Ubc theses and dissertations, the influence of higher education on immigration policy in canada schinnerl, sandra --> -->.

The number of international students with a valid study permit in Canada has more than tripled since 1998 to 827,586 in 2019. Once described as a laggard, Canada is now an industry leader in international student recruitment. Federal government investment and policy change in visa processing, temporary work authorizations and immigration pathways for international student graduates have facilitated year over year increases in international student enrolments since the mid-2000s. These changes are in stark contrast to international student immigration policy only twenty years prior but little research exists to explain this major policy shift. The literature that does exist hypothesizes that policy change is prompted by competitive policy diffusion in which Canada considered the policies of other countries to create their own for competitive advantage. I argue this explanation is incomplete and does not account for the internal special interest lobbying taking place by the higher education sector. Through an outcomes-based process tracing approach I establish that higher education institutions and their associations did not respond to government policy change, but instead lobbied government for changes to temporary and permanent immigration. This research provides a detailed within case account of the chronology of policy change using lobbying records, media and document analysis and elite interviews to develop a series of causal process observations. Policy influence or success is then determined using the degree of preference attainment methodology that compares policy preferences of special interests with policy outcomes and contributes to the understanding of interest group theory. The results highlight the cross- jurisdictional and inter-departmental challenges both between the provinces and the federal government and across federal departments. Higher education sector leaders navigated this jurisdictional logjam by looking for government allies and creating a coalition to advance their interests. As increasing numbers of international students graduate with work authorization and an aspiration to immigrate to Canada permanently, there is a question about the evolving role of higher education institutions in the migration pathway in terms of becoming a de facto portal for migration and as a migration hub along the responsibilities that come with it.

Toronto Metropolitan University Theses and Dissertations

The TMU Library collects and makes accessible graduate dissertations (Ph.D) and masters level theses as well as some masters level major research papers.

The TMU Library Digital Repository,  RShare , contains the most complete collection of these documents, online, and searchable from the website and via search engines like Google. Older documents, including undergraduate theses, may also be found in  Omni . The library no longer collects print copies of theses and dissertations.

To search for documents from a specific programme, try using a keyword search that includes the words "ryerson"  "dissertations" and a couple of words from the name of the programme such as "communication" "culture" or "mechanical" "engineering."

Theses and Dissertations from Other Universities

  • Google Scholar Many universities currently receive graduate scholarship in digital formats only and have embarked on digitization initiatives to make older documents available online. Google Scholar is a useful tool to find this type of material.  
  • Theses Canada Portal Provides access to the full-text of many Canadian theses and dissertations.  
  • ProQuest Dissertations and Theses Global (PQDT)(Access Restricted to TMUCommunity) Provides access to the full-text of over 400,000 Masters and PhD theses from 1997 onwards. In addition, citations are provided for over 1.6 million doctoral dissertations and master's theses from North American and European (including the UK and Ireland) graduate schools from the seventeenth century onwards.  
  • Open Access Theses and Dissertations (OATD) Provides access to open access research from over 800 colleges, universities and research institutions around the world.  
  • DART Europe-E-theses Portal Provides access to research theses from 580 universities in 28 European countries.  
  • NDLTD-Networked Digital Library of Theses and Dissertations An international nonprofit organization promoting the dissemination of electronic theses and dissertations.  It includes finding aids for digital and some print resources.  
  • Canadian Theses = Thèses canadiennes [1947-1980 print; 1985/86-1995/96 on microfiches]: indexes masters and doctoral works from Canadian universities.  Most of the masters works and some of the doctoral works are not listed in PQDT nor Theses Canada Portal.  Other print bibliographies of Canadian theses may be of value including Canadian Graduate Theses: 1919-1967: An Annotated Bibliogrpahy (Covering Economics, Business and Industrial Relations) and Jesse J. Dossick's Doctoral Research on Canada and Canadians, 1884-1983

TMU Undergraduate Theses (Major Research Papers)

A number of departments required students to deposit a copy of their final-year thesis in the Library. Theses can be found by searching Omni and are shelved in Closed Stacks . To request one of these titles, please place your request through Omni. Once the item is ready for pickup, you will receive an email.  Alternately, bring your request to the Circulation Desk for assistance.

Undergraduate theses for Civil Engineering  were kept by the department and are not available.
