HRC expands assignment tool for active duty, enlisted Soldiers

HRC expands scope, effectiveness of Assignment Satisfaction Key tool for enlisted

FORT KNOX, Kentucky -- Army Human Resources Command has further expanded an online tool that enables active duty, enlisted Soldiers to designate assignment location and assignment preferences.

The Assignment Satisfaction Key, or ASK, program was initially fielded to fill vacant positions in deploying units, but a redesign has transformed it into a career development tool for enlisted Soldiers across the Army -- Soldiers in ranks in ranks E-1 through E-8 non-promotable.

According to Arthur Dille, a human resources supervisor with HRC's Enlisted Procedures and Soldier Actions Branch, the redesign was executed by a team of HRC specialists who went through the program, screen-by-screen.

They then analyzed and reorganized the structure to ensure it is both streamlined and functionally effective, collapsing multiple screens into one to make it easier to navigate.

"We wanted an improved look and feel, we wanted it to be usable. We cleaned it up and consolidated it so it is more user-friendly," Dille said.

"It allows for Soldiers to see requisitions, volunteer for them, and indicate their preferences for assignments. The idea is to empower Soldiers in the assignment process."

ASK has been updated to ensure that Soldiers who log in see only assignments for which they are currently eligible based on MOS, rank, time on station as of report date, and military education. The possibilities for self-nomination are limited to open requisitions organized by location.

"If there are no authorizations for your MOS and grade, that location is not offered to you as a preference option," Dille said. "It is so Soldiers can have realistic expectations."

Once submitted, requests show up in the Army's Enlisted Distribution and Assignment System, or EDAS, within minutes. HRC assignment managers can then immediately begin working the requisition.

Due to the inclusion of lower requisition priorities, the available pool of assignment opportunities has been expanded fourfold. With more options available, the hope is that more Soldiers will be interested in using the tool, Dille said. It's an opportunity for them to become actively involved in the assignment process and take control over their futures.

"We're looking not only at a bigger window, but a lot more requisitions," Dille said. "We want to have more Soldiers have more say in the assignment system with a corresponding increased approval rate."

Once a Soldier selects an assignment, the assignment manager will review the Soldier's preferences, military education, Married Army Couple Program status, time-on-station and other qualifications. If a nomination matches the Army's requirement, the manager can contact the Soldier with the good news.

If a manager wants to reject an ASK assignment, the rejection must be approved by a branch chief.

"Typically, rejection is going to be based on the strength of the losing unit or the Soldier's professional development," Dille said.

Soldiers can also indicate their availability for broadening opportunities such as drill sergeant and recruiter assignments, or other special duty interests such as Airborne or Korea assignments.

"While talent management is considerably more difficult among the enlisted ranks due to the scope and size of the force, engaging Soldiers through ASK in determining their own assignments and development helps the process," said HRC Commander, Maj. Gen. Thomas C. Seamands.

"As the Army focuses more on talent management, the [Enlisted Personnel Management Directorate] team knew we had to provide expanded capabilities for Soldiers to have influence and a greater voice in their career development," said Col. Alan Kellogg, director of HRC's EPMD. "This tool is not only designed to build unit readiness, but also support our Soldiers and their families."

"We want Soldiers to know about the opportunities that the ASK tool provides and we want Soldier to maximize usage," said Sgt. Maj. Lynice Thorpe, EPMD senior NCO.

So far, the redesign is having a positive effect.

"We're accepting over five times more than we were before. Almost two-thirds of the assignments that Soldiers nominate for are being accepted," Dille said.

Even so, ASK is not a guarantee of a particular assignment. There remain circumstances under which HRC personnel will have to ensure that Soldiers fill the high priority needs of the Army -- regardless of their preferences, Dille said.

Flexibility remains key to Soldiers finding their best next assignments, advised HRC's Command Sgt. Maj. Wardell Jefferson. Someone who nominates himself repeatedly for an assignment for which he is not qualified and then complains the system does not work is missing the point and the power of the ASK tool.

"That's important too. There are requirements and priorities. There is a possibility you may get what you want, but there is also the need to have realistic expectations," Jefferson said.

"Enabling enlisted Soldiers to influence the development of their careers is a plus for both the individual and the Army," Seamands said. "When a Soldier who wants to go to Fort Hood gets to Fort Hood, that is a happier Soldier."

AEA Codes

The AEA codes are important for determining eligibility for certain programs and assignments. For example, AEA L indicates eligibility for assignment. AEA I indicates selection to an officer producing candidate school (OSC) or to a WOCS. To apply for stabilization, soldiers should complete DA Form 4187, which is due between March and September. Stabilization application windows also apply to year-round schooling programs.

What is AEA code L? It is an acronym for Aircraft Electronics Association. It means that no reassignment restrictions exist. When you get an AEA code L, you can expect to have a lot of flexibility in your career. You can choose to stay in the same field, change your career, or even switch jobs.

The AEA code is a temporary restriction on assignment. During this time, you cannot get a PCS order until the code expires. Soldiers are not eligible for PCS orders when they have an AEA code.

Soldiers who are deployed to OCONUS must meet certain time restrictions before they can be assigned to their new duty station. They should contact their local levy section or installation HRC phone roster to find out how to meet these requirements. Once they have met these time restrictions, they should enter the date of loss in their ERB.

There are different AEA codes for Soldiers based on their grade level. For example, a Soldier stabilized with an AEA D code for a higher grade cannot be assigned to a different grade. However, units can request a stabilization extension through the HRC. If the request is approved, the Soldier’s new assignment will be classified as AEA G.

The revised AEA code S was approved by the AEA Executive Committee on April 20. The AEA thanks all members who provided feedback on the initial draft. The AEA will consider all comments submitted. It will continue to develop and update the Code. This report will be made available to members for review.

The AEA code T is no longer used for soldiers who are currently deployed or returning from an OCONUS deployment. However, when soldiers are deployed, their time on station requirements must be met. If you find yourself in such a situation, contact your local or installation Levy Section to learn more about your time on station requirements. You can also contact your branch manager through the HRC phone roster.

The Army Retention Program (ARP) program is a commander-led program, following specific policies, directives, and guidance. It is imperative that commanders understand and implement the “Whole Soldier” concept. This means that the program is not only designed to help you retain your Soldier, but also to teach you how to be a good leader.

An AEA code U is not an automatic demotion. It can be used for a Soldier whose current grade does not meet the eligibility requirements for advancement. It does not prevent a Soldier from attending selection, volunteer for nominative assignments, attend SFAB or Special Duty units, or attend DS/DASR. However, it may prevent a Soldier from advancing to a higher grade.

For a Soldier to be eligible for an AEA code, he must have completed a master gunner course. Upon graduation, he will be stabilized for 18 months. Upon graduation, he will automatically receive the AEA code “G.” This code is associated with a Special Category Stabilization, and the HRC will enter this code automatically in his or her personnel file.

IPPS-A Update: Key Items

Thank you for your patience as we work to identify and fix system issues. I want to provide you with some helpful updates and reminders as you continue to navigate the system.

I was to confirm that we are moving forward with all-user access on 17 January 2023. We will continue to update the known issues in order for you to answer questions as they come in from the field.

Some key items for action:

CRM Provider Groups

Most CRM Provider Groups are synced with S1 Pools; however, they require configuration to ensure you receive the cases your Soldiers submit. We have many cases that have been sitting in Provider Groups waiting for action because the PG was not configured. Please review the  Provider Group Guide  to configure your PG. Please note that you will need to request access as a Provider Group Admin to configure the PG. You must add a POC email address to ensure you receive notification of new cases. You must have PGA access to switch a case from HR to IT. All cases created by Soldiers default to HR cases.

Personnel Asset Inventory (PAI)

The field is working hard to resolve accountability issues in IPPS-A resulting from conversion and from 5+ weeks without accountability systems, including validating accessions and separations and actioning departures and arrivals. That accountability catchup culminates with the post Go-Live PAI, which runs from D+30 through D+60 after Go-Live. With all users being allowed into the system on 17 January, that PAI window will run from 16 February through 18 March 2023.

Updates from Last Week

Weapons Qualification – We will do a one-time data fix for those Soldiers who had points for weapons qualification but whose IPPS-A record indicates “No” for primary weapon and are not receiving points. Soldiers MUST update their ATMS to add the primary weapon.

Correspondence Courses (DL and Army e-Learning) – We applied a data fix to correct the calculation. Soldiers should check their PPW and any missing points require a CRM case.

APFT – We are not going to apply a universal data fix for this issue. HRC will publish guidance in a MILPER that Soldiers should contact Junior Enlisted Promotions branch at HRC to have the points restored.

Promotion Eligibility – MEL/MES completion information is incorrect. In some cases, Soldiers who graduated from school are reflecting as ENROLLED in that school in IPPS-A. School data is an inbound interface from ATRRS. If IPPS-A is reflecting a Soldier as enrolled, please check ATRRS to ensure the school has been closed out as graduated.

Soldier Talent Profile (STP) missing tour counts – No Update

In some cases, the tour counts for Overseas, Short, Long, Contingency, etc. are missing from the STP. We already have a defect logged for this issue. To ensure that the counts appear correctly once the defect is resolved, S1s can check the Soldiers assignments now and make any appropriate corrections. Go to Navigator > Workforce Administration > Assignment Tracking > Manage Converted Assignments to check the Soldiers converted assignments. Temporary assignments have a value over 0. As a note – users cannot view this information on themselves, so an HR Pro must review for them.

Retirement Points/Retirement Eligibility Date – No Update

We are tracking an issue with Soldiers seeing erroneous Retirement Eligibility Dates. We are looking into this more closely but believe this is a conversion issue that will require a data fix. To see how the eligibility date is being calculated, go to the View Retirements Points page. Under the “Periods” tab, you’ll see how each period was converted. In some cases, Soldiers who have been Active Duty for their entire career, are seeing these periods as “Delayed Entry” or something other than Active Duty which results in incorrect eligibility dates.

Assignments

Nearly all assignments have been pushed from HRC to IPPS-A to complete arrivals/departures. Remaining assignments should complete this week. As a reminder, hard copy orders that the Soldier has in hand are the source document. If a Soldier had an RFO/AI during brownout, MPDs should cut the legacy order as the source document.

Erroneous Dependent Information – No update

Additional Items

“NULL” Errors

If you are receiving a NULL Error when performing an action in IPPS-A, please submit a CRM ticket so the technical team can triage this. If your CRM group is set up properly, be sure you mark it as an IT Case. We have found that it is also important to make sure the correct access was granted to you to see the Unit Identification Code, UIC, you are supposed to execute. Typically, access to the wrong UIC or roll ups can generate a NULL value because it is not pulling in the correct data.

Erroneous Restriction Codes

When attempting to query restriction codes, ensure you are reviewing the end date of the restriction. We identified that some of the reports in IPPS-A are displaying all restrictions regardless of end date. We are reviewing these reports and will update them accordingly to only display active restrictions.

Users noted that they cannot update PERSTEMPO because Named Operations Titles are missing. We are currently working a fix for this error, and it should be corrected shortly.

While we have work to do, most of it pertains to post-conversion clean up and are not issues of functionality. We will continue working through data discrepancies with you and ask that you please continue to pass the issues you are finding on to us.
