The Morning TIme theme is a bit misleading, you cant use any other slider then the paid Revulution Slider, Defeated the whole purpose of a nice looking theme only if I have to use a paid plugin!

Hi there, I’m looking at buying a blogging WP theme but none of the sites answers my question: What about compliancy to GDPR standards? My site will be hosted in Germany = EU so it falls under these regulations. Since most themes come from non EU sellers I’m not sure this topic is covered. Thanks for your input!

Also, if it helps, most of the page builders come in the format of plugins these days so you can use them with any theme you want.

MIT study explains why laws are written in an incomprehensible style

Legal documents are notoriously difficult to understand, even for lawyers. This raises the question: Why are these documents written in a style that makes them so impenetrable?

MIT cognitive scientists believe they have uncovered the answer to that question. Just as “magic spells” use special rhymes and archaic terms to signal their power, the convoluted language of legalese acts to convey a sense of authority, they conclude.

In a study appearing this week in the journal of the Proceedings of the National Academy of Sciences , the researchers found that even non-lawyers use this type of language when asked to write laws.

“People seem to understand that there’s an implicit rule that this is how laws should sound, and they write them that way,” says Edward Gibson, an MIT professor of brain and cognitive sciences and the senior author of the study.

Eric Martinez PhD ’24 is the lead author of the study. Francis Mollica, a lecturer at the University of Melbourne, is also an author of the paper .

Casting a legal spell

Gibson’s research group has been studying the unique characteristics of legalese since 2020, when Martinez came to MIT after earning a law degree from Harvard Law School. In a 2022 study , Gibson, Martinez, and Mollica analyzed legal contracts totaling about 3.5 million words, comparing them with other types of writing, including movie scripts, newspaper articles, and academic papers.

That analysis revealed that legal documents frequently have long definitions inserted in the middle of sentences — a feature known as “center-embedding.” Linguists have previously found that this kind of structure can make text much more difficult to understand.

“Legalese somehow has developed this tendency to put structures inside other structures, in a way which is not typical of human languages,” Gibson says.

In a follow-up study published in 2023, the researchers found that legalese also makes documents more difficult for lawyers to understand. Lawyers tended to prefer plain English versions of documents, and they rated those versions to be just as enforceable as traditional legal documents.

“Lawyers also find legalese to be unwieldy and complicated,” Gibson says. “Lawyers don’t like it, laypeople don’t like it, so the point of this current paper was to try and figure out why they write documents this way.”

The researchers had a couple of hypotheses for why legalese is so prevalent. One was the “copy and edit hypothesis,” which suggests that legal documents begin with a simple premise, and then additional information and definitions are inserted into already existing sentences, creating complex center-embedded clauses.

“We thought it was plausible that what happens is you start with an initial draft that’s simple, and then later you think of all these other conditions that you want to include. And the idea is that once you’ve started, it’s much easier to center-embed that into the existing provision,” says Martinez, who is now a fellow and instructor at the University of Chicago Law School.

However, the findings ended up pointing toward a different hypothesis, the so-called “magic spell hypothesis.” Just as magic spells are written with a distinctive style that sets them apart from everyday language, the convoluted style of legal language appears to signal a special kind of authority, the researchers say.

“In English culture, if you want to write something that’s a magic spell, people know that the way to do that is you put a lot of old-fashioned rhymes in there. We think maybe center-embedding is signaling legalese in the same way,” Gibson says.

In this study, the researchers asked about 200 non-lawyers (native speakers of English living in the United States, who were recruited through a crowdsourcing site called Prolific), to write two types of texts. In the first task, people were told to write laws prohibiting crimes such as drunk driving, burglary, arson, and drug trafficking. In the second task, they were asked to write stories about those crimes.

To test the copy and edit hypothesis, half of the participants were asked to add additional information after they wrote their initial law or story. The researchers found that all of the subjects wrote laws with center-embedded clauses, regardless of whether they wrote the law all at once or were told to write a draft and then add to it later. And, when they wrote stories related to those laws, they wrote in much plainer English, regardless of whether they had to add information later.

“When writing laws, they did a lot of center-embedding regardless of whether or not they had to edit it or write it from scratch. And in that narrative text, they did not use center-embedding in either case,” Martinez says.

In another set of experiments, about 80 participants were asked to write laws, as well as descriptions that would explain those laws to visitors from another country. In these experiments, participants again used center-embedding for their laws, but not for the descriptions of those laws.

The origins of legalese

Gibson’s lab is now investigating the origins of center-embedding in legal documents. Early American laws were based on British law, so the researchers plan to analyze British laws to see if they feature the same kind of grammatical construction. And going back much farther, they plan to analyze whether center-embedding is found in the Hammurabi Code, the earliest known set of laws, which dates to around 1750 BC.

“There may be just a stylistic way of writing from back then, and if it was seen as successful, people would use that style in other languages,” Gibson says. “I would guess that it’s an accidental property of how the laws were written the first time, but we don’t know that yet.”

The researchers hope that their work, which has identified specific aspects of legal language that make it more difficult to understand, will motivate lawmakers to try to make laws more comprehensible. Efforts to write legal documents in plainer language date to at least the 1970s, when President Richard Nixon declared that federal regulations should be written in “layman’s terms.” However, legal language has changed very little since that time.

“We have learned only very recently what it is that makes legal language so complicated, and therefore I am optimistic about being able to change it,” Gibson says.

It’s Time to Start Taking Mpox and Bird Flu Seriously

It’s been a bad month for public health.

On August 14, the World Health Organization declared mpox as an international health emergency , given the “unprecedented” spread of a new, more deadly variant . In the United States, bird flu, formally known as H5N1, has spread to 10 agricultural workers in Colorado, an alarming development since only three other cases have been reported this year.

Mpox and bird flu are distinct infectious diseases; however, they have been united by assumptions that containment is easily achievable and thus a complacent public health response. Indeed, almost 100,000 people got infected with mpox after the 2022 outbreak, and while the disease shrinked away from public view, mpox continued to spread and evolve into deadlier variants. Similarly, while bird flu first jumped into mammals around the same time in 2022, the response in the U.S. was anemic with little consistent messaging or concrete action.

This is part of a larger inertia around infectious diseases—one we believe is driven by two key factors.

First, public health leaders have grown overly cautious after the COVID-19 pandemic, seeing how bold efforts to contain the pandemic were met with anti-science aggression, populist outrage, relentless lawsuits, and at least 30 states limiting public health powers . The impending U.S. elections have added to the polarization and disinformation. As such, instead of proactive action, we are seeing trepidation.

Second, there is a sense that another pandemic cannot happen so soon after COVID-19—that these infectious diseases will inevitably burn themselves out like before. This is a “gambler’s fallacy,” and because of it, the U.S. may be underestimating the risks posed by mpox and bird flu, allowing two potential pandemics to brew on the global stage.

This has manifested in several failures for both diseases. For instance, the U.S. saw 1800 mpox cases between October 2023 and April 2024, while the more dangerous Clade 1b variant, which combines efficient sexual transmission with high mortality , started to spread in Africa. However, the U.S. Centers for Disease Control and Prevention (CDC) stopped updating their mpox outbreak case count in January , downplaying this added threat since case counts were not yet increasing. The CDC restarted the public reporting in May, suggesting its discontinuation may have been overly expedient and optimistic.

Our mpox global health response mirrors such underestimation and delayed action. On August 7, the U.S. announced that it was donating 50,000 vaccines to the Democratic Republic of the Congo, almost a year after Clade 1b was first reported there. For reference, Africa CDC estimates it needs 10 million doses to control the current outbreak on the continent. In 2022, the U.S. failed to tackle mpox while it was confined to Africa, dragging its feet until the disease was spreading uncontrollably at home; we are seeing history repeat itself in 2024.

For bird flu, the mortality rate can be as high as 52% , given WHO case data. But as the New York Times noted , “Only recently has the [CDC] begun to mobilize real funding for a testing push, after a period of months in which various federal groups batted around responsibility and ultimate authority like a hot potato.” In the U.S., ignorance is bliss, with our public health leaders rolling the dice that this too shall pass.

So, perhaps we shouldn’t be surprised that the U.S. Department of Agriculture (USDA) detected bird flu in cattle four months after it happened, or that the agency has not required routine testing of cattle (unless they cross state lines) nor vaccination of farmworkers . While decisions to leave these programs voluntary are multifactorial, they are likely influenced by political reticence after COVID-19 and recent Supreme Court rulings striking down vaccination requirements.

To be clear, the pandemic risk of mpox or bird flu is currently low. The transmission dynamics of mpox, requiring very close contact , make it more difficult to spread than SARS-CoV-2. Similarly, cases of bird flu have thus far been mild and limited in number. However, these are not absolute truths, but day-by-day assessments, which require real preparedness—measured in testing, ongoing surveillance, and forward planning.

We have no easy answers for overcoming public health paralysis. But at minimum, the U.S. needs better public health communication that not only emphasizes transparency but also holds our leaders accountable. Bringing this COVID-19-era lesson to mpox and bird flu is one way to give Americans a new, positive memory of public health, fostering early, decisive action and realistic risk assessments.

With two rapidly evolving outbreaks, we cannot afford trepidation and false optimism. And, even as we work to make the U.S. safer, we cannot forget our global obligations to share vaccines, medicines, and resources. Global crises require global solidarity and collective action.

Short form articles

Typically speaking, for SEO purposes for search engines, it’s recommended that blog posts should be at least 300 words in length. That said, not every single piece of content on your blog  needs  to be perfect for SEO either. Consider the cadence of your blog content and offer variety to your visitors. If every article is an essay, readers may soon tire and not stick around as long as you’d like them to.

While SEO is important, keeping the interest of the visitors you do attract is equally important. Try to mix in some shorter posts with 150 words and a half-dozen images.

Long form articles

That said, there’s a lot of value that can be packed into long form articles. Challenge yourself to write a longer essay of 500, 800, even 1,000 words. Make sure that you follow the general guidelines for posting longer content online: break up your text into short paragraphs, use headings when possible, and vary the length of individual paragraphs.

Think outside the box. Regardless of your blog topic, an interview format would be a wonderful and unique addition to your storytelling toolbox! Plus it could potentially open up your blog to a new audience, depending on whom you interview.

If you’re a fashion blogger, you might interview a local designer or stylist.

If you’re a book reviewer, an interview with a published author or poet would be a natural fit.

Do you blog about your experiences as a new parent? Your audience is likely composed of a lot of new parents as well, so why not interview a more experienced parent? Ask questions like, “What do you wish you had known when you were a new parent?”

The interview doesn’t have to be long: it could be just three questions, or 13! Start small and simple, and work your way up to more complex or longer interviews as you build your confidence. The interview could be in a written format, or you could take the plunge and record it as an audio file that you can then upload to a blog post.

Everyone loves lists

Remember listicles? Those were hugely popular articles that were composed largely or exclusively of a list of some kind, e.g., “Top 25 Colleges for Creative Artists,” or “Top 9 Movies You Should See Before You Get Married”.

Guess what? They’re still popular. You may not want to write only listicles for your blog — unless you’re really passionate about that format! — but they’re a fun, easy way to share some interesting, related information.

Write a letter

Not necessarily a “real” letter, complete with postage and a trip to the mailbox — although that would be lovely too! — but a letter-style format about any topic you choose, addressed to whomever you’d like.

Think of the oft-published “open letter to [insert name of prominent person or institution here]” in your local newspaper. Then consider your blog’s niche and pick a topic that would fit well into a letter format. 

For example, if you write about fountain pens and were once gifted a prized pen by a dear friend, teacher, or family member, consider writing a letter to that person about how much you love the gift, what it’s meant to you over the years, and maybe even share some examples of other letters, essays, and assignments you’ve written with it.

Consider writing a letter to your past-self, or even your future-self! How fun would it be to scan back through your blog archives and read a letter that you wrote five years ago? It’s not just fun for you, but if you do it just right, those letters could also bring meaning or inspiration to a younger or older visitor who frequents your site.

How is this different to just writing an advice article? It’s in the writing style and voice you use. The way you word things in a letter will read much differently to the way you word things in an article, especially if you direct the letter at yourself, or someone close to you. That style of writing will have an intimacy to it that your regular writing will most often lack, and your blog readers will be more deeply moved on an emotional level.

That’s not to say that you need to write about something deeply personal, if you’re not comfortable with that. It’s the familiarity of tone that comes through in your writing that will create a feeling of intimacy.

Embrace writing prompts

The best writing prompts inspire bloggers to explore new ways to mine their blog’s main themes and come up with some extraordinary stories.

If you Google “writing prompts” you’ll find bazillions of results, many of them undoubtedly quite useful. But you can also start with simple prompts like favorite quotes. Here are some to get your writing energies flowing:

“The greatest glory in living lies not in never falling, but in rising every time we fall.” Nelson Mandela

Prompt:  Write about one of the challenges you faced in pursuing your blogging journey and how you overcame it.

“We read to know we’re not alone.” William Nicholson, Shadowlands

Prompt:  What is a book you’ve read that influenced your passion for your blog niche? Share how it helped to shape your journey. 

“Somewhere, something incredible is waiting to be known.” Astronomer Carl Sagan

Prompt:  What is something incredible about your niche that a new reader might not know about?

Serving as an online resource

It’s safe to say that many people embark on the journey of blogging because they have something they want to share with others online — their thoughts, artwork, knowledge, and even their vision. But how many bloggers set out with the mindset of becoming a solid resource for their audience?

Becoming a resource for your readers means recognizing the potential value that your content could give to your audience, and even to the occasional visitor of your blog. For example, perhaps you keep shortcuts for some of your favorite websites and blogs because they’re a great resource for your own content.

Here are some additional examples of blogs that can serve as resources in various aspects of a person’s life: Cooking blogs that share their recipes and recommended ingredients or brands. Lifestyle or technology blogs sharing “life hacks” to simplify daily routines and tasks. Health blogs that share their references and medical sources to supplement their advice. Travel blogs sharing top resources for planning a trip, or recommending good destinations and resorts. Pet bloggers who share their experiences with raising their animal companions, or resources to help with their training or care. Beauty blogs sharing their reviews and tutorials for hair and skin care, or for makeup and cosmetic products. Photography and art blogs that showcase their work in image galleries, as well as the equipment and software they use.

Consider your long-term goals for your blog, and then consider the benefits you will receive if your blog becomes a solid resource for your audience — visitors will likely explore your archives and will continue to follow along in the future.

Not only will becoming a resource generate traffic and encourage potential followers, you’ll also serve as a key part of your blogging community. Both benefits will help sustain your blogging platform and may give you the extra push to create more quality content over time.

Becoming a resource for your readers can also take on a few different forms and segues nicely into the next section on credibility. While your actual posts may become resources, you could also consider setting up a  resource page  where you list tools of the trade and recommendations – whether it’s for products, sites, brands, movies, books, or more. Resource pages like this (one or more) can become a short form reference guide for your visitors. You can then cross-link these resources back to the full blog posts you have written where you showcased or referenced specific resources.

Building credibility with references 

While many areas of blogging may be anecdotal — stories that are based on your personal experiences — there are other forms that may be based on existing research or opinions. If your blog relies on information from other sources, you can build its credibility by sharing these sources with your visitors.

With this in mind, consider creating a reference area on your blog — such as near the bottom of each of your blog posts, similar to footnotes — to list the resources that have helped with crafting your blog content.

Your references can be a working list that you can edit and adjust with time, and they can vary to include any of the following:

  • Citations and/or footnotes to published work that you’ve referenced for your own writing.
  • Recommended products that have assisted your work — such as an inspiring book, or an ergonomic tool.
  • Suggested workflows for task and time management, including any software or services you use on your devices.
  • Any free or paid workshops and courses you’ve taken to help with your craft (which may include this WP Course, if you’re inclined!)

If you mention certain references regularly, or your list becomes quite long, you may also consider different methods to help keep track of them and build consistency. This may include using options such as creating a  Reusable block , or even creating a ​​​​​separate References page on your blog.

Additionally, if the resource is from another blog or website, it will help to share a link directly to the site so that visitors can view it at the source. This is also good online etiquette; you would certainly want others to do the same and reference your blog if they learned something from you!

You’ll want to consider when it’s appropriate to distribute a closed or private resource. For example, if a colleague or friend shares something privately with you in confidence, take the time to check or ask for their permission before you openly share it with others.

Learning Action

If this is your first time going through this lesson, spend some time considering these different types of content and which ones appeal to you the most – or maybe figure out which one(s) you absolutely have no desire to include. If the content types inspire any particular topics, make a note of the topics along with a reference to the content type.

What Gartner's 2024 hype cycle forecast tells us about the future of AI (and other tech)

Technology often has a fairly predictable adoption cycle , going from innovators and early adopters to mainstream use, to the point where even those who are way behind the curve catch up and start using the technology.

But there's another cycle at play -- the hype cycle -- and this impacts everything from budgeting to forecasting to startup investments. Coined back in 1995 by research firm Gartner , every annual Hype Cycle report attempts to show whether a technology is on track for productive use, or is still in the smoke-and-mirrors phase of its life.

Gartner defined five key phases in the cycle.

The Innovation Trigger phase is all about building excitement. This is where a new technology like generative AI begins to show some serious promise, and where engineers, marketers, and investors can see the potential -- even though most of that potential is as yet unfulfilled and, in many cases, not even possible with current technology.

Then comes the Peak of Inflated Expectations. By this point, press coverage has been breathless and overwhelming, entrepreneurs have been pitching new startups, marketers have been adding allusions to the technology to everything they're pitching, and… enough, already!

AI is a good example of this. I mean, wow. Aren't you reaching a saturation point with all the over-the-top AI hype getting thrown around? I just got a 3D printer that was drenched in an AI washing effort . Although the tech in this printer was exactly the same as it's always been, the product came with "AI assisted" plastered all over the product casing, the website, and the promotional materials.

Next -- and I think this is the real innovation in Gartner's cycle -- comes the Trough of Disillusionment. Just as teenagers go through a phase where nothing's ever good enough, so too do tech products. After what seems like an unending promotion with little real uptake and deployment, the technology previously subjected to such lofty and exuberant fuss now appears to have wings made of wax. Expectations come crashing to the ground.

Although Gartner doesn't describe this, I've often seen how this phase is accompanied by ridicule. Anyone who -- post-peak -- recommends or discusses the so-called "failed" technology is considered a out of touch or a fanboi who hasn't accepted reality.

VR has been in this phase repeatedly, and -- I expect -- will go through it again. Take Apple's Vision Pro headset . It's wildly expensive, amazing to use, uncomfortable, and -- at least for now -- pretty much a novelty except for some specific vertical uses.

In fact, in Gartner's 2024 Hype Cycle for Emerging Technologies, the analyst firm places spatial computing at the early edge of the Innovation Trigger phase. But I'm not so sure. As someone who's been covering the technology's developments all year, I'd suggest that spatial computing -- at least as it pertains to the Vision Pro -- has landed in the Trough of Disillusionment. In a few years, when Apple introduces a cheaper and lighter headset, I'm sure the Vision product line will once again run the Hype Cycle curve, possibly with better results. 

Finally, some technologies crawl out of the Trough of Disillusionment and begin their climb up the Slope of Enlightenment and the Plateau of Productivity. These two phases refer to the time when a technology begins finding its footing, its specific value propositions are proven, and it enters some level of productive use, albeit without the associated hype dogging its every step.

Gartner's Hype Cycle for Emerging Technologies, 2024

Each year, Gartner issues a total of 25 different hype cycles. ZDNET has been covering their cycle for emerging technology since, well -- I found an article from 2009 . What makes this particular hype cycle about emerging technologies so compelling? It helps us predict what will be hot and what will not. It also helps businesses predict where to put their cash, where to assign staff to evaluate potential, and where it might be practical to innovate.

But you need to take the hype cycle with a grain of salt. Back in 2021, we wrote that Gartner predicted, "Artificial intelligence's impact on generating code, augmenting design and innovation is all 5- to 10-years away." That was wrong. Generative AI began making a substantial impact in just two years, at the very beginning of 2023.

But that was then, and this is now. In 2024, Gartner has identified four major themes that are just starting to climb the big Innovation Trigger hill. These are: autonomous AI, developer productivity, total experience, and human-centric security. We'll break each of these themes down next.

Autonomous AI

The obvious first point of contact here is self-driving car technology. Beyond that, think of large action models (where AIs take action, not just spew information), machine customers (where machines buy stuff), humanoid working robots (every science fiction movie you've ever seen), autonomous agents , and reinforcement learning.

The big idea here is that AI systems will take on tasks that humans performed previously. This goes beyond generative AI writing essays for college students who just want to have fun. Instead, we're looking at machines that can perform physical tasks (cars and robots, for example), and machines that interact with the rest of the world (like printers that automatically order printer ink or cars that automatically schedule their own maintenance visits to the local dealer).

Obviously, there are quite a few obstacles before autonomous AI can achieve real productivity, not the least of which is that most of us are nervous about letting robots loose in the world. I mean, who hasn't seen Terminator?

But there are other issues, including regulatory concerns, areas where data is scarce and yet AIs need to make decisions, lack of trust, overall computational requirements (as well as battery power duration), and more.

Keep in mind that different projects may be at different points along the hype cycle. For example, Apple canceled its multi-billion dollar self-driving car project, while Alphabet's robo-taxi service actually doubled the number of riders over the last few months.

AI-augmented software development

While the hype over AI writing code is huge, even the leading players fail miserably --  as we've seen through  ZDNET's hands-on testing . The hype is incredible, and perfectly in line with the idea that AI-augmented software development is on the Innovation Trigger rocket flight.

And, to be fair, it is exciting. When I actually got ChatGPT to write a WordPress plugin for my wife's e-commerce business, I was astounded. Subsequently, I have used ChatGPT to help me write a ton of code. Overall, I estimate that it saved me weeks, if not a month or two, on my projects over the last year.

But here's the thing: The AI didn't write my code. The AI helped me write my code. Most of the hype around AI coding implies that the AIs will just generate the app you have in mind, as long as you can type " Write me an app that will make me a million dollars " into the prompt bar.

Those who rely too much on AI coding will take a deep dive into that Trough of Disillusionment. But those who use AI to help write carefully defined and tested snippets of code will find some very big benefits.

Empower with total experience

Every few years, there's another customer-centric buzzword that promises endless profits. Once upon a time, it was multichannel -- the idea that you meet the customer wherever they want you to be, whether that's on their phone, in their desktop browser, on social media, or even in a physical location.

Gartner's premise for "total experience" is that vendors will create super-salient shared experiences that "intertwine customer experience, employee experience, multi-experience, and user experience practices."

I know. It makes my head hurt, too.

It might make more sense if you look at the emerging technologies Gartner attributes to this trend: 6G , spatial computing, and digital twins of customers.

Nobody has fully defined 6G yet, but the best description was the one a telecommunications executive told me during a discussion of future technology: super-fast 5G with a lot of AI help. Specifically, think of this as collapsed latency, so it's possible to respond in real-time to whatever is happening. This will also aid self-driving cars.

Spatial computing is something we're getting to know in the Vision Pro and the Meta Quest 3 , but it will become far more constructive once it works in regular glasses, rather than headsets that weigh the same as a brick.

The digital twins of customers concept is creepy as heck. Basically, it describes a way companies can model consumer interests and behaviors so accurately that they can simulate customer interaction and affinity based on their established data history. All to better manipulate folks into buying! And yes, this same technology can be used to influence elections. Yikes.

Deliver human-centric security and privacy

The last major trend has to do with the need for across-the-board improved security. The concept behind "human-centric" is that individuals have to be part of the overall security footprint. That includes a focus on the user experience, finding behavioral insights, encouraging security behavior, and building trust through transparency.

But Gartner sees a bunch of technological trends supporting this effort. They include AI TRISM (AI trust, risk, and security management), which approaches security from a trustworthy, secure, transparent, and ethical approach. Mesh architecture security environments are intended to make security scalable and modular. The idea of a digital immune system combines technologies and practices to build resilience by proactively identifying threats and responding to them.

AI comes into play here as well, across all the solution areas. One big push is into the idea of federated machine learning, where the learnings captured in one part of the enterprise network are federated (made available) to the entire network.

Are Gartner's predictions on the right track?

Every year, it looks like we're getting closer and closer to the world of Blade Runner . I found the idea of customer twins and spatial advertising particularly evocative of replicants and the customized marketing shown in the classic movie.

Gartner's predictions are just that: predictions. As the chart above shows, the research firm has identified more emerging trends beyond those I've discussed. These four trends, however, are the ones you should look out for this year, going into next year.

Donald J. Trump and his allies are planning a sweeping expansion of presidential power over the machinery of government if voters return him to the White House in 2025, reshaping the structure of the executive branch to concentrate far greater authority directly in his hands.

Their plans to centralize more power in the Oval Office stretch far beyond the former president’s recent remarks that he would order a criminal investigation into his political rival, President Biden, signaling his intent to end the post-Watergate norm of Justice Department independence from White House political control.

Mr. Trump and his associates have a broader goal: to alter the balance of power by increasing the president’s authority over every part of the federal government that now operates, by either law or tradition, with any measure of independence from political interference by the White House, according to a review of his campaign policy proposals and interviews with people close to him.

Mr. Trump intends to bring independent agencies — like the Federal Communications Commission, which makes and enforces rules for television and internet companies, and the Federal Trade Commission, which enforces various antitrust and other consumer protection rules against businesses — under direct presidential control.

He wants to revive the practice of “impounding” funds, refusing to spend money Congress has appropriated for programs a president doesn’t like — a tactic that lawmakers banned under President Richard Nixon.

He intends to strip employment protections from tens of thousands of career civil servants, making it easier to replace them if they are deemed obstacles to his agenda. And he plans to scour the intelligence agencies, the State Department and the defense bureaucracies to remove officials he has vilified as “the sick political class that hates our country.”
