14 Best Scholarships in Japan for International Students

Japan is one of the most progressive countries when it comes to technology and education. For that reason, the country is constantly attracting international students from all over the world. There are five categories of higher education institutions to which one can be admitted. This includes undergraduate schools, graduate schools, professional training colleges, colleges of technology, and junior colleges. All of these learning institutions are open for both local and non-local students.

The tuition fees at most Japanese universities are comparatively lower than what’s charged in other developed countries like the U.K. What makes it even more affordable is the fact that there are several scholarships and tuition reduction programs.

If you are looking to study in Japan but can’t afford the fees? Here are some of the most popular scholarships in Japan.

Update on Developing Country Nationals

JJ/WBGSP 2024 application windows are now closed. Details on the 2025 application cycle will be published on the JJ/WBGSP website in the fall.

  • Developing Country Nationals

Joint Japan/World Bank Graduate Scholarship Program

The JJ/WBGSP is open to citizens of certain  developing countries  with relevant professional experience and a history of supporting their countries’ development efforts who are applying to a master's degree program in a development-related topic.

Subject to available funding, JJ/WBGSP offers scholarships for 43 Participating Master’s Programs in 24 universities in the U.S., Europe, Africa, Oceania and Japan in key areas of development, including economic policy management, tax policy, and infrastructure management.

Please note that if you are not admitted to one of these 43 Participating Master’s Programs, you are not eligible to apply for a JJ/WBGSP Scholarship in 2025.

To accommodate the academic calendar of JJ/WBGSP Participating Programs, the application process is organized in two rounds:

  • Application Window#1 Window 1 will open from mid-January to late February 2025 — Exact dates will be published in the fall 2024
  • Application Window #2 Window 2 will open from late March to late May 2025 — Exact dates will be published in the fall 2024

The link to the JJ/WBGSP application form will only be communicated to candidates admitted unconditionally (except for finance) to one of the JJ/WBGSP participating master’s programs, and shortlisted as eligible JJ/WBGSP applicants by the participating university. Potential candidates are invited to reach out to the university offering the JJ/WBGSP participating master program they are targeting to find out if they meet these two requirements.

After earning their degree, developing country scholars commit to return to their home country to use their new skills and contribute to their countries’ social and economic development.

A JJ/WBGSP scholarship provides tuition, a monthly living stipend, round-trip airfare, health insurance, and travel allowance. View a detailed  list of benefits .

Details on Eligibility Criteria for each call for applications are provided in that call’s Application Guidelines, and these detailed eligibility criteria are strictly adhered to.  No exceptions are made.

Broadly speaking, Developing Country nationals must:

  • Be a national of a World Bank member developing country on  this list ;
  • Not hold dual citizenship of any developed country;
  • Be in good health;
  • Hold a bachelor’s (or equivalent) degree earned at least 3 years prior to the Application Deadline date;
  • Be employed in development-related work in a paid full- time position at the time of submitting the scholarship application. Have at least 3 years of paid development-related employment since earning a bachelor’s degree (or equivalent university degree) and acquired within the past 6 years from the date of the application deadline. Please see  FAQs—Window 1  on how to count qualified part time employment toward this 3-year requirement. Please see Annex 2 of the Application Guidelines for a suggested list of development-related topics. The only exception to this criterion is for developing country nationals from a country that is on the list of Fragile and Conflict States featured in Annex 3 of the Application Guidelines. In such cases, we do take into consideration the limited employment opportunities in those countries.
  • On or before the scholarship application deadline date, be admitted unconditionally (except for funding) for the upcoming academic year to at least one of the  JJ/WBGSP participating master’s programs  located outside of the applicant’s country of citizenship and country of residence listed at the time the call for scholarship applications opens. The letter of admission must be uploaded before submitting the scholarship application. For details, see “How to Apply”.
  • Not be an Executive Director, his/her alternate, and/or staff of any type of appointment of the World Bank Group or a close relative of the aforementioned by blood or adoption with the term "close relative" defined as: Mother, Father, Sister, Half-sister, Brother, Half-brother, Son, Daughter, Aunt, Uncle, Niece, or Nephew.
  • Individuals who have previously been offered a JJ/WBGSP scholarship but declined it, or have previously received a JJ/WBGSP scholarship but did not graduate, are not eligible to apply again.

Please note: All eligibility criteria are strictly adhered to. No exceptions are made. Eligibility criteria WILL NOT change during an open call for applications. However, this information is subject to change between the close of one application process and the opening of the next.

  • 2024 Application Guidelines

The JJ/WBGSP uses the following process to review eligible scholarship applications from developing country nationals, with the aim of identifying the candidates with the highest potential, after completion of their graduate studies, to impact the development of their countries.

Two qualified assessors independently review each eligible application and score the application on a scale of 1 to 10, taking into account four main factors and the degree of cohesion among them:

  • Quality of Professional Experience (30% weight)
  • Quality of Professional Recommendations (30% weight)
  • Quality of Commitment to your Home Country (30% weight)
  • Quality of Education Background (10% weight)

The JJ/WBGSP Secretariat uses the average score of the two assessors and the following criteria to select the finalists:

  • Maintaining a reasonably wide geographical distribution of awards
  • Maintaining a reasonable distribution of awards across gender
  • Unusual circumstances/hardships, when assessing the employment experience and other aspects of an application;
  • Giving scholarships to those applicants who, other things being equal, have limited access to financial resources for graduate studies abroad.

The JJ/WBGSP Secretariat presents the list of finalists to the JJ/WBGSP Steering Committee (composed of members of the World Bank Board of Directors and WB management) for approval. Winners are notified soon after the JJ/WBGSP Steering Committee approval.

The JJ/WBGSP scholarship provides the recipient with the following benefits:

  • Economy class air travel between your home country and the host university at the start of your study program and immediately following the end of the scholarship period. In addition to the two-way air travel, scholars will receive a US $600 travel allowance for each trip;
  • Tuition for your graduate program and the cost of basic medical insurance obtained through the university.
  • While on campus during the scholarship period, a monthly subsistence allowance to cover all living expenses (accommodations, food, etc., including books). The amount of the allowance varies depending on the host country.

Please note all JJ/WBGSP scholarships cover the duration of the graduate program or two years, whichever is less.

The JJ/WBGSP scholarship does not cover:

  • Visa application(s) costs
  • Expenses to bring and/or support a scholar's family members;
  • Extra-curricular courses or training;
  • Courses that do not meet the minimum credits required to earn the graduate degree;
  • Language training not provided by the graduate program;
  • Additional travel during the course of the study program;
  • Expenses related to research, supplementary educational materials, field trips, participation in workshops/seminars, or internships; or
  • Educational equipment such as computers.
  • Resident permit fee

Note: The JJ/WBGSP scholarship may only supplement, and does not duplicate, any other source of financial support/fellowship you might have. If you are notified to be a semi-finalist or if you are awarded a scholarship, you must inform and document to the JJ/WBGSP Secretariat at that time if you have other sources of scholarship funds.

Ei-Ei-Swe, JOINT JAPAN / WORLD BANK Graduate Scholarship Program

Studying abroad is a great opportunity to advance a professional career and the JJ/WBGSP scholarship can be decisive to make that happen. The scholarship benefit package is sufficient to get by in a foreign country. My advice to potential applicants is that they should trust themselves and highlight their achievements for the development of their country.

Funding and aid: Outside fellowships & scholarships

Government agencies and foundations award fellowships either directly to outstanding students for use at institutions of their choice or, in a few cases, to institutions to administer on behalf of students.

There are many reasons to apply for a fellowship , including greater research autonomy, financial security, and a professional cohort that may last for years to come. The Office of Graduate Education (OGE) maintains a database of various fellowship aid resources and provides advice on how to apply for one. For questions about the fellowships highlighted below, contact the OGE Fellowship team .

Fellowships for international students

You can explore outside funding sources organized by discipline, that are available to international students.

External fellowships

Many outside organizations fund fellowships for graduate students. View external fellowship options on the OGE site.

Other resources

Explore additional resources , curated by OGE that include targeted fellowship opportunities,  financial aid planning tools, and scholarship and fellowship databases.

Outside scholarships

Scholarships and grants are forms of financial aid that do not need to be repaid. They are often awarded on the basis of academic or other types of achievement. You apply for outside scholarships on your own and can use the funding in place of taking out a student loan.

Financial aid

Funding from fellowships and scholarships lowers your ability to take out student loans. If you would like to explore how these types of funding might impact your financial aid, please contact us to discuss your options. We are happy to help!

International Doctoral Student Award (IDSA)

An IDSA will be provided automatically to eligible international students registered full time in a doctoral program at the University of Waterloo. Students must meet the academic progress requirements of their program, not have outstanding probationary admission requirements, and not be concurrently receiving tuition awards (e.g., PSI or Lazaridis Tuition Awards) or funding which exceeds the  minimum PhD funding  value from any government/industry sponsorship (except in the cases where an explicit MOU (or MOA) exists that specifies IDSA inclusion (e.g., Conacyt), or self-funding.

Interested students can refer to the  IDSA  in the awards database description for detailed eligibility criteria and values.

International Master’s Award of Excellence (IMAE)

Effective May 1, 2019 (spring 2019 admissions cycle), the International Master’s Award of Excellence (IMAE) will be awarded to eligible international master’s students normally entering a research-based graduate program at the University of Waterloo. The award will be valued at $2,500 per term for a maximum of five terms. Faculties will nominate eligible students based on their award allocation and select recipients based on academic excellence as demonstrated through their application for admission to the graduate program and other criteria as identified by the Faculties.

Interested students can refer to our  IMAE database description  for detailed eligibility criteria.

Ontario Graduate Scholarship (OGS)

The OGS program is funded by the provincial government to encourage excellence in graduate studies at the  master’s  and  doctoral  levels. It is a merit-based scholarship and awards are available to students in all disciplines of academic study. A small number of these awards are available to international students. Interested students can refer to our  OGS web page  for eligibility criteria and Waterloo’s internal application process.

Trudeau Foundation Scholarships

The Trudeau Scholars Program grants up to fifteen new scholarships every year to outstanding doctoral candidates in the social sciences and humanities. The Foundation supports doctoral candidates pursuing research of compelling present-day concern, touching upon one or more of the four themes of the Foundation: human rights and dignity, responsible citizenship, Canada in the world, and people and their natural environment. Trudeau Scholars are actively engaged in their fields, in which they are expected to become leading national and international figures.

Trudeau Scholars are selected through a process that involves nomination by a university, an application supported by references and transcripts, internal and external review and selection panels, an interview, and the formal approval of the Board of Directors.

Interested students can refer to our  Pierre Elliott Trudeau Scholarship database description  for eligibility criteria and Waterloo’s internal application process.

Vanier Canada Graduate Scholarship (CGS)

The Vanier Canada Graduate Scholarships (CGS) program was created to attract and retain world-class  doctoral  students and to establish Canada as a global center of excellence in research and higher learning. Vanier Scholars demonstrate leadership skills and a high standard of scholarly achievement in the social sciences and humanities, natural sciences and engineering, and health-related fields. Canadian and international students are eligible to be nominated for a Vanier Scholarship, which is valued at  $50,000 per year for up to three years .

The scholarships are administered by Canada's three federal granting agencies: the  Canadian Institutes of Health Research (CIHR) , the  Natural Sciences and Engineering Research Council (NSERC)  and the  Social Sciences and Humanities Research Council (SSHRC) .

Students wishing to apply for a Vanier CGS must do so through the Canadian university to which they are applying for doctoral studies. In an effort to support students in broadening their research horizons and seeking new challenges, the Vanier CGS program strongly encourages candidates to pursue their studies beyond the university that granted their undergraduate and graduate degrees. Based on university-assigned allocations, universities forward a limited number of nominations to the appropriate federal research granting agency (CIHR, NSERC, SSHRC) annually.

If a student is successful in the Vanier CGS competition, they  must  hold their award at the university that nominated them. The Vanier CGS cannot be taken to another university as it is not transferrable. To determine eligibility as well as how nominees are evaluated, please review the official eligibility criteria and evaluation criteria on the  Vanier website .

Please visit our  Vanier web page  for further details.

For additional scholarship resources, please visit our  graduate funding and awards database .
