In advancing its mission to conduct and disseminate economic research, the NBER offers engagement opportunities for students interested in economics and for professional economists at all stages of their careers.

Undergraduates

Participating in undergraduate research offers both professional and personal benefits. It allows students to expand their academic experiences and explore the discipline of economics more fully. Undergraduates who are interested in pursuing careers in economics may apply to become involved in the NBER’s faculty-directed research projects. Undergraduate research assistants may gather and analyze economic data, create charts and graphs, code, and check mathematical calculations. Reaching out to faculty members directly can often lead to research opportunities, both during the academic year and during the summer. Further information on the breadth of research projects being conducted by NBER researchers may be found at Projects and Centers .

The NBER is committed to working alongside the American Economic Association and other organizations to expand the representation in the economics profession of women and individuals from historically underrepresented minority groups. For more than a decade, the NBER has provided support for a number of graduates of the AEA Summer Program to attend the NBER Summer Institute . It has also welcomed the participation of a number of students from underrepresented groups who were associated with post-baccalaureate programs supported by the Alfred P. Sloan Foundation.

Post-baccalaureate Research Opportunities

The NBER provides opportunities for recent college graduates who are interested in pursuing graduate training to participate in research experiences that may guide them towards careers in economics. The NBER hires approximately 20 full-time post-baccalaureate researchers each year to work with affiliated scholars on their research projects. Post-baccalaureate research opportunities are listed on the Research Assistant Positions at NBER page .

The NBER is proud to participate in Pathways to Research and Doctoral Career (PREDOC), a consortium of universities and research institutions dedicated to fostering a talented, diverse, and inclusive research community in the quantitative social sciences. Opportunities with the consortium partners can be found at predoc.org . 

Many NBER-affiliated scholars hire full-time post-baccalaureate research assistants to help with research projects at their home institutions. The NBER maintains a centralized listing of these opportunities and other related positions .

These positions, which typically last for one or two years, are often stepping-stones to graduate study in economics. The opportunities are usually posted in the summer or early fall, with rolling deadlines throughout the fall and early winter.

Graduate Students

Graduate students in economics can participate in NBER activities in a number of ways. Many work as research assistants on projects directed by NBER-affiliated researchers. These positions can develop research skills and may lead to opportunities to co-author papers. NBER does not maintain a centralized hiring program for these positions; affiliated researchers make hiring decisions, and interested students should contact individual researchers directly.

The NBER offers pre-doctoral fellowship programs targeted at graduate students working on particular topic areas. In recent years, there have been programs in behavioral macroeconomics, energy economics, and the evolving nature of work at older ages. These fellowships are funded by federal agencies, private foundations, and the NBER itself. Some NBER pre-doctoral fellows work at the NBER’s office in Cambridge, MA, but many work at their home institutions. Fellowship opportunities are posted in the fall and typically begin the following academic year.

Some fellowships provide support for post-doctoral scholars. In recent years NBER has offered fellowships for early-career scholars working on the economics of health and aging, long-term fiscal policy, and entrepreneurship. Post-doctoral fellows are expected to be resident in Cambridge and to participate in the scholarly life at the NBER and the local economics community.

The NBER sponsors a post-doctoral fellowship for a researcher who is a member of an underrepresented minority group to spend a year carrying out research in any field of economics while based at the NBER’s Cambridge headquarters.

The NBER does not maintain a systematic list of job opportunities for new PhDs, like the AEA Job Openings for Economists, but a number of NBER-affiliated scholars hire post-doctoral researchers or fellows through their home institutions. The NBER maintains a centralized listing of these opportunities and other related positions .

It also maintains a listing of graduates from many leading economics PhD programs .

Throughout the Academic Career Lifecycle

Each year, following a highly competitive nomination and review process led by the directors of the 20 NBER research programs and advised by steering committees of leading scholars in each field, the NBER appoints about 60 new affiliated scholars. There are currently about 1600 NBER-affiliated researchers; further information on these researchers and their work may be found at Affiliated Scholars. NBER affiliates may be Faculty Research Fellows, who are typically junior scholars, or Research Associates, who all have tenure at their home institution. All new affiliates must hold faculty appointments at North American colleges or universities.  

NBER-affiliated researchers may distribute their research in the NBER working paper series, and they are invited to the meetings of the programs to which they belong. The  most recent appointment announcement .

NBER-affiliated researchers may conduct grant-funded research under grants administered by the NBER. The NBER also periodically undertakes larger projects that fund a number of connected research projects by different groups of investigators. Recent examples include Transportation Economics in the 21st Century , Gender in the Economy , and Energy Use in Transportation. NBER will issue an open Call for Proposals for initiatives; research findings from projects under these initiatives are often presented at capstone conferences.

The NBER hosts more than 120 research meetings in a typical year, many of which – including the roughly 50 meetings that comprise the Summer Institute – post open calls for papers. All economists, not just NBER affiliates, are invited to respond to these calls. These calls may be found on the Calls for Papers page.

NBER hosts two types of meetings: program meetings that bring together researchers in a particular field of economics, and meetings focused on a particular topic. While participation in all meetings is by invitation, many researchers without NBER affiliations participate in both types of meetings. In 2022 there were about 2,300 in person participants at Summer Institute and more than 1,200 additional virtual participants. Of the in person participants more than 1,400 were not NBER affiliates and almost 400 were attending their first Summer Institute .

In partnership with the Review of Economics and Statistics , the NBER sponsors a fellowship program for faculty members at historically Black colleges and universities to participate in the Summer Institute. The NBER is committed to providing a welcoming environment for the exchange of ideas at all of its research meetings. The Conference Code of Conduct underscores the institutional commitment to the fair treatment of all participants in a setting that is free of any kind of harassment or discrimination. The NBER welcomes further opportunities to enhance the diversity of the economics profession.

A key area of concern for UN Women is women’s economic empowerment (WEE) as expressed in UN Women’s Strategic Plan 2022-2025 as well as in the targets and indicators of the Sustainable Development Goal (SDG) 5 for gender equality and women’s empowerment and of several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development.  Aligned with the global SP (2022-2025), the ROAP SN (2023-2025) will focus on six SP cross-thematic outcomes to drive results across the ROAP’s thematic areas i.e., Inclusive governance, Ending Violence Against Women and Girls (EVAWG), Women’s Economic Empowerment (WEE), Women Peace and Security (WPS), Climate Change, Humanitarian Action (HA) and DRR. It will also seek to enhance key areas of expertise in response to demand from country presences in the areas of economic planning, climate change and Knowledge Management (KM). Further, the ROAP’s thematic and functional activities will be geared towards effective and targeted support for country presences.  

The work of UN Women is based on a triple mandate: A normative mandate to support the formulation of global and regional standards and norms for gender equality; an operational mandate to support UN member states in implementing these standards; and finally, a mandate to coordinate the UN system’s efforts to deliver on its gender equality commitment. 

 The Women’s Economic Empowerment & Migration at the Regional Office for the Asia Pacific operates with the key overarching objective: Women have income security, decent work, and economic autonomy as articulated in the SN ROAP Women’s Economic Empowerment & Migration: 2023-2025.  The WEE portfolio is expanding focusing on the four key strategic priorities:   

  • Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs) 
  • Transforming the Care Economy  
  • Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e. Gender-Responsive Procurement, Women’s entrepreneurship etc.) 
  • Progressing Safe Migration to Decent Employment  

These thematic areas are not operating in isolation and are strongly inter-connected and under-pinned by cross-cutting principles, such as: sector-agnostic work (across the Green & Blue -, care, fintech and digital economy); embracing an intersectional and conscious social norms lens into programming, and nexus to thematic areas such as Climate Change, Ending Violence Against Women, Humanitarian and Women Peace and Security (WPS). 

The increased importance of Women’s Economic Empowerment across the region and the numerous RO-led WEE initiatives has resulted in an increased demand for the Regional Office in Asia Pacific (ROAP) to expand and strengthen its work on its normative mandate, to ensure gender-responsive laws and policies for women’s economic empowerment in a manner that is closely aligned with WEE ROAP programmes and results frameworks. This includes a growing need for research and knowledge production for the region. The Junior Consultant will act as an important support in the production of knowledge products aimed at enhancing evidence-informed decision making in the relevant areas for WEE.

The objective of this consultancy is to provide specialized support in conducting gender analysis and supporting assessments pertaining to women’s economic empowerment in countries in Asia and the Pacific region. The consultant will focus on advancing gender equality and women's empowerment within the transforming care systems discourse by conducting context-specific assessments on gendered rooted causes of inequalities in the world of work, including identifying policy areas as critical domains of change where evidence-enhanced decision making can be enhanced.   Furthermore, the consultant's work will support the construction of a database for Asia and the Pacific for simulation of costing Sustainable Development Goals.

Under the supervision and guidance of Gender Statistics Specialist in the WEE Team, this consultant seeks to gain experience in internationally agreed indicators and national sources of relevant data women’s economic empowerment to conduct context-specific analysis to enhance evidence-informed decision making in the care economy and SDGs costing.

Duties and Responsibilities

Below is a list of a wider range of skillsets relevant to women’s economic empowerment research and data portfolio. We encourage applicants with relevant experience in any of the mentioned areas to apply. If you possess a subset of these skillsets, we would still be interested in considering your application.  

  • Provide up-to-date information on policies and actions in Asia-Pacific aimed at recognizing, redistributing, and reducing unpaid care work as well as representing and rewarding paid care workers.
  • Assist in conducting empirical analysis of relevant and timely gender indicators.
  • Assist in constructing a database for Asia-Pacific for SDG costing

 

Identify countries for gender analysis of transforming care systems based on criteria set up in close coordination with UN Women. Review data availability and conduct a desk review of relevant policies and action to transform care systems in select countries. Prepare a first draft template for country factsheet on WEE.

Required Skills and Experience

Education and Certification

Master’s degree in Gender and Development, Economics, Political Science, or other relevant disciplines. (A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.)

  • A minimum of 1 year of relevant progressively responsible experience in conducting empirical research from a gender lens, with a focus on advancing gender equality and women’s empowerment.
  • Demonstrated experience working with gender data to advance evidence on persistent roots of gender inequality in the world of work, particularly within the Asia and Pacific region is required.
  • Experience in leveraging gender data for enhancing evidence-informed decision making, especially in the context of monitoring commitments to gender-relevant framework through internationally agreed gender indicators is desirable.
  • Having UN experience and international organization will be an advantage.
  • Fluency in English is required.
  • Knowledge of other language spoken in the Asia-Pacific region, or any UN official language is an asset.

Research Officer - Health Economics: AMR funding landscapes and their implications for AMR containment in Kenya and Vietnam.

Africa and Asia, which host most low- and middle-income countries (LMICs), are projected to bear the greatest burden of antimicrobial resistance (AMR) if containment measures remain sub-optimal. Any implementation of AMR containment measures requires financing. In resource constrained countries, how funding is mobilized, allocated, and utilized at national and sub-national levels is not well understood despite the availability of costing and budgeting tools for AMR national action plan objectives and activities. This study investigates the current funding landscape and its implications for AMR containment in Kenya and Vietnam, two LMICs with decentralized and centralized health systems, respectively. Specifically, it assesses AMR funding sources, priorities, planning and accountability mechanisms, positive and negative incentives, challenges, and gaps, all aimed at informing strategies for strengthening AMR containment financing at national and sub-national level. It includes a review of national and sub-national funding and budgeting literature, non-participant observations, and key informant interviews with AMR containment actors.

BUDGET AND RESOURCE RESPONSIBILITY:

Responsible for a laptop computer, and one or more digital voice recorders used in this work; and for petty cash budgets associated with fieldwork activities and organizing meetings.

KEY RESPONSIBILITIES:

The research officer will initially work with senior team members to develop a longer-term set of work and will likely be responsible for:

  • Contributing to the development of research proposals and data collection tools.
  • Reviewing literature on topics related to AMR governance and funding landscapes at national and global level.
  • Conducting primary research including the use of ethnographic approaches such as non-participant observation and interviews, both alone and together with other investigators.
  • Supporting the coordination of research and data collection activities.
  • Qualitative data management, analysis, and report writing.
  • Engaging with stakeholders at national and international levels as part of their research and through reports, presentations, and writing for peer-reviewed journals.
  • Supervising the conduct of other health economics work being conducted by more junior staff members.
  • Taking part in or helping to organize and conduct internal health economics methodological workshops, shared learning sessions, and training.
  • Participating in seminars and journal clubs and providing peer review of emerging proposals within KWTRP together with other scientists.
  • And any other duties that may be assigned from time to time

QUALIFICATIONS:

Essential Qualifications:

  • Masters degree Health Economics with a health systems/health services focus, or MSc in Health Financing, or Masters in Public Health with a focus on health economics.
  • An excellent academic track record as evidenced by grades for undergraduate and post-graduate training.
  • At least three years minimum experience in related field.
  • Demonstrable experience in conduct of in-depth interviews and observations, in transcribing and coding interview data.
  • Demonstrable experience of the conduct of prior relevant research such as high-quality literature review, empirical health systems/social science studies that include data analysis and report writing, or equivalent experience.
  • Computer literacy with proficiency in Microsoft applications.

Desirable Criteria

  • Excellent understanding of the Kenyan health system.
  • Evidence of research after completion of MSc/MA level training.
  • Prior experience in engaging in budget cycle activities.
  • Prior experience in the development of County Annual Development Plans (CADPs) or County Annual Work Plans.
  • Evidence of ability to write peer-reviewed research publications.
  • Knowledge of NVivo (qualitative analysis) software will be an added advantage.
  • Clear interest in health systems/health services research.
  • Prior work in a multidisciplinary team.
  • Prior evidence of being able to plan and conduct research under minimal supervision and to supervise the research of other more junior team members.
  • Demonstrable interest in a career in research.
  • Excellent interpersonal and written communication skills.
  • Excellent organizational skills and prior experience managing junior team members.
  • Ability to work relatively independently to achieve agreed objectives.

An Update on the Reservation Wages in the SCE Labor Market Survey

The Federal Reserve Bank of New York’s July 2024 SCE Labor Market Survey shows a year-over-year increase in the average reservation wage—the lowest wage respondents would be willing to accept for a new job—to $81,147, but a decline from a series’ high of $81,822 in March 2024. In this post, we investigate how the recent dynamics of reservation wages differed across individuals and how reservation wages are related to individuals’ expectations about their future labor market movements.

Reservation Wages  

The SCE Labor Market Survey , which has been fielded every four months since March 2014 as part of the broader Survey of Consumer Expectations (SCE), provides information on consumers’ experiences and expectations regarding the labor market. The data, together with a companion set of interactive charts showing a subset of the data that we collect, are published every four months by the New York Fed’s Center for Microeconomic Data . As with other components of the SCE, we report statistics not only for the overall sample, but also by various demographic categories, namely age, gender, education, and household income. The underlying micro (individual-level) data for the full survey are made available with an eighteen-month lag. 

Our measure of reservation wage comes from the following question in the SCE Labor Market Survey:  

Suppose someone offered you a job today in a line of work that you would consider. What   is the lowest wage or salary you would accept (BEFORE taxes and other deductions) for this job?  

This question is asked to all respondents (that is, to those who are employed, unemployed, or out of the labor force). For those who are out of work, this measure provides information on the tradeoff between out-of-work transfers (such as unemployment insurance or means-tested government transfers) and expected salaries. For those who are currently employed, this measure is informative of the tradeoff between their current total compensation package (including the salary and non-wage amenities) and alternative compensation packages potentially available at other employers.  

The chart below shows that the average reservation wage has increased by 31.4 percent between March 2020 and July 2024. Note, however, that this measure does not account for inflation. Deflating the series using the Consumer Price Index (CPI) indexed to 1 for March 2020, we find that the average real reservation wage increased by 8.2 percent during the same time period, while in fact it declined in the four years prior to the pandemic. This shows that even though part of the increase in respondents’ reservation wages is due to inflation, there has still been a rise in the minimum compensation respondents require to accept (new) job offers in real terms. However, it is worth noting that the average reservation wage in real terms has been essentially flat since early 2021.

The Average Reservation Wage Increased Faster Than Inflation since 2020

Next, we examine how this upward trend in reservation wages varied by respondents’ education and employment status. The left panel of the chart below shows that the growth in average reservation wages, relative to March 2020, was primarily driven by the respondents without a college degree up until March 2022. This implied a compression in reservation wages across education levels, since those with lower education have lower reservation wages.   

Between mid-2022 and the end of 2023, reservation wages have grown faster among college graduates, reversing the previous trend in the reservation wage compression. However, since the end of last year, the reservation wages of respondents without a college degree have accelerated again. In July 2024, the reservation wages of those without a college degree were closer to those of college graduates than they were before the onset of the pandemic. 

In the right panel of the chart below, we show that since mid-2022 the average reservation wage of the non-employed grew faster than that of employed respondents. This stands in contrast to the dynamics in the previous two years, as we had discussed in an earlier Liberty Street Economics post . Overall, as of July 2024, the average reservation wage growth of non-employed respondents has caught up with, and in fact exceeded, the average of employed respondents since the onset of the pandemic.

Reservation Wages and Expectations about Labor Market Flows  

We next examine how reservation wages are linked to expected labor market movements. Every four months, the SCE Labor Market survey elicits respondents’ expected likelihood of being non-employed, employed, or employed with the same employer (if employed) in the subsequent four months. In the table below, we relate these probabilistic expectations to reservation wages, controlling for the respondents’ time-varying observable characteristics and for individual fixed effects.  

The results show that workers with a 1 standard deviation ($44,614) higher reservation wage report 2.72 percentage points (or 32 percent) lower likelihood of moving to a new employer in the subsequent four months (column 1). On the other hand, column 2 shows that workers’ expectations about moving into non-employment do not statistically differ based on their reservation wages. For non-employed workers (including those who are unemployed and out of the labor force), we also observe that the average likelihood of moving into employment over the subsequent four months does not statistically differ based on respondent’s reservation wages.

Conclusion  

Results of the July 2024 SCE Labor Market Survey show a slight decline in the average reservation wage to $81,147 from a series’ high $81,822 in March. However, we find that the average reservation wage increased faster than inflation since the onset of the pandemic. Overall, the patterns suggest a compression in the reservation wage distribution by education and employment status. We also document that reservation wages are meaningfully related to households’ expectations about their future labor market movements.

A key area of concern for UN Women is women's economic empowerment (WEE) as expressed in UN Women's Strategic Plan 2022-2025 as well as in the targets and indicators of the Sustainable Development Goal (SDG) 5 for gender equality and women's empowerment and of several other SDGs relating to inclusive growth, decent work, ending poverty, and reducing inequality, and revitalizing the global partnership for sustainable development. Aligned with the global SP (2022-2025), the ROAP SN (2023-2025) will focus on six SP cross-thematic outcomes to drive results across the ROAP's thematic areas i.e., Inclusive governance, Ending Violence Against Women and Girls (EVAWG), Women's Economic Empowerment (WEE), Women Peace and Security (WPS), Climate Change, Humanitarian Action (HA) and DRR. It will also seek to enhance key areas of expertise in response to demand from country presences in the areas of economic planning, climate change and Knowledge Management (KM). Further, the ROAP's thematic and functional activities will be geared towards effective and targeted support for country presences.

The work of UN Women is based on a triple mandate: A normative mandate to support the formulation of global and regional standards and norms for gender equality; an operational mandate to support UN member states in implementing these standards; and finally, a mandate to coordinate the UN system's efforts to deliver on its gender equality commitment.

The Women's Economic Empowerment & Migration at the Regional Office for the Asia Pacific operates with the key overarching objective: Women have income security, decent work, and economic autonomy as articulated in the SN ROAP Women's Economic Empowerment & Migration: 2023-2025. The WEE portfolio is expanding focusing on the four key strategic priorities:

  • Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs)
  • Transforming the Care Economy
  • Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e. Gender-Responsive Procurement, Women's entrepreneurship etc.)
  • Progressing Safe Migration to Decent Employment

These thematic areas are not operating in isolation and are strongly inter-connected and under-pinned by cross-cutting principles, such as: sector-agnostic work (across the Green & Blue -, care, fintech and digital economy); embracing an intersectional and conscious social norms lens into programming, and nexus to thematic areas such as Climate Change, Ending Violence Against Women, Humanitarian and Women Peace and Security (WPS).

The increased importance of Women's Economic Empowerment across the region and the numerous RO-led WEE initiatives has resulted in an increased demand for the Regional Office in Asia Pacific (ROAP) to expand and strengthen its work on its normative mandate, to ensure gender-responsive laws and policies for women's economic empowerment in a manner that is closely aligned with WEE ROAP programmes and results frameworks. This includes a growing need for research and knowledge production for the region. The Junior Consultant will act as an important support in the production of knowledge products aimed at enhancing evidence-informed decision making in the relevant areas for WEE.

The objective of this consultancy is to provide specialized support in conducting gender analysis and supporting assessments pertaining to women's economic empowerment in countries in Asia and the Pacific region. The consultant will focus on advancing gender equality and women's empowerment within the transforming care systems discourse by conducting context-specific assessments on gendered rooted causes of inequalities in the world of work, including identifying policy areas as critical domains of change where evidence-enhanced decision making can be enhanced. Under the supervision and guidance of Gender Statistics Specialist in the WEE Team, this consultant seeks to gain experience in internationally agreed indicators and national sources of relevant data women's economic empowerment to conduct context-specific analysis to enhance evidence-informed decision making in the care economy and SDGs costing.

Duties and Responsibilities

  • Provide up-to-date information on policies and actions in Asia-Pacific aimed at recognizing, redistributing, and reducing unpaid care work as well as representing and rewarding paid care workers.
  • Assist in conducting empirical analysis of relevant and timely gender indicators.
  • Assist in constructing a database for Asia-Pacific for SDG costing

Identify countries for gender analysis of transforming care systems based on criteria set up in close coordination with UN Women. Review data availability and conduct a desk review of relevant policies and action to transform care systems in select countries. Prepare a first draft template for country factsheet on WEE.

Required Skills and Experience

Education and Certification

Master's degree in Gender and Development, Economics, Political Science, or other relevant disciplines. (A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.)

  • A minimum of 1 year of relevant progressively responsible experience in conducting empirical research from a gender lens, with a focus on advancing gender equality and women's empowerment.
  • Demonstrated experience working with gender data to advance evidence on persistent roots of gender inequality in the world of work, particularly within the Asia and Pacific region is required.
  • Experience in leveraging gender data for enhancing evidence-informed decision making, especially in the context of monitoring commitments to gender-relevant framework through internationally agreed gender indicators is desirable.
  • Having UN experience and international organization will be an advantage.
  • Fluency in English is required.
  • Knowledge of other language spoken in the Asia-Pacific region, or any UN official language is an asset.
