Which guidance counselor should I ask for a letter of recommendation?

(Rising senior) Over the course of high school, I've had two different guidance counselors: one for my first two years and another for my last two (from switching schools). When it comes to guidance counselor LORs that many colleges require, it makes sense to ask the more recent one, who I've had for the past year and will have this upcoming school year. However, I built a much better relationship with the former guidance counselor from grades 9 and 10, and she is aware of the home issues I worked through freshman year which contributed to a dip in my grades - not that I would expect her to write about this, but I feel that she knows me much better as a person as a result and this would show in the LOR. Also, I had her as a teacher for a year so she knows me much better as a student, too. I don't really have a connection to my current guidance counselor and don't feel that she knows me well.

Basically, what I'm asking is: is it possible to submit a LOR from the "older" guidance counselor, or do colleges value/require LORs from your current guidance counselor? Or does it not make a difference? I can't really find anything about this on colleges' websites.
