Scholars argue that accountability of news media and journalists to the public stakeholders has been improving in the 21st century because of the increased use of digital platforms, which are interactive, immediate, and universal. Since most studies related to online news media accountability have focused on developed countries, this research study examines the state of accountability in online news media in Nepal, where access to online media is very limited and audiences are barely aware of media’s journalistic responsibilities. By employing a case study research method with three data sources, and by interpreting the available data using Denis McQuail’s four stakeholders of media accountability as a theoretical framework, this research study finds that online media in Nepal, despite having unique features on digital platforms, are less accountable to professional and public stakeholders than their traditional counterparts, such as newspapers and television. The study also finds that Internet accessibility, media literacy, and resource availability are of primary concern in ensuring media accountability in Nepal.

Scholars believe that traditional media watchdog institutions such as press councils and ombudsman are obsolete in the context of digital media and internet, which have made audiences more interactive and participatory to media and journalists as never before. Debate on Internet freedom Begins in Nepal

(Narayan Prasad Ghimire) The discussion and debate on internet governance is very new in Nepal. But, one of its major components, internet freedom, is drawing interest and concerns from diverse sectors in the recent days. The relevance of the internet freedom has upped in Nepal also because of the growing use of social media and spurts of online portals with the gradual expansion of internet and subsequent stories of the detention of citizen and journalists for their news story and social media comments and other stories of the internet misuse as cyber harassment and bullying.

With this in the background, a civil society organization, freedom Forum, working for freedom of expression (FoE) and internet freedom, organized a talk show on ‘international practices on protecting freedom of expression and internet freedoms’ for Nepali stakeholders including judiciary, security and rights advocates, in the capital city on Monday.

The talk show mainly featured the views of an international legal and FOE expert, Toby Mendel, from Canada.

In his lecture, expert Mendel broadly spoke on the issues on internet freedom ranging from its technical aspect to the policy and governance. Making elaborate the points of the ‘Joint Declaration on freedom Expression and the Internet’ issued by four FoE rapporteurs for UN in 2011, he underscored the need of internet literacy in the developing country as Nepal, and the well infrastructures, contextual policy and awareness helpful basics to protect one’s freedom of expression on internet.

“None can block, throttle, and filter the contents on internet, and ban anyone from browsing any website. It is like other medium of communications. However, for the purpose of the security and investigation, a certain rule needs to be devised on searching one’s matters in internet,” he said, adding that protection of internet freedom could be augmented once the protection of privacy was finely defined and ensured.

According to him, the internet is a vast regime bringing together the rights defenders to businessmen, policy makers and technical geeks. So, ensuring internet freedoms need wide discussion among multi-stakeholders.

The participants working in different sectors from security to human rights advocacy put forth queries before him.

The major questions the participants posed before the expert were related to the hassles the Nepali journalists and citizens faced from the security agency because of the Electronic Transaction Act, prevention of the internet misuse as cyber bullying and harassment, surveillance, protection of data, fine balance between one’s freedom, privacy and national security on internet, net neutrality, regulation and control of internet and Internet Service Providers, e-learning, and internet education tips.

Dr Sudhamshu Dahal from Kathmandu University asked: “Can both access to internet and net neutrality go together? How can we maintain balance on these?”

Responding to it, Mendel said, “The concept of net neutrality is the non-discrimination to the internet users in terms of the access and availability of contents on internet, but it is a much debated issue in the internet governance. While talking about one’s universal access to internet is the internet freedom, some can buy very fast internet speed while many are deprived of it. With the use of internet by nearly 3.5 billion people across the globe, internet has been used hugely for business, and the business is obviously commercial. Using internet for business purpose obviously has both slow and fast pace of browsing.”

Similarly, he said most of the developing countries have been facing the problem created by the laws like that of Electronic Transaction Act of Nepal while guaranteeing internet freedom.

On the occasion, a senior police officer said the Nepal Police was committed to protecting citizen’s rights and human rights, in view of the peace and security. As internet is a new thing in Nepal, challenges are a lot. Cooperation from all sides is needed to protect one’s rights, he added.

The talk programme gathered over 50 persons from diverse sectors as security agency (Nepal Police and Armed Police Force), rights protection body- the National Human Rights Commission, District Attorney, Ministry of law and justice, and computer engineering and technology, mass media and legal advocacy, open data, internet governance, and freedom of expression, among others.

Chairman of the freedom Forum Taranath Dahal hoped the talk would be very fruitful to whet the curiosity and knowledge among the participants on burning issues of internet freedom and other remaining aspects of the internet governance ecosystem. Underlining the need of data protection act and privacy act in Nepal, he said the monitoring of medium was detrimental to free expression and suggested for content monitoring.

A consultant with the International Media Support, Binod Bhattarai, and Laxman Datt Pant from UNESCO, Kathmandu Office, also expected that the programme might have been helpful to augment debate on internet freedom and freedom of expression. (Source: the National News Agency (RSS), 24 March 2015)

  • Internet access is discrepant in Nepal- NLSS 2022/23 Report

Internet access in Nepal continues to show a remarkable discrepancy between the poor and non-poor category citizens. According to a new Nepal Living Standard Survey (NLSS), 2022/23, published by the National Statistics Office (NSO), only 9.5% of “poverty line” households have an internet connection compared to 45.7% in the non-poverty line households.

The NLSS 2022/23 has it that in total 39.7% of Nepali households have internet access. As stated above, the connectivity gulf is wide among the poor and non-poor families. The stat is a slight improvement from the earlier report from the Central Bureau of Statistics (CBS) for the National Census 2078 (2021) which quoted 37.8% of Nepali households having an internet connection .

Likewise, 79.3% of households in Kathmandu have been connected to the internet. Excluding Kathmandu, 43.2% of families in urban areas and 17.4% of households in rural areas are using the Internet.

The statistics present a harrowing discrepancy in internet access among the families living in cities and those in villages. Despite the government efforts, the digital divide looks to be a continuous challenge.

Internet services got only the “Fair” verdict in the survey

The survey had three categories for participants- Good, Fair, and Bad to declare their internet service quality provided by government service providers and private internet service providers (ISPs). 31.3% of participants voted for Fair, 15.8 for Good, and 2.7% declared bad for the internet service they receive from public service providers. Nepal Telecom (Ntc) is the only government-backed telecom and internet service provider in Nepal.

For the private entities, 38.9% voted for “Fair”, 21% gave it a “Good”, and 3% called it “Bad” for the Internet service. WorldLink , Vianet, Classic Tech, Subisu, etc. are the top private ISPs in Nepal .

Internet access in Nepal province-wise

The NLSS 2022/23 report also provides statistics on the state of internet access in provinces. According to the report, households living in the Bagmati province have the country’s highest internet access at 59.8%.

This is largely due to the province being home to Kathmandu, and other cities. Kathmandu alone is home to around 6 million population living permanently or temporarily. So, it’s likely that the capital helps Bagmati province represent more “internet-connected” people among the provinces.

In contrast, families in the Karnali province have the least internet connectivity at 14%. Likewise, only 19.7% of households living in the Far-West Province (Sudurpashchim Province) have internet connectivity.

A bleak reflection on the state of connectivity

The NLSS 2022/23 report provides a sharp and underwhelming insight into the current state of connectivity in Nepal. It’s more damning considering the government’s continuous efforts in bridging the digital divide in the country.

Nepal Telecommunications Authority (NTA) initiated its free broadband internet project to promote connectivity in community schools, hospitals, and communities across Nepal. Additionally, Nepal Telecom (NTC) and Ncell continue to expand their services in many remote and rural areas. However, the report shows that more is required to be done in the communication sector.

On the positive side, Ntc has expanded its 4G network at 98% local levels. Recently, Ntc also launched 4G network in Machhapuchchhre Base Camp and Annapurna Base Camp abbreviated as MBC and ABC, respectively. Ncell, likewise, continues to extend its cellular network to more areas around the country.

More efforts needed for more concrete results

Nepal government has put the internet service in the list of essential services and has outlawed strikes that could affect the flow of telecommunication services. However, the gulf still remains wide open in terms of access to connectivity. At the same time, there are areas of improvement for the services too.

Nepali (English: /nɪˈpɔːli/; Devanagari: नेपाली, [ˈnepali]) is an Indo-Aryan language of the sub-branch of Eastern Pahari. It is the official language of Nepal and one of the 22 scheduled languages of India. Also known by the endonym Khas kura (Devanagari: खस कुरा), the language is also called Gorkhali or Parbatiya in some contexts. It is spoken mainly in Nepal and by about a quarter of the population in Bhutan. In India, Nepali has official status in the state of Sikkim and in the Darjeeling District and Kalimpong district of West Bengal. It has a significant number of speakers in the states of Arunachal Pradesh, Assam, Himachal Pradesh, Manipur, Mizoram and Uttarakhand. It is also spoken in Myanmar and by the Nepali diaspora worldwide. Nepali developed in proximity to a number of Indo-Aryan languages, most notably the other Pahari languages and Maithili and shows Sanskrit influence. However, owing to Nepal's location, it has also been influenced by Tibeto-Burman languages. Nepali is mainly differentiated from Central Pahari, both in grammar and vocabulary, by Tibeto-Burman idioms owing to close contact with this language group..

What Happened to Stanford Spells Trouble for the Election

Ms. DiResta is the former research director of the Stanford Internet Observatory, a unit of Stanford University that studies abuse of online platforms.

In 2020 the Stanford Internet Observatory, where I was until recently the research director, helped lead a project that studied election rumors and disinformation. As part of that work, we frequently encountered conspiratorial thinking from Americans who had been told the 2020 presidential election was going to be stolen.

The way theories of “the steal” went viral was eerily routine . First, an image or video, such as a photo of a suitcase near a polling place, was posted as evidence of wrongdoing. The poster would tweet the purported evidence, tagging partisan influencers or media accounts with large followings. Those accounts would promote the rumor, often claiming, “Big if true!” Others would join, and the algorithms would push it out to potentially millions more. Partisan media would follow.

If the rumor was found to be false — and it usually was — corrections were rarely made and even then, little noticed. The belief that “the steal” was real led directly to the events of Jan. 6, 2021.

Within a couple of years, the same online rumor mill turned its attention to us — the very researchers who documented it. This spells trouble for the 2024 election.

For us, it started with claims that our work was a plot to censor the right. The first came from a blog related to the Foundation for Freedom Online, the project of a man who said he “ran cyber” at the State Department. This person, an alt-right YouTube personality who’d gone by the handle Frame Game, had been employed by the State Department for just a couple of months .

Using his brief affiliation as a marker of authority, he wrote blog posts styled as research reports contending that our project, the Election Integrity Partnership, had pushed social media networks to censor 22 million tweets. He had no firsthand evidence of any censorship, however: his number was based on a simple tally of viral election rumors that we’d counted and published in a report after the election was over. Right-wing media outlets and influencers nonetheless called it evidence of a plot to steal the election, and their followers followed suit.
