.

Madhya Pradesh State Public Service Commission set the Exam Pattern for the MPPSC Recruitment, which is released along with the official notification mppsc.mp.gov.in. Candidates preparing for the State Service and Forest Service Examination 2024 should have an idea about the exam pattern recruitment. This represents a significant chance for individuals aspiring to participate in the State and Forest Service Examination, offering the prospect of securing esteemed positions.

MPPSC Exam Pattern 2024

The MPPSC Exam is administered by MPPSC in order to recruit Group B and Group C officers for the state government’s administrative services. The MPPSC has made significant changes in recent times to bring the exam pattern closer to UPSC. The new MPPSC Exam Pattern is more or less modelled on the pattern of the UPSC CSE Exam, except for the fact that there are no optional subjects. The key components of the new MPPSC Exam pattern are:

• There will be 4 General Studies papers along with Hindi Essay and a General Hindi paper. Optional papers have been removed from the pattern of this exam.
• General Studies Paper-I, II and III will be 300 marks each and General Studies Paper-IV will be of 200 marks. The General Hindi paper will be 200 marks and Hindi Essay will be of 100 marks.
• 175 marks will be assigned for the Interview/Personality Test.

There are three stages to the MPPSC Exam, and each stage has a specific purpose. The commission publishes the MPPSC Syllabus along with the MPPSC 2024 notification on its official website.

MPPSC Prelims Exam Pattern

Here is a complete discussion about the MPPSC Prelims Exam Pattern. This is purely qualifying in nature, and it serves as a screening tool to filter out non-serious applicants. There are two papers, Paper I and Paper II, in the MPPSC Civil/ Forest Prelims exam. Each paper has 200 marks and consists of multiple-choice questions (MCQs). MPPSC Prelims Exam Marking Scheme

• Paper-I will determine the exam cut-off and merit ranking.
• Paper II i.e., CSAT Paper is qualifying in nature so, candidates must score at least 33% marks in paper II.
• There will be no negative marking for marking the wrong answers in both papers.
• Multiple circles being filled in on the OMR sheet for the same question would be regarded as an improper answer and no marks will be awarded.

MPPSC Mains Exam Pattern

Candidates who passed the preliminary exams are eligible to take the main examination. The following table contains the MPPSC Mains Exam Pattern. The final selection of the candidates will take into account the candidates’ scores in the main exam. There are six papers of a descriptive nature in the MPPSC Mains Exam. The MPPSC Mains Exam, which has a cumulative weighting of 1400 marks, is a merit-deciding round. In the MPPSC Mains Exam Pattern, the following changes have been introduced in recent times.

• Removal of optional papers.
• Inclusion of Ethics, Integrity and Aptitude paper as General Studies Paper-IV.

MPPSC Interview

An Interview or Personality Test is the last round of the MPPSC Exam. The MPPSC Exam’s current round is the last one. Candidates who passed the main exam will receive an invitation to the personnel interview. There will be a 175 marks interview. A Board that is appointed by the MPPSC conducts interviews with candidates. The purpose of the interview is to determine if the candidate is personally qualified for a career in state services by a board of experienced and impartial observers. In the Personality Test Round, candidates must be informed of events/issues both internal and external of their state or country, in addition to their academic studies. The interview is more of a purposeful dialogue meant to probe the candidate’s mental capabilities and capacity for analysis.

MPPSC Official Answer Key 2024: The Madhya Pradesh Public Service Commission (MPPSC) has released the official answer on June 26 on its website - mppps.mp.nic.in. MPPSC conducted the State Sevice Exam (SSE) prelims 2024 exam on June 23, 2024 for papers 1 and 2. Candidates who have appeared in the MPPSC examination can download the answer key and match their responses. MPPSC has allowed candidates to challenge the provided answers within 5 days of release of answer key

The MPPSC has released the response sheet of all sets A, B, C and D  of paper 1 and 2. MPPSC releases the provisional prelims answer key first so that any discrepancy can be challenged. The challenged question will be reviewed by the expert panel. Based on the expert suggestions, MPPSC releases the final answer key 2024.

How to Calculate Marks by MPPSC Answer Key?

Based on the MPPSC answer key, candidates can calculate marks based on the number of correct and incorrect responses they have opted for during the exam. For each correct answer, candidates secure 2 marks, while for incorrect responses, no mark will be deducted.

• The MPPSC Prelims Exam comprises objective-type multiple-choice questions.

NeurIPS 2024 Datasets and Benchmarks Track

The Datasets and Benchmarks track serves as a venue for high-quality publications, talks, and posters on highly valuable machine learning datasets and benchmarks, as well as a forum for discussions on how to improve dataset development. Datasets and benchmarks are crucial for the development of machine learning methods, but also require their own publishing and reviewing guidelines. For instance, datasets can often not be reviewed in a double-blind fashion, and hence full anonymization will not be required. On the other hand, they do require additional specific checks, such as a proper description of how the data was collected, whether they show intrinsic bias, and whether they will remain accessible. The Datasets and Benchmarks track is proud to support the open source movement by encouraging submissions of open-source libraries and tools that enable or accelerate ML research.

The previous editions of the Datasets and Benchmarks track were highly successful; you can view the accepted papers from 2021 , 2002 , and 2023 , and the winners of the best paper awards 2021 , 2022 and 2023

CRITERIA. W e are aiming for an equally stringent review as the main conference, yet better suited to datasets and benchmarks. Submissions to this track will be reviewed according to a set of criteria and best practices specifically designed for datasets and benchmarks , as described below. A key criterion is accessibility: datasets should be available and accessible , i.e. the data can be found and obtained without a personal request to the PI, and any required code should be open source. We encourage the authors to use Croissant format ( https://mlcommons.org/working-groups/data/croissant/ ) to document their datasets in machine readable way.   Next to a scientific paper, authors should also submit supplementary materials such as detail on how the data was collected and organised, what kind of information it contains, how it should be used ethically and responsibly, as well as how it will be made available and maintained.

RELATIONSHIP TO NeurIPS.  Submissions to the track will be part of the main NeurIPS conference , presented alongside the main conference papers. Accepted papers will be officially published in the NeurIPS proceedings .

SUBMISSIONS.  There will be one deadline this year. It is also still possible to submit datasets and benchmarks to the main conference (under the usual review process), but dual submission to both is not allowed (unless you retracted your paper from the main conference). We also cannot transfer papers from the main track to the D&B track. Authors can choose to submit either single-blind or double-blind . If it is possible to properly review the submission double-blind, i.e., reviewers do not need access to non-anonymous repositories to review the work, then authors can also choose to submit the work anonymously. Papers will not be publicly visible during the review process. Only accepted papers will become visible afterward. The reviews themselves are not visible during the review phase but will be published after decisions have been made. The datasets themselves should be accessible to reviewers but can be publicly released at a later date (see below). New authors cannot be added after the abstract deadline and they should have an OpenReview profile by the paper deadline. NeurIPS does not tolerate any collusion whereby authors secretly cooperate with reviewers, ACs or SACs to obtain favourable reviews.

SCOPE. This track welcomes all work on data-centric machine learning research (DMLR) and open-source libraries and tools that enable or accelerate ML research, covering ML datasets and benchmarks as well as algorithms, tools, methods, and analyses for working with ML data. This includes but is not limited to:

• New datasets, or carefully and thoughtfully designed (collections of) datasets based on previously available data.
• Data generators and reinforcement learning environments.
• Data-centric AI methods and tools, e.g. to measure and improve data quality or utility, or studies in data-centric AI that bring important new insight.
• Advanced practices in data collection and curation that are of general interest even if the data itself cannot be shared.
• Frameworks for responsible dataset development, audits of existing datasets, identifying significant problems with existing datasets and their use
• Benchmarks on new or existing datasets, as well as benchmarking tools.
• In-depth analyses of machine learning challenges and competitions (by organisers and/or participants) that yield important new insight.
• Systematic analyses of existing systems on novel datasets yielding important new insight.

FREQUENTLY ASKED QUESTIONS

Q: My work is in scope for this track but possibly also for the main conference. Where should I submit it?

A: This is ultimately your choice. Consider the main contribution of the submission and how it should be reviewed. If the main contribution is a new dataset, benchmark, or other work that falls into the scope of the track (see above), then it is ideally reviewed accordingly. As discussed in our blog post, the reviewing procedures of the main conference are focused on algorithmic advances, analysis, and applications, while the reviewing in this track is equally stringent but designed to properly assess datasets and benchmarks. Other, more practical considerations are that this track allows single-blind reviewing (since anonymization is often impossible for hosted datasets) and intended audience, i.e., make your work more visible for people looking for datasets and benchmarks.

Q: How will paper accepted to this track be cited?

A: Accepted papers will appear as part of the official NeurIPS proceedings.

Q: Do I need to submit an abstract beforehand?

A: Yes, please check the important dates section for more information.

Q: My dataset requires open credentialized access. Can I submit to this track?

A: This will be possible on the condition that a credentialization is necessary for the public good (e.g. because of ethically sensitive medical data), and that an established credentialization procedure is in place that is 1) open to a large section of the public, 2) provides rapid response and access to the data, and 3) is guaranteed to be maintained for many years. A good example here is PhysioNet Credentialing, where users must first understand how to handle data with human subjects, yet is open to anyone who has learned and agrees with the rules. This should be seen as an exceptional measure, and NOT as a way to limit access to data for other reasons (e.g. to shield data behind a Data Transfer Agreement). Misuse would be grounds for desk rejection. During submission, you can indicate that your dataset involves open credentialized access, in which case the necessity, openness, and efficiency of the credentialization process itself will also be checked.

SUBMISSION INSTRUCTIONS

A submission consists of:

• Please carefully follow the Latex template for this track when preparing proposals. We follow the NeurIPS format, but with the appropriate headings, and without hiding the names of the authors. Download the template as a bundle here .
• Papers should be submitted via OpenReview
• Reviewing is in principle single-blind, hence the paper should not be anonymized. In cases where the work can be reviewed equally well anonymously, anonymous submission is also allowed.
• During submission, you can add a public link to the dataset or benchmark data. If the dataset can only be released later, you must include instructions for reviewers on how to access the dataset. This can only be done after the first submission by sending an official note to the reviewers in OpenReview. We highly recommend making the dataset publicly available immediately or before the start of the NeurIPS conference. In select cases, requiring solid motivation, the release date can be stretched up to a year after the submission deadline.
• Dataset documentation and intended uses. Recommended documentation frameworks include datasheets for datasets , dataset nutrition labels , data statements for NLP , data cards , and accountability frameworks .
• URL to website/platform where the dataset/benchmark can be viewed and downloaded by the reviewers. 
• URL to Croissant metadata record documenting the dataset/benchmark available for viewing and downloading by the reviewers. You can create your Croissant metadata using e.g. the Python library available here: https://github.com/mlcommons/croissant
• Author statement that they bear all responsibility in case of violation of rights, etc., and confirmation of the data license.
• Hosting, licensing, and maintenance plan. The choice of hosting platform is yours, as long as you ensure access to the data (possibly through a curated interface) and will provide the necessary maintenance.
• Links to access the dataset and its metadata. This can be hidden upon submission if the dataset is not yet publicly available but must be added in the camera-ready version. In select cases, e.g when the data can only be released at a later date, this can be added afterward (up to a year after the submission deadline). Simulation environments should link to open source code repositories
• The dataset itself should ideally use an open and widely used data format. Provide a detailed explanation on how the dataset can be read. For simulation environments, use existing frameworks or explain how they can be used.
• Long-term preservation: It must be clear that the dataset will be available for a long time, either by uploading to a data repository or by explaining how the authors themselves will ensure this
• Explicit license: Authors must choose a license, ideally a CC license for datasets, or an open source license for code (e.g. RL environments). An overview of licenses can be found here: https://paperswithcode.com/datasets/license
• Add structured metadata to a dataset's meta-data page using Web standards (like schema.org and DCAT ): This allows it to be discovered and organized by anyone. A guide can be found here: https://developers.google.com/search/docs/data-types/dataset . If you use an existing data repository, this is often done automatically.
• Highly recommended: a persistent dereferenceable identifier (e.g. a DOI  minted by a data repository or a prefix on identifiers.org ) for datasets, or a code repository (e.g. GitHub, GitLab,...) for code. If this is not possible or useful, please explain why.
• For benchmarks, the supplementary materials must ensure that all results are easily reproducible. Where possible, use a reproducibility framework such as the ML reproducibility checklist , or otherwise guarantee that all results can be easily reproduced, i.e. all necessary datasets, code, and evaluation procedures must be accessible and documented.
• For papers introducing best practices in creating or curating datasets and benchmarks, the above supplementary materials are not required.
• For papers resubmitted after being retracted from another venue: a brief discussion on the main concerns raised by previous reviewers and how you addressed them. You do not need to share the original reviews.
• For the dual submission and archiving, the policy follows the NeurIPS main track paper guideline .

Use of Large Language Models (LLMs): We welcome authors to use any tool that is suitable for preparing high-quality papers and research. However, we ask authors to keep in mind two important criteria. First, we expect papers to fully describe their methodology, and any tool that is important to that methodology, including the use of LLMs, should be described also. For example, authors should mention tools (including LLMs) that were used for data processing or filtering, visualization, facilitating or running experiments, and proving theorems. It may also be advisable to describe the use of LLMs in implementing the method (if this corresponds to an important, original, or non-standard component of the approach). Second, authors are responsible for the entire content of the paper, including all text and figures, so while authors are welcome to use any tool they wish for writing the paper, they must ensure that all text is correct and original.

REVIEWING AND SELECTION PROCESS

Reviewing will be single-blind, although authors can also submit anonymously if the submission allows that. A datasets and benchmarks program committee will be formed, consisting of experts on machine learning, dataset curation, and ethics. We will ensure diversity in the program committee, both in terms of background as well as technical expertise (e.g., data, ML, data ethics, social science expertise). Each paper will be reviewed by the members of the committee. In select cases where ethical concerns are flagged by reviewers, an ethics review may be performed as well.

Papers will not be publicly visible during the review process. Only accepted papers will become visible afterward. The reviews themselves are also not visible during the review phase but will be published after decisions have been made. Authors can choose to keep the datasets themselves hidden until a later release date, as long as reviewers have access.

The factors that will be considered when evaluating papers include:

• Utility and quality of the submission: Impact, originality, novelty, relevance to the NeurIPS community will all be considered. 
• Reproducibility: All submissions should be accompanied by sufficient information to reproduce the results described i.e. all necessary datasets, code, and evaluation procedures must be accessible and documented. We encourage the use of a reproducibility framework such as the ML reproducibility checklist to guarantee that all results can be easily reproduced. Benchmark submissions in particular should take care to ensure sufficient details are provided to ensure reproducibility. If submissions include code, please refer to the NeurIPS code submission guidelines .  
• Was code provided (e.g. in the supplementary material)? If provided, did you look at the code? Did you consider it useful in guiding your review? If not provided, did you wish code had been available?
• Ethics: Any ethical implications of the work should be addressed. Authors should rely on NeurIPS ethics guidelines as guidance for understanding ethical concerns.  
• Completeness of the relevant documentation: Per NeurIPS ethics guidelines , datasets must be accompanied by documentation communicating the details of the dataset as part of their submissions via structured templates (e.g. TODO). Sufficient detail must be provided on how the data was collected and organized, what kind of information it contains,  ethically and responsibly, and how it will be made available and maintained. 
• Licensing and access: Per NeurIPS ethics guidelines , authors should provide licenses for any datasets released. These should consider the intended use and limitations of the dataset, and develop licenses and terms of use to prevent misuse or inappropriate use.  
• Consent and privacy: Per  NeurIPS ethics guidelines , datasets should minimize the exposure of any personally identifiable information, unless informed consent from those individuals is provided to do so. Any paper that chooses to create a dataset with real data of real people should ask for the explicit consent of participants, or explain why they were unable to do so.
• Ethics and responsible use: Any ethical implications of new datasets should be addressed and guidelines for responsible use should be provided where appropriate. Note that, if your submission includes publicly available datasets (e.g. as part of a larger benchmark), you should also check these datasets for ethical issues. You remain responsible for the ethical implications of including existing datasets or other data sources in your work.
• Legal compliance: For datasets, authors should ensure awareness and compliance with regional legal requirements.
